【摘要】：2013年,中央一號(hào)文件提出了“家庭農(nóng)場(chǎng)”概念,自此以后,家庭農(nóng)場(chǎng)在我國(guó)廣大農(nóng)村地區(qū)如雨后春筍般發(fā)展起來(lái)。家庭農(nóng)場(chǎng)以其規(guī)�；�、專(zhuān)業(yè)化、集約化、商品化的經(jīng)營(yíng)模式,更好地滿(mǎn)足了我國(guó)對(duì)現(xiàn)代化農(nóng)業(yè)發(fā)展的基本要求,符合我國(guó)國(guó)情和社會(huì)經(jīng)濟(jì)發(fā)展?fàn)顩r,能更好的促進(jìn)農(nóng)業(yè)現(xiàn)代化的發(fā)展。然而,從近幾年的發(fā)展情況看,資金不足已成為制約我國(guó)家庭農(nóng)場(chǎng)健康、可持續(xù)發(fā)展最主要的原因之一,破解家庭農(nóng)場(chǎng)金融支持難題已刻不容緩。郵儲(chǔ)銀行是我國(guó)營(yíng)業(yè)網(wǎng)點(diǎn)最多的正規(guī)金融機(jī)構(gòu),其網(wǎng)點(diǎn)遍布城鄉(xiāng),能夠有效解決家庭農(nóng)場(chǎng)金融支持“最后一公里”的難題。認(rèn)真研究郵儲(chǔ)銀行家庭農(nóng)場(chǎng)金融支持能夠有效解決我國(guó)家庭農(nóng)場(chǎng)融資難題,能夠有效促進(jìn)我國(guó)家庭農(nóng)場(chǎng)持續(xù)發(fā)展,甚至對(duì)破解我國(guó)“三農(nóng)”融資難題都能得到有益啟示作用。本文選取了遼寧省撫順市新賓縣家庭農(nóng)場(chǎng)金融支持作為樣本開(kāi)展研究,借鑒了國(guó)內(nèi)外家庭農(nóng)場(chǎng)相關(guān)研究成果,參考了國(guó)內(nèi)外家庭農(nóng)場(chǎng)金融支持模式,在充分調(diào)研新賓縣家庭農(nóng)場(chǎng)發(fā)展現(xiàn)狀、金融供給及相關(guān)扶持政策等情況的基礎(chǔ)上,結(jié)合郵儲(chǔ)銀行新賓支行現(xiàn)有家庭農(nóng)場(chǎng)金融支持相關(guān)做法,提出了郵儲(chǔ)銀行新賓支行家庭農(nóng)場(chǎng)金融支持方向與策略。本文以新賓縣家庭農(nóng)場(chǎng)發(fā)展現(xiàn)狀分析入手,針對(duì)其現(xiàn)有的350個(gè)家庭農(nóng)場(chǎng)開(kāi)展大數(shù)據(jù)分析,對(duì)其經(jīng)營(yíng)規(guī)模、發(fā)展態(tài)勢(shì)對(duì)比研究發(fā)現(xiàn),新賓縣域目前家庭農(nóng)場(chǎng)尚處于發(fā)展階段;在對(duì)新賓家庭農(nóng)場(chǎng)現(xiàn)狀分析的基礎(chǔ)上,進(jìn)一步分析了其金融需求及供給情況,家庭農(nóng)場(chǎng)對(duì)資金的需求貫穿其經(jīng)營(yíng)項(xiàng)目始終,而資金供給方面在各大商業(yè)銀行撤并農(nóng)村網(wǎng)點(diǎn)后明顯不足;在現(xiàn)有扶持政策配套不充分的情況下,新賓家庭農(nóng)場(chǎng)經(jīng)營(yíng)舉步維艱。特別是在獲得金融支持方面,受到家庭農(nóng)場(chǎng)自身運(yùn)行機(jī)制不完善、有效押品不足,加之金融機(jī)構(gòu)相應(yīng)的信貸產(chǎn)品缺失等因素的影響,家庭農(nóng)場(chǎng)獲得正規(guī)金融支持的成功率較低,多以民間拆借解決資金難題,個(gè)別農(nóng)場(chǎng)主甚至不惜高昂的融資成本從高利貸公司獲得資金。融資成本普遍較高的情況下,進(jìn)一步加劇了利潤(rùn)率本就很低的家庭農(nóng)場(chǎng)經(jīng)營(yíng)窘境。可以說(shuō),新賓縣家庭農(nóng)場(chǎng)的運(yùn)行現(xiàn)狀是我國(guó)家庭農(nóng)場(chǎng)整體運(yùn)行狀況的一個(gè)縮影,要確保這一剛剛起步的農(nóng)業(yè)新型經(jīng)營(yíng)主體健康發(fā)展,就需要在政策配套、金融支持及自身機(jī)制建設(shè)等多方面加以完善。特別是金融支持不足,已成為困擾家庭農(nóng)場(chǎng)繼續(xù)向前發(fā)展的主要障礙。為有效破解家庭農(nóng)場(chǎng)融資難題,本文提出在逐漸完善家庭農(nóng)場(chǎng)運(yùn)行機(jī)制的基礎(chǔ)上,政府必須做好配套政策支撐,郵儲(chǔ)銀行也要在金融服務(wù)方式上予以創(chuàng)新。只有在家庭農(nóng)場(chǎng)自身運(yùn)行機(jī)制逐漸成熟、政府配套政策措施得當(dāng)、金融機(jī)構(gòu)服務(wù)創(chuàng)新到位的情況下,新賓縣家庭農(nóng)場(chǎng)才能得到健康、持續(xù)發(fā)展。
[Abstract]:In 2013, the central document proposed the "family farm" concept, since then, the family farm in rural areas such as the development of family farms like bamboo shoots after a spring rain. With its scale, specialization, intensive management mode, the commodity, to better meet the basic requirements of the development of modern agriculture in China. In line with China's national conditions and social economic development, to better promote the development of agricultural modernization. However, from the development situation in recent years, the shortage of funds has become the bottleneck of China's family farm health, one of the major reasons for the sustainable development of family farms, break the financial support problem has been urgent. The postal savings bank is the formal financial institutions China's largest business outlets, the outlets all over the urban and rural areas, which can effectively