建設(shè)銀行S分行中小企業(yè)信貸風(fēng)險管理研究

【摘要】:中小企業(yè)是國民經(jīng)濟(jì)命脈中不可或缺的一部分,與此同時商業(yè)銀行在信貸市場上的競爭也在日益加劇,開拓中小企業(yè)信貸市場對于商業(yè)銀行來說勢在必行,但商業(yè)銀行在尋求中小企業(yè)利潤的同時也面臨著巨大的風(fēng)險。中小企業(yè)由于自身的局限性和特點(diǎn),再加上我國商業(yè)銀行在經(jīng)營管理工作、業(yè)務(wù)流程方面存在著許多不足之處,使得中小企業(yè)信貸風(fēng)險變的非常難以防控。如果對中小企業(yè)信貸業(yè)務(wù)工作加強(qiáng)管理,那么商業(yè)銀行不僅可以從中獲利而提高競爭力,也可以緩解商業(yè)銀行由于中小企業(yè)信貸風(fēng)險過高寧愿放棄利潤也不愿融資的尷尬局面。本文在綜述信貸風(fēng)險管理理論的基礎(chǔ)上,梳理前人研究成果,以風(fēng)險識別—風(fēng)險評價—風(fēng)險控制為主線,研究建行S分行中小企業(yè)的信貸風(fēng)險管理,通過分析建行S分行中小企業(yè)信貸業(yè)務(wù)發(fā)展?fàn)顩r及信貸風(fēng)險管理現(xiàn)狀,從信用風(fēng)險、操作風(fēng)險、外部風(fēng)險方面提出風(fēng)險管理存在的問題,并分析三類風(fēng)險存在的主要原因分別是沒有合適的風(fēng)險評估模型、客戶經(jīng)理整體素質(zhì)較低、貸款風(fēng)險點(diǎn)難以把握以及信貸管理體制不健全。從風(fēng)險識別開始,對建行S分行中小企業(yè)的信用風(fēng)險進(jìn)行多方位的識別,梳理出信用風(fēng)險的主要風(fēng)險點(diǎn),運(yùn)用層次分析法對識別出的風(fēng)險點(diǎn)進(jìn)行量化評估,獲得關(guān)鍵信用風(fēng)險點(diǎn),并從改進(jìn)中小企業(yè)信用評級方法、重視中小企業(yè)現(xiàn)金流量分析以及加強(qiáng)關(guān)聯(lián)企業(yè)調(diào)查管理三個方面提出相應(yīng)的防控措施。在對建行S分行中小企業(yè)信貸操作風(fēng)險的分析中,運(yùn)用風(fēng)險綜合評價法對風(fēng)險點(diǎn)進(jìn)行量化打分,確定了評估方法不健全、操作風(fēng)險信息披露不足以及信貸業(yè)務(wù)流程不規(guī)范為操作風(fēng)險的關(guān)鍵風(fēng)險點(diǎn),提出了相對應(yīng)的防控措施。進(jìn)而識別分析建行S分行面臨的外部風(fēng)險,通過制定合適的費(fèi)率以及建立最優(yōu)資產(chǎn)組合的方法對外部風(fēng)險進(jìn)行風(fēng)險補(bǔ)償,通過優(yōu)化建行S分行合作貸款模式轉(zhuǎn)移風(fēng)險。為保證建行S分行中小企業(yè)信貸風(fēng)險管理設(shè)計有效實(shí)施,從組織設(shè)置、信息技術(shù)支撐以及人員配備三方面制定了多項(xiàng)保障措施。以期對建行S分行開拓中小企業(yè)信貸業(yè)務(wù),嚴(yán)控信貸風(fēng)險提供方法與控制措施,進(jìn)而有效促進(jìn)當(dāng)?shù)刂行∑髽I(yè)健康良好的發(fā)展。
[Abstract]:Small and medium-sized enterprises is an integral part of the national economy at the same time, commercial banks in the credit market competition increasing, SMEs credit market for commercial banks is imperative, but in the commercial banks for small and medium-sized enterprises profit also faces enormous risks of small and medium-sized enterprises. Due to the limitations and characteristics of their own. Coupled with China's commercial banks in the management of business process, there are many inadequacies in the SMEs credit risk becomes very difficult to control. If the small and medium-sized enterprises to strengthen the management of credit business, then commercial banks can not only benefit from and improve competitiveness, can also ease the commercial banks because of the small and medium-sized enterprise credit the risk of excessive profit rather than financing would give up the embarrassing situation. Based on the theory of credit risk management. Combing the previous research results, the risk identification, risk evaluation and risk control as the main line, the credit risk management of small and medium-sized enterprises of S branch, through the analysis of present situation of Construction Bank credit business development situation and the credit risk management of small and medium enterprises in S branch, from the credit risk, operation risk, put forward existent problems of risk management of external risk. It analyzes the main reason there are three kinds of risks are not appropriate for risk assessment model, the overall quality of customer manager is low, difficult to grasp and credit loan risk management system is not perfect. Starting from the risk identification, identification of multi range of small and medium-sized enterprises of S branch of credit risk, sort out the main points of credit risk the risk of using AHP to quantitatively evaluate the identifiedrisk points, get the key point of credit risk, and from the improvement of small and medium-sized enterprises credit rating method, weight Analysis of small and medium-sized enterprises cash flow and strengthen the three aspects of affiliated enterprises survey management put forward the corresponding prevention and control measures. In the analysis of small and medium sized enterprises of China Construction Bank S branch credit operational risk, the risk of the use of quantitative scoring risk assessment method, the evaluation method is not perfect, lack of risk information disclosure and credit business process operation specification for key risk points for operational risk, and puts forward the corresponding prevention and control measures. Then the analysis of the identification of S branch of the external risk, through the development of appropriate rate and the establishment method of optimal portfolio of risk compensation of external risks, through the optimization of S branch cooperation loan mode transfer of risk. In order to ensure the effective implementation of the design the credit risk management of small and medium enterprises in S branch, from the organization, information technology support and staffing three developed a number of Safeguard measures. With a view to developing SMEs' credit business in S branch of China Construction Bank, we must strictly control credit risk and provide methods and control measures, so as to effectively promote the healthy and good development of local SMEs.
