【摘要】：技術(shù)轉(zhuǎn)移是基于技術(shù)市場的自主創(chuàng)新戰(zhàn)略的一個重要組成部分,是實現(xiàn)企業(yè)技術(shù)創(chuàng)新,增強(qiáng)重要組成部分的核心競爭力,也是創(chuàng)新成果轉(zhuǎn)化為生產(chǎn)力的重要途徑�！笆晃濉币詠�,甘肅省提出要建立創(chuàng)新型城市,推動基礎(chǔ)研究、應(yīng)用研究、科技成果的開發(fā)與推廣應(yīng)用三種形式的科技創(chuàng)新,產(chǎn)生了規(guī)模龐大的科技成果和應(yīng)用技術(shù),并通過技術(shù)市場運(yùn)行實現(xiàn)產(chǎn)業(yè)化。因此,技術(shù)市場成為甘肅省優(yōu)化配置科技資源的主渠道,是促進(jìn)科技成果轉(zhuǎn)化中技術(shù)、人才、金融資本相結(jié)合的強(qiáng)大動力。甘肅省技術(shù)市場交易日趨活躍,在優(yōu)化科技資源配置、加速技術(shù)轉(zhuǎn)移、促進(jìn)科技成果轉(zhuǎn)化、激勵企業(yè)技術(shù)創(chuàng)新、調(diào)動科技人員積極性等方面發(fā)揮了重要作用,一批科技成果轉(zhuǎn)化和產(chǎn)業(yè)化的實現(xiàn),促進(jìn)技術(shù)交易水平的提高。目前,甘肅省技術(shù)轉(zhuǎn)移已成為推動科學(xué)技術(shù)的商品化、產(chǎn)業(yè)化的重要途徑,已經(jīng)成為甘肅省技術(shù)創(chuàng)新體系和社會主義市場經(jīng)濟(jì)體制的重要組成部分。本文以技術(shù)轉(zhuǎn)移理論為基礎(chǔ),針對技術(shù)供給方、技術(shù)需求方、技術(shù)轉(zhuǎn)移合同、技術(shù)轉(zhuǎn)移成交額、技術(shù)轉(zhuǎn)移機(jī)構(gòu)等幾個方面的變化趨勢對甘肅省技術(shù)輸出和吸納進(jìn)行分析研究,其中,對甘肅省技術(shù)轉(zhuǎn)移的總體情況運(yùn)用描述性統(tǒng)計進(jìn)行了概述;對其他各省市的輸出和吸納情況運(yùn)用市場份額模型進(jìn)行了分析;并引入“純輸出”概念對甘肅省對其他各省市及中國各大區(qū)域的純輸出進(jìn)行了分析研究,并從自主創(chuàng)新、技術(shù)轉(zhuǎn)移制度體系、技術(shù)市場合同管理體系以及技術(shù)產(chǎn)品的有效需求和供給方面提出了對應(yīng)的建議。
[Abstract]:Technology transfer is an important part of independent innovation strategy based on technology market. It is also an important way to realize technological innovation and enhance the core competitiveness of important components. It is also an important way for innovation achievements to be transformed into productive forces. Since the 11th Five-Year Plan, Gansu Province has proposed the establishment of innovative cities, the promotion of basic research, applied research, the development and application of scientific and technological achievements in three forms of scientific and technological innovation, resulting in a large scale of scientific and technological achievements and applied technologies. And through the operation of the technology market to achieve industrialization. Therefore, the technology market has become the main channel to optimize the allocation of scientific and technological resources in Gansu Province, and is a powerful driving force to promote the integration of technology, talent and financial capital in the transformation of scientific and technological achievements. The technology market in Gansu Province has become increasingly active and has played an important role in optimizing the allocation of scientific and technological resources, accelerating technology transfer, promoting the transformation of scientific and technological achievements, encouraging technological innovation in enterprises, and arousing the enthusiasm of scientific and technological personnel. A batch of scientific and technological achievements and the realization of industrialization, promote the level of technology trading. At present, the technology transfer in Gansu Province has become an important way to promote the commercialization and industrialization of science and technology, and has become an important part of the technological innovation system and the socialist market economy system of Gansu Province. Based on the theory of technology transfer, this paper analyzes and studies the technology export and absorption of Gansu Province in view of the changing trend of technology supply side, technology demand side, technology transfer contract, technology transfer turnover, technology transfer organization, etc. Among them, the general situation of technology transfer in Gansu Province is summarized by descriptive statistics. The market share model is used to analyze the output and absorption of other provinces and cities. The concept of "pure output" is introduced to analyze and study the pure export of Gansu province to other provinces and cities and to every big region of China, and from the system of independent innovation and technology transfer system, The technical market contract management system and the effective demand and supply of technical products are proposed.