solve the family farm financial support to the "last mile" problem. Careful study of the postal savings bank financial family farm Support can effectively solve the financing problems of family farms in China, can effectively promote the sustainable development of family farms in China, and even to solve the rural financial problems can get beneficial inspiration. This paper selects the Fushun city of Liaoning Province Xinbin County family farm financial support as the research sample, from domestic and foreign related family farms with reference to domestic and foreign research results, the family farm financial support mode, development status in the full investigation of Xinbin County family farm, basic financial supply and the relevant supporting policies such as the postal savings bank, combined with the new Penn branch of the existing family farm financial support practice, put forward the postal savings Bank branch Xinbin family farm financial support direction and strategy in this paper. To the status quo of the development of family farms in Xinbin county are analyzed, based on the analysis of the existing 350 family farms to carry out large data, the operating rules Die, comparative research of development trend, the current family farm Xinbin county is still in the development stage; based on the analysis of the status quo of Xinbin family farm, further analyzes the financial demand and supply, demand for capital through the family farm management project, and the supply of funds in the commercial banks and rural outlets obviously inadequate; in the existing support policies are not sufficient, the new family farm management difficult. Especially in obtaining financial support by their family farm operation mechanism is not perfect, lack of effective collateral, coupled with the impact of relevant financial institutions lack of credit products and other factors, the family farm access to formal financial support success rate low, many private lending to solve the financial problems of individual farmers, even at the high cost of financing to obtain funds from usury financing companies. The cost is generally high, further exacerbated this is a very low profit margin of the family farm business dilemma. It can be said that the operation status of Xinbin County family farm is a microcosm of the overall situation in China in the family farm, to ensure the healthy development of the fledgling new agricultural business entities, we need policy support, improve financial support and its mechanism construction. Especially the lack of financial support, has become a major obstacle to the continued development of family farms. In order to effectively solve the financing problems of family farms, the base of the gradual improvement of the family farm operation mechanism, the government must complete the policy support, the postal savings bank will be innovation in financial service. Only in the family farm self operating mechanism gradually mature, the government policy measures, financial institutions a new place Under the condition of Xinbin County family farms can get healthy and sustainable development.
