【摘要】：政府平臺(tái)公司是我國(guó)社會(huì)發(fā)展、財(cái)政體系、政治體制等多種因素下共同作用下產(chǎn)生的企業(yè)形態(tài)。在發(fā)展過(guò)程中,政府平臺(tái)公司為地方的城市建設(shè)發(fā)揮了重要的貢獻(xiàn),但是隨著我國(guó)經(jīng)濟(jì)社會(huì)的發(fā)展,財(cái)政金融體系的變革,政府平臺(tái)公司最初設(shè)立時(shí)的"政府擔(dān)保,平臺(tái)借債,投資建設(shè)"的模式受到限制。政府平臺(tái)公司自身存在的盈利能力薄弱,產(chǎn)業(yè)結(jié)構(gòu)及服務(wù)客戶單一,嚴(yán)重依賴外部融資等提問(wèn)日益突出。為了解決面臨的問(wèn)題,眾多政府平臺(tái)公司開(kāi)始積極探索多元化戰(zhàn)略。青島城市建設(shè)投資(集團(tuán))有限責(zé)任公司作為青島市最大的政府平臺(tái)公司之一,也面臨增強(qiáng)企業(yè)盈利能力,完善行業(yè)布局,實(shí)現(xiàn)自身又好又快發(fā)展,承擔(dān)起國(guó)有資產(chǎn)保值增值的任務(wù)。為了實(shí)現(xiàn)企業(yè)自身更加健康的發(fā)展,同時(shí)承擔(dān)其青島市政府在不同領(lǐng)域賦予的使命,青島城投集團(tuán)開(kāi)始實(shí)施多元化戰(zhàn)略,進(jìn)入商品房開(kāi)發(fā)、環(huán)保、旅游、金融等行業(yè)。在青島城市建設(shè)投資(集團(tuán))有限責(zé)任公司目前的多元化戰(zhàn)略實(shí)施過(guò)程中,存在土地相關(guān)業(yè)務(wù)占比過(guò)大、新項(xiàng)目推進(jìn)不順、資產(chǎn)使用效率不高等問(wèn)題。本文通過(guò)對(duì)戰(zhàn)略管理理論、多元化戰(zhàn)略等相關(guān)理論的學(xué)習(xí),并使用問(wèn)卷法、訪談法對(duì)青島城投集團(tuán)面臨的實(shí)際情況進(jìn)行調(diào)查了解,將管理學(xué)理論模型與實(shí)際情況結(jié)合,綜合運(yùn)用波士頓矩陣、EFE矩陣、IFE矩陣、SWOT分析法、波特五力模型、QSPM模型等管理學(xué)分析工具,對(duì)青島城投集團(tuán)的外部環(huán)境、內(nèi)部環(huán)境及目前的多元化產(chǎn)業(yè)組合分布情況進(jìn)行了歸納,初步分析造成企業(yè)目前面臨的主要問(wèn)題及形成原因原因,并根據(jù)研究情況為企業(yè)重新規(guī)劃了多元化戰(zhàn)略方案。最后通過(guò)比較企業(yè)目前多元化戰(zhàn)略實(shí)施情況和新規(guī)劃的多元化戰(zhàn)略方案間的差異,有針對(duì)性的提出具體的優(yōu)化改進(jìn)措施及保障實(shí)施方案。通過(guò)上述研究分析過(guò)程,本文得出的以下結(jié)論:青島城市建設(shè)投資(集團(tuán))有限責(zé)任公司應(yīng)繼續(xù)走多元化發(fā)展道路,但是多元化發(fā)展方向應(yīng)從以土地綜合開(kāi)發(fā)為核心向金融、旅游、國(guó)際貿(mào)易、光伏發(fā)電、醫(yī)療健康、土地綜合開(kāi)發(fā)多核心并重轉(zhuǎn)變,并調(diào)整相應(yīng)的組織結(jié)構(gòu)、人力政策、管理機(jī)制,盡快解決企業(yè)面臨的問(wèn)題,使企業(yè)持續(xù)健康發(fā)展。
[Abstract]:The government platform company is the enterprise form which produces under the social development, the financial system, the political system and other factors together in the development process. The government platform company has played an important contribution to the local city construction, but with the development of our country's economy and society, the reform of the financial system, the government platform company initially established the "government guarantee, platform borrowing". The mode of investment and construction is restricted. The profitability of government platform companies is weak, the industrial structure and service customers are single, and the questions of relying heavily on external financing are increasingly prominent. Qingdao City Construction Investment (Group) Co., Ltd. as one of the largest government platform companies in Qingdao, also faces to enhance the profitability of enterprises. Improve the layout of the industry, achieve its own good and rapid development, assume the task of maintaining and increasing the value of state-owned assets. In order to achieve more healthy development of the enterprise itself, at the same time assume the mission of Qingdao municipal government in different fields. Qingdao City Investment Group began to implement diversification strategy into commercial housing development, environmental protection, tourism, finance and other industries. Qingdao City Construction Investment (Group) Co., Ltd. in the implementation of the current diversification strategy process. There are some problems such as excessive proportion of land related business, bad progress of new projects, low efficiency of asset use and so on. Through the study of strategic management theory, diversification strategy and other related theories, this paper uses questionnaire method. The interview method is to investigate the actual situation faced by Qingdao City Investment Group, combine the management theory model with the actual situation, and make use of Boston matrix / EFE matrix / IFE matrix / SWOT analysis method. Porter's five-force model QSPM model and other management analysis tools, Qingdao City Investment Group's external environment, internal environment and the current diversified industrial mix distribution situation are summarized. Preliminary analysis of the main problems faced by enterprises and the reasons for their formation. And according to the research situation for the enterprise to re-plan the diversification strategy. Finally, by comparing the current implementation of diversification strategy and the differences between the new plan of diversification strategy. Put forward specific optimization and improvement measures and guarantee the implementation of the program. Through the above research and analysis process. This paper draws the following conclusions: Qingdao City Construction Investment (Group) Co., Ltd. should continue to take the road of diversified development, but the direction of diversification should be from comprehensive land development to finance and tourism. International trade, photovoltaic power generation, health care, land development multi-core transformation, and adjust the corresponding organizational structure, manpower policy, management mechanism, as soon as possible to solve the problems faced by enterprises. Make the enterprise sustainable and healthy development.
