【摘要】：20世紀90年代初開始設立的海關特殊監(jiān)管區(qū)域,一直在中國外向型經(jīng)濟發(fā)展中占有舉足輕重的作用,但隨著經(jīng)濟全球化的不斷深入,以及后金融危機時代帶來的考驗,其發(fā)展中功能政策不協(xié)調(diào)、綜合效益不顯著和發(fā)展不平衡等一系列問題日益突出。如何應對挑戰(zhàn)?海關特殊監(jiān)管區(qū)域的轉(zhuǎn)型發(fā)展已是非常必要和迫切,國家自21世紀初就開始對各類特殊監(jiān)管區(qū)域的整合轉(zhuǎn)型進行探索,并于近年來通過建立中國(上海)自由貿(mào)易試驗區(qū)等進行有益實踐。本文綜合運用文獻研究、對比分析和定性分析等方法,通過對海關特殊監(jiān)管區(qū)域的全面闡述和分析,對國外典型自由貿(mào)易園區(qū)和中國(上海)自由貿(mào)易試驗區(qū)的深入研究和啟發(fā),提出中國海關特殊監(jiān)管區(qū)域可行的轉(zhuǎn)型方向、原則,及具體的對策建議。本文首先匯總了國內(nèi)外的理論研究現(xiàn)狀,回顧了中國海關特殊監(jiān)管區(qū)域的發(fā)展歷程、功能政策、發(fā)展成效和困境等,進行了全面的闡述。其次,通過系統(tǒng)分析國外自由貿(mào)易園區(qū)和中國(上海)自由貿(mào)易試驗區(qū)的發(fā)展情況和主要特征,歸納、理解對中國海關特殊監(jiān)管區(qū)域轉(zhuǎn)型發(fā)展的啟示。最后,提出在當前全面深化改革的歷史背景下,區(qū)域未來轉(zhuǎn)型的發(fā)展思路和發(fā)展原則,并對優(yōu)化區(qū)域管理、改善區(qū)域監(jiān)管、創(chuàng)新區(qū)域功能政策、拓展區(qū)域產(chǎn)業(yè)鏈條和探索區(qū)域多元發(fā)展模式等方面提出了針對性的政策建議。
[Abstract]:The special customs supervision area, which was established in the early 1990s, has been playing an important role in the development of China's export-oriented economy. However, with the deepening of economic globalization and the test brought by the post-financial crisis era, A series of problems, such as uncoordinated function policy, unremarkable comprehensive benefit and unbalanced development, are becoming more and more prominent. How to deal with the challenge? The transformation and development of customs special supervision area has been very necessary and urgent. Since the beginning of the 21st century, the country has begun to explore the integration and transformation of all kinds of special supervision areas. And in recent years through the establishment of China (Shanghai) free trade test area and other beneficial practices. This article synthetically uses the literature research, the contrast analysis and the qualitative analysis and so on, through the comprehensive elaboration and the analysis to the customs special supervision area, This paper studies and enlightens the typical foreign free trade park and China (Shanghai) free trade experimental area, and puts forward the feasible transformation direction, principle and concrete countermeasure suggestion of the special customs supervision area of China. Firstly, this paper summarizes the present situation of theoretical research at home and abroad, reviews the development course, function policy, development effect and predicament of the special customs supervision area of China, and makes a comprehensive exposition. Secondly, through the systematic analysis of the development and main characteristics of foreign free trade parks and China (Shanghai) free trade test areas, this paper summarizes and understands the implications for the transformation and development of China's customs special supervision regions. Finally, under the historical background of deepening the reform in an all-round way, the paper puts forward the development ideas and development principles of the future transformation of the region, as well as the optimization of regional management, the improvement of regional supervision, and the innovation of regional functional policies. Some policy suggestions are put forward to expand the regional industrial chain and explore the regional multi-development model.
