【摘要】:中國經(jīng)濟(jì)在進(jìn)入新常態(tài)后,投資和出口開始出現(xiàn)增速放緩和疲軟的情況,而擴(kuò)大內(nèi)需,刺激消費(fèi)便成為新時(shí)期中國經(jīng)濟(jì)成功轉(zhuǎn)型和發(fā)展的重中之重。黨中央適時(shí)提出供給側(cè)結(jié)構(gòu)性改革,并積極鼓勵(lì)大眾消費(fèi),特別是鼓勵(lì)進(jìn)行信息、旅游、休閑、文化教育等新的消費(fèi)領(lǐng)域的消費(fèi),旨在提高消費(fèi)層次,促進(jìn)消費(fèi)結(jié)構(gòu)的優(yōu)化升級(jí),使消費(fèi)更好地發(fā)揮拉動(dòng)經(jīng)濟(jì)增長的作用。近幾年,國家開始重視消費(fèi)金融行業(yè)的發(fā)展,而2015年“互聯(lián)網(wǎng)+”計(jì)劃的提出,加深了互聯(lián)網(wǎng)與消費(fèi)金融行業(yè)的融合,互聯(lián)網(wǎng)消費(fèi)金融應(yīng)運(yùn)而生。互聯(lián)網(wǎng)消費(fèi)金融是指商業(yè)銀行或有相關(guān)資質(zhì)的互聯(lián)網(wǎng)金融機(jī)構(gòu)或企業(yè)利用互聯(lián)網(wǎng)技術(shù)和信息通信技術(shù),(1)向消費(fèi)者提供資金使其能購買或使用商品的新型金融服務(wù)方式和運(yùn)作模式;ヂ(lián)網(wǎng)消費(fèi)金融因其無擔(dān)保、無抵押、零首付和零利率等寬松的申貸條件及放貸快等特征,一經(jīng)推出便受到廣大消費(fèi)者特別是年輕消費(fèi)群體的歡迎和追捧,行業(yè)因此在短期內(nèi)以驚人的速度高速發(fā)展。但過快的發(fā)展速度造成行業(yè)存在大量風(fēng)險(xiǎn),而各互聯(lián)網(wǎng)消費(fèi)金融平臺(tái)的規(guī)模和抗風(fēng)險(xiǎn)能力參差不齊,消費(fèi)者風(fēng)險(xiǎn)防范意識(shí)也較差。這些都成為行業(yè)監(jiān)管無法逾越的障礙,導(dǎo)致監(jiān)管滯后,難以及時(shí)對(duì)行業(yè)進(jìn)行有效的、具有針對(duì)性的監(jiān)控和管理。本文以馬克思的消費(fèi)理論和信用理論、亞當(dāng)·斯密的消費(fèi)理論和習(xí)近平關(guān)于消費(fèi)、金融、誠信等方面的思想和理論作為理論支撐與指導(dǎo),對(duì)我國互聯(lián)網(wǎng)消費(fèi)金融存在的風(fēng)險(xiǎn)進(jìn)行了全面的闡述和分析。以中國互聯(lián)網(wǎng)消費(fèi)金融發(fā)展的相關(guān)數(shù)據(jù)和真實(shí)案例為依托,詳細(xì)論述了互聯(lián)網(wǎng)消費(fèi)金融的概念、特征、運(yùn)作模式等內(nèi)涵,探討了行業(yè)發(fā)展過程中存在的風(fēng)險(xiǎn),并對(duì)出現(xiàn)的各種風(fēng)險(xiǎn)的致因進(jìn)行了剖析;最后,重點(diǎn)從政府、互聯(lián)網(wǎng)消費(fèi)金融經(jīng)營主體和消費(fèi)者三個(gè)層面提出了有益于中國互聯(lián)網(wǎng)消費(fèi)金融風(fēng)險(xiǎn)防控的對(duì)策和建議,以規(guī)范我國互聯(lián)網(wǎng)消費(fèi)金融市場,提高居民消費(fèi)質(zhì)量。第一章主要論述了論文的選題背景、選題意義、當(dāng)前國內(nèi)外對(duì)互聯(lián)網(wǎng)消費(fèi)金融的研究概況、論文的寫作思路與研究方法以及論文存在的創(chuàng)新點(diǎn)與不足等內(nèi)容,明確了論文的大體寫作脈絡(luò)和方向。第二章對(duì)互聯(lián)網(wǎng)消費(fèi)金融的理論進(jìn)行了詳細(xì)闡述。文章解釋了互聯(lián)網(wǎng)消費(fèi)金融的概念、運(yùn)作模式、特征等內(nèi)涵;重點(diǎn)詳細(xì)論述了馬克思的消費(fèi)理論和信用理論、亞當(dāng)·斯密的消費(fèi)理論和習(xí)近平促進(jìn)網(wǎng)絡(luò)安全和互聯(lián)網(wǎng)消費(fèi)金融發(fā)展的思想,并總結(jié)了互聯(lián)網(wǎng)消費(fèi)金融發(fā)展產(chǎn)生的積極效應(yīng),為下文的展開做了堅(jiān)實(shí)的理論鋪墊。第三章對(duì)我國互聯(lián)網(wǎng)消費(fèi)金融的現(xiàn)狀進(jìn)行了分析。文章對(duì)互聯(lián)網(wǎng)消費(fèi)金融的發(fā)展現(xiàn)狀進(jìn)行了簡要的介紹,并找到了我國互聯(lián)網(wǎng)消費(fèi)金融發(fā)展過程中存在的問題與風(fēng)險(xiǎn),最后,深入分析了風(fēng)險(xiǎn)產(chǎn)生的原因。第四章介紹了美國、歐盟和日本等發(fā)達(dá)國家促進(jìn)消費(fèi)金融發(fā)展和風(fēng)險(xiǎn)防控的經(jīng)驗(yàn),并總結(jié)出了有利于提升我國互聯(lián)網(wǎng)消費(fèi)金融風(fēng)險(xiǎn)防控能力的有益啟示。第五章對(duì)我國互聯(lián)網(wǎng)消費(fèi)金融風(fēng)險(xiǎn)防控提出了行之有效的對(duì)策和建議。論文從政府、互聯(lián)網(wǎng)消費(fèi)金融經(jīng)營主體和消費(fèi)者三個(gè)層面對(duì)提高我國互聯(lián)網(wǎng)消費(fèi)金融的風(fēng)險(xiǎn)防控能力和促進(jìn)行業(yè)健康、可持續(xù)發(fā)展提出了具有可行性的對(duì)策和建議。
