GFB銀行貸后管理研究

【摘要】:根據(jù)相關(guān)的研究顯示,我國現(xiàn)有銀行普遍存在對(duì)貸后管理不夠重視,管理流程不切實(shí)際、管理人員素質(zhì)低、管理業(yè)務(wù)不全面等問題,導(dǎo)致貸后管理出現(xiàn)效果不佳,與預(yù)期發(fā)展目標(biāo)不匹配等不足;诖,我們選取了某全國性商業(yè)銀行的某地二級(jí)分支機(jī)構(gòu)作為研究樣本(以下簡(jiǎn)稱“GFB”),具體探究了商業(yè)銀行貸后管理中存在的普遍性問題。貸后管理是信貸管理的核心工作,其主要作用體現(xiàn)在對(duì)于風(fēng)險(xiǎn)的預(yù)判、風(fēng)險(xiǎn)發(fā)生時(shí)的最優(yōu)化解方案的選擇和年度審查工作的指導(dǎo)性建議。尤其近年來,我們進(jìn)入了“L”型經(jīng)濟(jì)發(fā)展區(qū)間,商業(yè)銀行面臨較高的經(jīng)營(yíng)風(fēng)險(xiǎn),同時(shí)不良貸款率普遍破“1%”,實(shí)際的未暴露風(fēng)險(xiǎn)更是遠(yuǎn)不止這個(gè)數(shù)字。此時(shí)各家商業(yè)銀行對(duì)于風(fēng)險(xiǎn)的把控,除了信貸前端信貸政策制定的準(zhǔn)確性外,也越來越依賴于貸后管理這一風(fēng)險(xiǎn)控制手段。由于多年來,GFB所處地域的地方經(jīng)濟(jì)良好、風(fēng)險(xiǎn)暴露的客觀條件較少,使得其貸后管理工作流于形式并存在諸多不合理之處。本文首先GFB銀行貸后管理現(xiàn)狀,研究發(fā)現(xiàn)GFB銀行在貸后管理的內(nèi)部控制體系和落實(shí)過程中,面臨潛在風(fēng)險(xiǎn),該行應(yīng)展開細(xì)致檢查,盡快整改,避免發(fā)生經(jīng)濟(jì)虧損。其次剖析GFB銀行貸后管理存在的問題,主要包括:缺乏清晰的貸后管理工作理念;貸后管理體制有待完善;貸后管理缺乏形之有效的考核、獎(jiǎng)罰機(jī)制;貸后管理基礎(chǔ)工作缺失。在基礎(chǔ)上,從以下幾方面設(shè)計(jì)GFB銀行貸后管理方案:培養(yǎng)全員貸后風(fēng)險(xiǎn)管理文化;完善貸后管理體制;完善貸后管理激勵(lì)與約束機(jī)制;加強(qiáng)貸后管理基礎(chǔ)工作。最后,探討GFB銀行貸后管理方案實(shí)施。探討GFB銀行貸后管理方案實(shí)施的流程、實(shí)施的保障措施、實(shí)施的效果評(píng)價(jià)。本人設(shè)計(jì)GFB銀行貸后管理方案,能夠切實(shí)幫助GFB銀行提升貸后管理水平,為高層決策者的經(jīng)營(yíng)決策提供一定的參考。(注:本文中提到的“銀行”,除單獨(dú)說明,專指“商業(yè)銀行”,不包括“中央銀行、政策性銀行和世界銀行等”。)
[Abstract]:According to the related research, the existing banks in our country generally do not pay enough attention to the post-loan management, the management process is impractical, the quality of the management personnel is low, the management business is not comprehensive and so on, which leads to the poor effect of the post-loan management. Deficiencies such as mismatch with expected development goals. We select the secondary branch of a national commercial bank as the research sample (hereinafter referred to as "GFB"), and specifically explore the common problems in the post-loan management of commercial banks. Post-loan management is the core work of credit management. Its main function is to predict the risk, the choice of the optimal solution when the risk occurs and the guiding suggestion of the annual review. Especially in recent years, we have entered the "L" economic development zone. Commercial banks are faced with higher operating risks, and the non-performing loan ratio is generally below "1%", and the actual unexposed risk is much more than this number. At this time, the control of risks by commercial banks, in addition to the accuracy of the credit front-end credit policy formulation, It is also increasingly dependent on post-loan management as a means of risk control. As the local economy of GFB has been good for many years, there are fewer objective conditions for exposure to risk. In this paper, first of all, the present situation of GFB bank post-loan management, the study found that the GFB bank in the internal control system and implementation of post-loan management process, faced with potential risks. The bank should carry out careful inspection, rectify as soon as possible, avoid economic losses. Secondly, analyze the problems existing in the post-loan management of GFB bank, mainly include: lack of clear concept of post-loan management, post-loan management system to be improved; On the basis of the lack of effective examination, reward and punishment mechanism, basic work of post-loan management, the GFB bank post-loan management scheme is designed from the following aspects: cultivating the post-loan risk management culture, perfecting the post-loan management system, and improving the post-loan management system. Improve the incentive and restraint mechanism of post-loan management, strengthen the basic work of post-loan management. Finally, discuss the implementation of post-loan management scheme of GFB bank, discuss the process of implementation of post-loan management scheme of GFB bank, and implement the safeguard measures. The effect evaluation of the implementation. I design the GFB bank post-loan management plan, can help the GFB bank to improve the level of post-loan management, and provide a certain reference for the senior decision makers.
