【摘要】：從公司治理的視角出發(fā),本文發(fā)現(xiàn)金磚銀行的平權(quán)決策機(jī)制是對現(xiàn)有國際金融組織治理結(jié)構(gòu)的創(chuàng)新,但是由于成員國之間內(nèi)在的利益沖突、意見分歧和經(jīng)濟(jì)發(fā)展水平的差異性,平權(quán)決策機(jī)制存在一個促進(jìn)合作與損失決策效率之間權(quán)衡的兩難困境。解決之道恰恰在于利用成員國之間在經(jīng)濟(jì)上的異質(zhì)性,發(fā)揮各個成員國的比較優(yōu)勢,在金磚銀行的框架內(nèi)設(shè)立多樣化的、由各個成員國主導(dǎo)的投融資機(jī)構(gòu),從而既保留平權(quán)機(jī)制促進(jìn)合作的好處,又能緩解成員國之間的利益沖突和意見分歧,有效提高金磚銀行的決策效率。
[Abstract]:From the perspective of corporate governance, this paper finds that the decision-making mechanism of the BRICS bank is an innovation to the governance structure of the existing international financial organizations, but due to the inherent conflicts of interest among member countries, differences of opinion and differences of economic development level. There is a dilemma between promoting cooperation and efficiency of loss decision-making. The solution lies in taking advantage of the heterogeneity of economy among member countries and giving full play to the comparative advantages of each member country. The establishment of diversified investment and financing institutions within the framework of the BRICS, led by individual member States, thus preserving the benefits of affirmative action mechanisms to promote cooperation while at the same time easing conflicts of interest and differences of opinion among member States, Effectively improve the BRICS Bank's decision-making efficiency.
