【摘要】：隨著我國(guó)對(duì)公共項(xiàng)目的投資額的逐步增加,公共項(xiàng)目的建設(shè)需求也在不斷增加。早年公共項(xiàng)目既由政府投資建設(shè),又由政府監(jiān)管使用。因此,常出現(xiàn)“超預(yù)算、超標(biāo)準(zhǔn)、超進(jìn)度”的問(wèn)題。為了治理公共項(xiàng)目建設(shè)領(lǐng)域的“三超”問(wèn)題,國(guó)內(nèi)政府開(kāi)始委托專業(yè)的項(xiàng)目管理公司,代理完成項(xiàng)目業(yè)主的職能。為了公共投資項(xiàng)目的進(jìn)一步完善和推行,需要深入研究?jī)?nèi)在治理規(guī)律。因此,本研究提出兩個(gè)擬解決的關(guān)鍵問(wèn)題為:中國(guó)公共投資項(xiàng)目的治理主體和治理活動(dòng)有哪些;如何從復(fù)雜的治理關(guān)系中確定出公共投資項(xiàng)目的治理機(jī)制?為解決以上關(guān)鍵問(wèn)題,本研究在對(duì)公共投資項(xiàng)目和項(xiàng)目治理研究現(xiàn)狀綜述的基礎(chǔ)上,提出從治理活動(dòng)入手分析公共投資項(xiàng)目治理主體與治理活動(dòng)。論文采用案例研究和文本分析的方法,以國(guó)內(nèi)各地,特別是沿海發(fā)達(dá)地區(qū)公共投資項(xiàng)目案例和相關(guān)政府投資管理辦法為研究對(duì)象,收集公共投資項(xiàng)目治理主體和治理活動(dòng)的信息,并對(duì)這些信息進(jìn)行分類。得到立項(xiàng)階段弱治理主體6個(gè),治理活動(dòng)17次,強(qiáng)治理主體13個(gè),治理活動(dòng)38次;建設(shè)階段弱治理主體9個(gè),治理活動(dòng)35次,強(qiáng)治理主體16個(gè),治理活動(dòng)64次;竣工階段弱治理主體5個(gè),治理活動(dòng)6次,強(qiáng)治理主體7個(gè),治理活動(dòng)8次。用社會(huì)網(wǎng)絡(luò)分析法,從網(wǎng)絡(luò)可視化結(jié)構(gòu)圖、密度、中心度、凝聚力與凝聚子群、結(jié)構(gòu)洞,五個(gè)方面,對(duì)數(shù)據(jù)進(jìn)行了分析。由密度分析得到公共投資項(xiàng)目治理關(guān)系完善機(jī)制;由可視化結(jié)構(gòu)圖和中心度分析得到公共投資項(xiàng)目主體變化機(jī)制;由中心度分析得到公共投資項(xiàng)目激勵(lì)機(jī)制;由中心度和結(jié)構(gòu)洞分析得到公共投資項(xiàng)目監(jiān)督機(jī)制和公共投資項(xiàng)目協(xié)調(diào)機(jī)制、由凝聚子群分析得到公共投資項(xiàng)目合作機(jī)制。整理后,最終得到五個(gè)公共投資項(xiàng)目治理機(jī)制。本研究結(jié)果有利于權(quán)威主體從項(xiàng)目治理的視角重新審視公共投資項(xiàng)目,為公共部門(mén)分析公共投資項(xiàng)目的治理主體和治理活動(dòng)提供依據(jù)。政府部門(mén)可按拓展了項(xiàng)目治理理論研究的視角和范圍,為項(xiàng)目治理增添新的研究主題,促進(jìn)公共投資項(xiàng)目的健康持續(xù)發(fā)展。
[Abstract]:With the gradual increase of investment in public projects in our country, the construction demand of public projects is also increasing. In the early years, public projects were not only invested by the government, but also supervised by the government. In order to deal with the "three super" problems in the field of public project construction, the domestic government began to commission professional project management companies. Agent to complete the functions of project owners. In order to further improve and implement public investment projects, we need to study the internal governance law. This study proposes two key issues to be solved: what are the governance subjects and governance activities of public investment projects in China; How to determine the governance mechanism of public investment projects from the complex governance relationship? In order to solve the above key problems, this study is based on the review of the research status of public investment projects and project governance. Put forward from the governance activities to analyze the governance of public investment projects and governance activities. The paper uses the method of case study and text analysis to the domestic areas. In particular, the case of public investment projects in coastal developed areas and the relevant government investment management methods are the object of study to collect information on the governance subjects and governance activities of public investment projects. The information is classified into six weak governance subjects, 17 governance activities, 13 strong governance subjects and 38 governance activities. In the construction stage, there are 9 weak governance subjects, 35 governance activities, 16 strong governance subjects and 64 governance activities. At the completion stage, there are 5 weak governance subjects, 6 governance activities, 7 strong governance subjects and 8 governance activities. Using the social network analysis method, from the network visualization structure diagram, density, centrality, cohesion and cohesion sub-group. Structure holes, five aspects, the analysis of data. From the density analysis to get the perfect mechanism of governance relationship of public investment projects; The main change mechanism of public investment project is obtained by visual structure chart and centrality analysis. The incentive mechanism of public investment project is obtained by centrality analysis. The supervision mechanism of public investment project and the coordination mechanism of public investment project are obtained by the analysis of centrality and structure hole, and the cooperative mechanism of public investment project is obtained by condensed subgroup analysis. Finally, five governance mechanisms of public investment projects are obtained. The results of this study are helpful for the authorities to re-examine public investment projects from the perspective of project governance. It provides the basis for the public sector to analyze the governance subject and the governance activities of the public investment project. The government can expand the perspective and scope of the project governance theory research and add a new research theme for the project governance. To promote the healthy and sustainable development of public investment projects.
