TPP對南京S外貿(mào)公司組織變革的影響研究

【摘要】:當(dāng)前,全球經(jīng)濟(jì)形勢低迷,世界貿(mào)易格局瞬息萬變。2009年美國加入由智利、新西蘭、新加坡和文萊四國發(fā)起的“跨太平洋伙伴關(guān)系協(xié)議(Trans-Pacific Partnership Agreement,TPP)”的談判,并極力推動(dòng)其發(fā)展,2015年TPP的成員國增加到12個(gè)國家,其影響力已經(jīng)引起全球關(guān)注。雖然美國新一屆總統(tǒng)特朗普宣布美國退出TPP,使得其未來發(fā)展有了更多不確定性,但是TPP發(fā)展至今已經(jīng)對世界政治、經(jīng)濟(jì)產(chǎn)生重大影響,我國作為貿(mào)易大國雖然沒有加入TPP,但也避不開受其影響。本文研究對象南京S外貿(mào)公司是一家五金電動(dòng)工具的生產(chǎn)型國有外貿(mào)企業(yè),近幾年企業(yè)效益逐年下降,內(nèi)部管理問題突顯,企業(yè)發(fā)展遇到瓶勁,其最大外因就是受到TPP的潛在影響:一是TPP對其成員國和非成員國之間產(chǎn)生貿(mào)易轉(zhuǎn)移效應(yīng),該公司產(chǎn)品的主要出口國家正是TPP成員國中的美國、日本、澳大利亞等,并且與墨西哥、馬來西亞等國產(chǎn)品存在替代關(guān)系;二是TPP已經(jīng)制定的高標(biāo)準(zhǔn)條約形成了一定的示范效應(yīng),使得公司近些年更常面臨來自進(jìn)口國的“反補(bǔ)貼、反傾銷”、環(huán)保、勞工保護(hù)等問題調(diào)查,技術(shù)標(biāo)準(zhǔn)的評定也更加嚴(yán)苛,這不僅增加了公司運(yùn)營、管理成本,也深刻反映出公司在這些方面的問題。因此研究TPP對南京S外貿(mào)公司組織變革的潛在影響,探討企業(yè)變革的方式方法以滿足參與國際競爭的條件,塑造核心能力與構(gòu)建競爭優(yōu)勢,很是重要。本文采用了理論研究、文獻(xiàn)分析及典型案例研究相結(jié)合的方法。首先以區(qū)域經(jīng)濟(jì)一體化理論為基礎(chǔ),對TPP(典型的區(qū)域性貿(mào)易協(xié)定)對我國外貿(mào)企業(yè)的影響與挑戰(zhàn)進(jìn)行了分析;然后用案例分析法結(jié)合SWOT矩陣分析、PEST分析法對南京S外貿(mào)公司針對TPP存在的問題及其對公司宏觀變革環(huán)境的影響進(jìn)行分析,并且從TPP的國企、知識產(chǎn)權(quán)、勞工和環(huán)境等主要條款的內(nèi)容分析出TPP對公司微觀變革環(huán)境的影響;最后以組織變革和戰(zhàn)略變革的理論研究為基礎(chǔ),結(jié)合文獻(xiàn)分析法從戰(zhàn)略、組織結(jié)構(gòu)、人力資源管理和企業(yè)文化四個(gè)方面對TPP對南京S外貿(mào)公司組織變革的潛在影響具體分析,得出以下結(jié)論:1.南京S外貿(mào)公司要針對TPP的可能影響,及時(shí)調(diào)整企業(yè)戰(zhàn)略,實(shí)行內(nèi)銷外貿(mào)相結(jié)合的銷售模式;同時(shí)探索高端電動(dòng)工具市場,拓展企業(yè)盈利渠道。2.要精簡調(diào)整相關(guān)職能部門,及時(shí)應(yīng)對有關(guān)TPP效應(yīng)下的海外訴訟和適應(yīng)相關(guān)貿(mào)易規(guī)則;成立國際貿(mào)易公司,專業(yè)統(tǒng)籌多個(gè)海外子公司;在國內(nèi)生產(chǎn)廠成立銷售部,加強(qiáng)內(nèi)銷。3.要以人為本,深化國企體制機(jī)制改革,保護(hù)勞工權(quán)益,調(diào)動(dòng)員工積極性。4.提高環(huán)保意識,塑造“綠色”、“學(xué)習(xí)”型企業(yè)文化,提高企業(yè)的綜合競爭力。
[Abstract]:In 2009, the United States joined the negotiations on the Trans-Pacific Partnership Agreement (Trans-Pacific Partnership Agreement,TPP) sponsored by Chile, New Zealand, Singapore and Brunei. And pushing its development, the TPP has grown to 12 countries in 2015, and its influence has attracted global attention. Although the new President of the United States, Donald Trump, announced that the United States is leaving the TPP, with more uncertainty about its future development, the development of the TPP has so far had a significant impact on world politics and economy. Although China has not joined the TPP, as a major trading country, But also cannot escape its influence. The research object of this paper is Nanjing S Foreign Trade Company, which is a production state-owned foreign trade enterprise with hardware electric tools. In recent years, the benefit of the enterprise has declined year by year, the internal management problems have been highlighted, and the development of the enterprise has met with bottle strength. The biggest external factor is the potential impact of TPP: first, TPP has a trade transfer effect between its members and non-members. The main exporting countries of the company's products are the United States, Japan, Australia and so on among the members of the TPP. And with Mexico, Malaysia and other countries have alternative products; Second, the high standard treaties already established by the TPP have formed a certain demonstration effect. In recent years, companies have been faced more often with "countervailing, anti-dumping", environmental protection, labor protection and other issues from importing countries. The assessment of technical standards has also become more stringent. This not only increases the company's operating and management costs, but also reflects the company's problems in these areas. Therefore, it is very important to study the potential influence of TPP on the organizational change of Nanjing S foreign trade company, to explore the ways and means of enterprise transformation to meet the conditions of participating in international competition, to mold core competence and to build competitive advantage. This paper adopts the method of combining theoretical research, literature analysis and typical case study. Firstly, based on the theory of regional economic integration, this paper analyzes the impact and challenge of TPP (typical regional trade agreement) on Chinese foreign trade enterprises. Then using the case analysis method combined with SWOT matrix analysis, the PEST analysis method analyzes the problems existing in Nanjing S foreign trade company in view of TPP and its impact on the macro change environment of the company, and from the TPP state-owned enterprises, intellectual property rights, The influence of TPP on the microcosmic change environment of the company is analyzed by the contents of the main clauses such as labor and environment. Finally, based on the theoretical research of organizational change and strategic change, combined with literature analysis, this paper analyzes the potential impact of TPP on the organizational change of Nanjing S Foreign Trade Company from four aspects: strategy, organizational structure, human resource management and corporate culture. The following conclusions are drawn: 1. In view of the possible influence of TPP, Nanjing S Foreign Trade Company should adjust the enterprise strategy in time, implement the sales mode of combining domestic sales and foreign trade, and explore the high-end power tools market and expand the profit channels of enterprises. 2. It is necessary to streamline and adjust relevant functional departments, promptly respond to overseas litigation under the TPP effect and adapt to relevant trade rules; set up international trading companies, specializing in coordinating many overseas subsidiaries; and set up sales departments in domestic production plants to strengthen domestic sales. It is necessary to put people first, deepen the reform of the system and mechanism of state-owned enterprises, protect the rights and interests of workers, and mobilize the enthusiasm of employees. 4. Improve environmental awareness, mold "green", "learn" type of enterprise culture, improve the comprehensive competitiveness of enterprises.
