山東煙草培訓(xùn)機(jī)構(gòu)發(fā)展戰(zhàn)略研究

【摘要】:全球化大潮下的競(jìng)爭(zhēng)根本在于人才競(jìng)爭(zhēng),而提高企業(yè)員工整體素質(zhì)的一個(gè)重要途徑就是培訓(xùn)。國(guó)家煙草專賣局提出“大培訓(xùn)、大教育”的培訓(xùn)方針,正是適應(yīng)這種新形式所采取的最為有效的應(yīng)對(duì)方式。山東煙草培訓(xùn)機(jī)構(gòu)作為省煙草行業(yè)主辦、省教育廳業(yè)務(wù)指導(dǎo)的煙草職工培訓(xùn)中心及中等專業(yè)學(xué)校,經(jīng)歷了30年的發(fā)展歷程,各方面均取得了長(zhǎng)足發(fā)展。但由于國(guó)家政策變動(dòng)、機(jī)構(gòu)改革、自身發(fā)展條件限制等原因,學(xué)校在長(zhǎng)期可持續(xù)發(fā)展等問(wèn)題上遇到了一些桎梏,特別是在戰(zhàn)略層面上,已經(jīng)對(duì)學(xué)校發(fā)展產(chǎn)生了負(fù)面的影響。本文運(yùn)用在MBA學(xué)習(xí)過(guò)程中所學(xué)到的戰(zhàn)略管理相關(guān)知識(shí),結(jié)合學(xué)校目前所面臨的內(nèi)、外部環(huán)境,對(duì)山東煙草培訓(xùn)機(jī)構(gòu)的可持續(xù)發(fā)展戰(zhàn)略進(jìn)行研究,提出可行的戰(zhàn)略設(shè)計(jì)和實(shí)施建議。本文運(yùn)用SWOT分析和環(huán)境分析法,對(duì)培訓(xùn)機(jī)構(gòu)面臨的外部機(jī)遇與威脅,自身所具有的優(yōu)勢(shì)與劣勢(shì),外部和內(nèi)部環(huán)境進(jìn)行系統(tǒng)的分析,進(jìn)一步確定了學(xué)校的發(fā)展戰(zhàn)略定位、戰(zhàn)略目標(biāo)等發(fā)展愿景,提出了適合學(xué)校發(fā)展的戰(zhàn)略選擇及戰(zhàn)略規(guī)劃。本文認(rèn)為山東煙草培訓(xùn)機(jī)構(gòu)的發(fā)展戰(zhàn)略目標(biāo)為:貫徹學(xué)校“名師、名牌、名!钡娜こ,在省煙草公司的支持下,形成行業(yè)職工培訓(xùn)與學(xué)歷教育并重、省內(nèi)與省外培訓(xùn)市場(chǎng)并進(jìn),學(xué)生、學(xué)員數(shù)量和培訓(xùn)層次雙提升格局;進(jìn)一步優(yōu)化教育資源及師資隊(duì)伍,基本實(shí)現(xiàn)梯次化、團(tuán)隊(duì)化和專業(yè)化;品牌和專業(yè)建設(shè)取得明顯進(jìn)展,形成一批行業(yè)優(yōu)勢(shì)專業(yè)和知名培訓(xùn)品牌:內(nèi)部管理更加規(guī)范,綜合實(shí)力大幅提升,使學(xué)校成為集職業(yè)教育、職工培訓(xùn)、成人學(xué)歷學(xué)位教育和老年文化教育于一體的綜合性職業(yè)院校及職工培訓(xùn)中心。本文的研究表明,培訓(xùn)機(jī)構(gòu)的發(fā)展面臨著前所未有的機(jī)遇,同時(shí)也存在威脅與挑戰(zhàn),引入戰(zhàn)略管理理念,進(jìn)一步增強(qiáng)戰(zhàn)略管理意識(shí),是山東煙草培訓(xùn)機(jī)構(gòu)實(shí)現(xiàn)長(zhǎng)期可持續(xù)發(fā)展的必由之路。
[Abstract]:The competition under the tide of globalization lies in the competition of talents, and an important way to improve the overall quality of employees is training. The training policy of "big training, big education" put forward by the State Tobacco Monopoly Administration is the most effective way to adapt to this new form. As the host of tobacco industry in Shandong Province, the training center of tobacco workers and staff and the secondary specialized school under the guidance of provincial education department have experienced 30 years of development, and have made great progress in all aspects. However, due to the change of national policy, the reform of institutions and the restriction of the conditions of development, schools have encountered some shackles on the long-term sustainable development, especially on the strategic level, which has had a negative impact on the development of schools. This paper studies the sustainable development strategy of Shandong tobacco training institution by applying the knowledge of strategic management in the course of MBA learning and combining the internal and external environment that the school is facing at present. Propose feasible strategic design and implementation recommendations. By using SWOT analysis and environmental analysis, this paper makes a systematic analysis of the external opportunities and threats faced by the training institutions, their own strengths and weaknesses, and the external and internal environments, and further determines the strategic orientation of the development of the school. Strategic goals and other development vision, proposed suitable for the development of the school strategic choice and strategic planning. This paper holds that the strategic goal of Shandong tobacco training institution is to carry out the three projects of "famous teacher, famous brand and famous school" in the school, and with the support of provincial tobacco company, to form an equal emphasis on the training and academic education of the workers and staff in the industry. The training market in the province and outside the province goes hand in hand, the number of students, trainees and the level of training double upgrade pattern; Further optimize educational resources and teachers, basically achieve ladder, team and specialization; Significant progress has been made in brand and professional construction, forming a number of industry advantages, specialties and well-known training brands: more standardized internal management, a substantial increase in comprehensive strength, making schools a collection of vocational education, staff training, Adult education and geriatric education in a comprehensive vocational colleges and staff training center. The research in this paper shows that the development of training institutions is faced with unprecedented opportunities as well as threats and challenges. The concept of strategic management is introduced to further enhance the awareness of strategic management. It is the only way for Shandong tobacco training institutions to realize long-term sustainable development.
