【摘要】：我們要正確認(rèn)識(shí)匯率現(xiàn)象,惟有堅(jiān)持應(yīng)用馬克思揭示的匯率及其變動(dòng)的科學(xué)原理和方法。以國別紙幣的關(guān)系來表現(xiàn)匯率,這是美國為首的發(fā)達(dá)資本主義國家為了挽救資本主義經(jīng)濟(jì)制度而強(qiáng)加于世界各國的經(jīng)濟(jì)形式;它違反客觀經(jīng)濟(jì)規(guī)律,并不體現(xiàn)歷史的進(jìn)步。當(dāng)代紙幣條件下的匯率關(guān)系,實(shí)質(zhì)上是與相關(guān)國家從本國利益出發(fā)的干預(yù)或控制聯(lián)系在一起的,這是匯率關(guān)系的新的歷史特征。那種把匯率交給國際市場來決定的主張,只會(huì)對(duì)發(fā)達(dá)資本主義國家有利。在紙幣條件下,要確定國別之間的公平匯率關(guān)系,仍應(yīng)當(dāng)弄清一定單位的國別紙幣包含多少國際價(jià)值,還是要比較兩國一定單位國別紙幣的含金量;國家對(duì)匯率的控制,必須從引起國際支付差額的多種因素入手�？刂茀R率的目標(biāo),應(yīng)力求匯率價(jià)格關(guān)系趨向匯率的本質(zhì)關(guān)系。
[Abstract]:In order to understand the exchange rate phenomenon correctly, we can only apply the scientific principle and method of exchange rate and its change revealed by Marx, and express the exchange rate by the relation of national paper money. This is the United States-led developed capitalist countries in order to save the capitalist economic system imposed on the world's economic form; It violates the objective economic law and does not reflect the progress of history. The exchange rate relationship under the condition of contemporary paper currency is essentially related to the intervention or control of the countries concerned from their own interests. This is a new historical feature of the exchange rate relationship. The idea of leaving the exchange rate to the international market will only benefit the developed capitalist countries. Under the condition of paper money, it is necessary to determine the fair exchange rate relationship between countries. It is still necessary to find out how much international value a certain unit of national paper currency contains, or to compare the gold content of a certain unit of national paper currency between the two countries; The national control of exchange rate must start from many factors that cause the difference of international payment, and the goal of controlling exchange rate should strive for the relationship between exchange rate and price towards the essential relationship of exchange rate.
