【摘要】：本文總結(jié)了山東省農(nóng)民專業(yè)合作信用互助試點(diǎn)(簡(jiǎn)稱"山東試點(diǎn)")的運(yùn)作模式、業(yè)務(wù)創(chuàng)新及其實(shí)踐偏差,并通過(guò)典型案例分析發(fā)現(xiàn),產(chǎn)業(yè)基礎(chǔ)、供應(yīng)鏈金融與高社會(huì)資本是信用互助的"標(biāo)配"。本文判斷,"山東試點(diǎn)"正處在由資金的"民間借貸"向信用的"內(nèi)扶外助"轉(zhuǎn)軌。從短期來(lái)看,監(jiān)管部門(mén)應(yīng)在著力引導(dǎo)合作社踐行合作理念的同時(shí),尊重參與各方的利益關(guān)切,特別是對(duì)領(lǐng)辦主體實(shí)施審慎監(jiān)管,發(fā)揮其在信用互助業(yè)務(wù)中的引領(lǐng)作用。建議強(qiáng)化信用的"內(nèi)助外扶",著重發(fā)展外部融資,積極發(fā)揮"山東試點(diǎn)"制度優(yōu)勢(shì)。
[Abstract]:This paper summarizes the operation mode, business innovation and practice deviation of Shandong Peasants' Professional Cooperative Credit Mutual Assistance pilot ("Shandong pilot"), and finds that the industrial foundation is based on the analysis of typical cases.Supply chain finance and high social capital are the standard of credit mutual aid.In this paper, Shandong pilot is in the transition from private loan to credit.In the short term, the regulatory authorities should focus on guiding cooperatives to practice the concept of cooperation, while respecting the interest concerns of all parties involved, especially to exercise prudential supervision of the leading bodies and give play to their leading role in credit mutual assistance business.It is suggested that the credit should be strengthened, the external financing should be developed, and the advantages of Shandong pilot system should be brought into full play.
