【摘要】：跨太平洋伙伴關(guān)系協(xié)定(Trans-Pacific Partnership Agreement,簡(jiǎn)稱TPP)對(duì)于亞太地區(qū)國(guó)家來(lái)說(shuō)是貿(mào)易投資一體化的最新發(fā)展方式,全世界都在高度關(guān)注其發(fā)展。TPP的最終目的不僅是要實(shí)現(xiàn)亞太地區(qū)一體化,同時(shí)也體現(xiàn)了亞太地區(qū)貿(mào)易發(fā)展新格局。中國(guó)是亞太地區(qū)非常重要的國(guó)家,TPP必然會(huì)對(duì)中國(guó)產(chǎn)生深遠(yuǎn)的影響,因此特別值得我們關(guān)注。由于其中不僅有許多嚴(yán)格的貿(mào)易規(guī)則方面的條款,同時(shí)還有一些政治、勞工標(biāo)準(zhǔn)方面的條款。而這些條款直接將中國(guó)拒之TPP門外,導(dǎo)致中國(guó)被孤立于亞太經(jīng)濟(jì)發(fā)展體系之外,使中國(guó)產(chǎn)品的出口面臨嚴(yán)峻考驗(yàn)。2017年1月24日,美國(guó)新任總統(tǒng)特朗普宣布退出TPP,使得TPP談判發(fā)生了戲劇性的變化。鑒于TPP漫長(zhǎng)、曲折的發(fā)展歷程及撲朔迷離的發(fā)展前景,它究竟會(huì)對(duì)中國(guó)經(jīng)濟(jì)、貿(mào)易產(chǎn)生哪些影響,會(huì)對(duì)世界經(jīng)濟(jì)貿(mào)易格局產(chǎn)生哪些影響,是擺在我們面前的重大課題,同時(shí)由于中國(guó)加入WTO以來(lái),盡管服務(wù)貿(mào)易發(fā)展相對(duì)比較穩(wěn)定,服務(wù)貿(mào)易規(guī)模不斷擴(kuò)大,服務(wù)貿(mào)易種類不斷增多,服務(wù)貿(mào)易結(jié)構(gòu)不斷優(yōu)化,但發(fā)展速度放慢、貿(mào)易逆差增大等問(wèn)題也不斷顯現(xiàn)出來(lái)。探討TPP背景下中國(guó)服務(wù)貿(mào)易的發(fā)展方略具有重大的現(xiàn)實(shí)意義。本文首先總結(jié)TPP中有關(guān)服務(wù)貿(mào)易方面的主要條款,及TPP最新發(fā)展進(jìn)程,其次分析中國(guó)服務(wù)貿(mào)易發(fā)展現(xiàn)狀,總結(jié)中國(guó)服務(wù)貿(mào)易發(fā)展所取得的成就和遇到的問(wèn)題,然后分析TPP對(duì)中國(guó)服務(wù)貿(mào)易帶來(lái)的積極影響和消極影響,指出盡管TPP削弱了中國(guó)服務(wù)貿(mào)易在國(guó)際上的影響力,打亂了中國(guó)服務(wù)貿(mào)易的發(fā)展規(guī)劃,阻礙中國(guó)FTA的戰(zhàn)略布局和自貿(mào)區(qū)建設(shè),但是TPP也會(huì)促使中國(guó)服務(wù)貿(mào)易更快的走向國(guó)際化,更快地發(fā)展壯大現(xiàn)代服務(wù)業(yè),不斷創(chuàng)新服務(wù)貿(mào)易產(chǎn)品,完成由傳統(tǒng)的服務(wù)貿(mào)易結(jié)構(gòu)向國(guó)際化現(xiàn)代服務(wù)貿(mào)易結(jié)構(gòu)的轉(zhuǎn)變。最后強(qiáng)調(diào)中國(guó)必須提前采取行動(dòng),完善服務(wù)貿(mào)易體系,優(yōu)化服務(wù)貿(mào)易結(jié)構(gòu),并擴(kuò)大中國(guó)與TPP成員國(guó)之間的服務(wù)貿(mào)易規(guī)模,加快中國(guó)自貿(mào)區(qū)建設(shè),不斷開放擴(kuò)大中國(guó)的服務(wù)貿(mào)易市場(chǎng),全方位,多渠道開展雙邊、多邊區(qū)域經(jīng)濟(jì)貿(mào)易合作以應(yīng)對(duì)TPP給中國(guó)帶來(lái)的不利影響,使中國(guó)服務(wù)貿(mào)易得到長(zhǎng)期穩(wěn)定的發(fā)展。
[Abstract]:The Trans-Pacific Partnership Agreement (TPP) is the latest development mode of trade and investment integration for countries in the Asia-Pacific region. The whole world is paying close attention to its development. The ultimate goal of TPP is not only to achieve the integration of the Asia-Pacific region, but also to reflect the new pattern of trade development in the Asia-Pacific region. China is a very important country in the Asia-Pacific region. TPP is bound to have a profound impact on China, so it is particularly worthy of our attention. Because there are not only many strict trade rules, but also some political, labor standards provisions. These provisions directly shut out China from the TPP, resulting in China being isolated from the Asia-Pacific economic development system and facing a severe test of Chinese exports. On January 24, 2017, the new US President Trump announced his withdrawal from the TPP,. Dramatic changes have taken place in the TPP negotiations. In view of the long, tortuous development process and complicated development prospects of TPP, what impact it will have on China's economy and trade, and what impact it will have on the world economic and trade pattern, is a major issue in front of us. At the same time, since China's accession to the WTO, although the development of trade in services has been relatively stable, the scale of trade in services has been expanding, the types of trade in services have been increasing, and the structure of trade in services has been optimized, but the speed of development has slowed down. Problems such as the widening trade deficit are also emerging. It is of great practical significance to explore the development strategy of China's service trade under the background of TPP. This paper first summarizes the main provisions of TPP on trade in services and the latest development process of TPP, then analyzes the present situation of the development of trade in services in China, and summarizes the achievements and problems encountered in the development of trade in services in China. Then it analyzes the positive and negative effects of TPP on China's service trade, and points out that although TPP weakens the international influence of China's service trade and disrupts the development plan of China's service trade, Hindering the strategic layout of China's FTA and the construction of free trade zones, but TPP will also promote China's service trade to internationalize faster, develop and expand modern service industries more quickly, and constantly create new service trade products. Complete the transformation from the traditional service trade structure to the international modern service trade structure. Finally, it is stressed that China must take action in advance to improve the service trade system, optimize the structure of service trade, expand the scale of service trade between China and TPP members, and speed up the construction of China's free trade zone. We will continue to open up and expand China's service trade market, carry out bilateral and multilateral regional economic and trade cooperation through various channels to cope with the adverse effects of TPP on China, and make China's service trade develop steadily for a long time.
