【摘要】：隨著電器電子產(chǎn)品的普及和更新?lián)Q代速度的加快,電子廢棄物的數(shù)量也越來越多,電子廢棄物不規(guī)范拆解所帶來的污染問題越來越嚴(yán)重,由此引起了世界各國政府和民眾的高度關(guān)注。河南省是家電產(chǎn)品消費(fèi)大省,同時也是廢舊家電的產(chǎn)生大省,廢舊家電違規(guī)拆解所帶來的污染問題日益顯著,規(guī)范廢舊家電投交迫在眉睫。居民是投交廢舊家電的主體,因此在廢舊家電回收處理的過程中,居民的作用至關(guān)重要。通過實(shí)地走訪和調(diào)查問卷所得數(shù)據(jù)的總結(jié)分析可以看出,河南省農(nóng)村居民投交廢舊家電時對回收價格和方便程度比較在意,雖然流動的非正規(guī)廢品回收商進(jìn)村上門的頻率并不高,但河南省農(nóng)村居民仍然投交了大量的廢舊家電到非正規(guī)渠道,再者,河南省農(nóng)村居民對廢舊家電非法拆解存在的污染認(rèn)識不足,錯誤的處理廢舊家電有可能給農(nóng)村居民自身帶來嚴(yán)重的污染危害。本文在參考前人研究的基礎(chǔ)上,以河南省農(nóng)村居民為研究對象,對農(nóng)村居民廢舊家電的投交行為進(jìn)行實(shí)證研究。通過查找相關(guān)文獻(xiàn)、實(shí)地走訪以及調(diào)查問卷等方式分析了河南省農(nóng)村居民投交廢舊家電的存在的現(xiàn)實(shí)情況,發(fā)現(xiàn)農(nóng)村居民投交廢舊時由于對廢舊家電非法拆解造成的污染認(rèn)識不足和非正規(guī)回收者高價回收的干擾,導(dǎo)致農(nóng)村居民選擇將廢舊家電閑置家中或投交到非正規(guī)渠道。在對河南省農(nóng)村居民年投交廢舊家電現(xiàn)狀和問題進(jìn)行深入分析的前提下,本著科學(xué)規(guī)劃、協(xié)調(diào)管理的原則,提出設(shè)置經(jīng)濟(jì)激勵措施、完善居民投交渠道、加大宣傳引導(dǎo)等措施,提高居民環(huán)保意識,引導(dǎo)居民規(guī)范投交。本文的研究結(jié)論可以為政府制定相關(guān)政策與法律約束提供參考,為生產(chǎn)商及其他正規(guī)回收企業(yè)的回收工作提供借鑒,進(jìn)而提高河南省農(nóng)村地區(qū)廢舊家電正規(guī)渠道的投交率,促進(jìn)農(nóng)村地區(qū)資源的循環(huán)利用,減少農(nóng)村地區(qū)環(huán)境污染,推進(jìn)美麗鄉(xiāng)村建設(shè)發(fā)展。
[Abstract]:With the popularization of electrical and electronic products and the speed of upgrading, the quantity of electronic waste is increasing, and the pollution caused by the non-standard dismantling of electronic waste is becoming more and more serious. Therefore, the governments and people all over the world pay close attention to it. Henan Province is a major consumer province of household appliances, but also a large province of waste appliances. The pollution caused by illegal dismantling of discarded household appliances is becoming more and more significant, so it is urgent to standardize the delivery of discarded household appliances. Residents are the main body of household appliances, so in the process of recycling waste appliances, residents play an important role. Through the field visits and the summary analysis of the data obtained from the questionnaire, we can see that the rural residents in Henan Province pay more attention to the recovery price and convenience when they put in old and end-of-life household appliances. Although the flow of informal waste recyclers into the village door frequency is not high, but Henan Province rural residents still delivered a large number of used and used appliances to informal channels, moreover, The rural residents in Henan Province do not know enough about the pollution existing in the illegal dismantling of used household appliances, and the wrong treatment of the waste appliances may bring serious pollution harm to the rural residents themselves. Based on the previous studies, this paper makes an empirical study on the behavior of abandoned household appliances among rural residents in Henan Province. By looking up relevant documents, field visits and questionnaires, this paper analyzes the actual situation of the rural residents in Henan province who have cast away old and end-of-life household appliances. It is found that the lack of understanding of the pollution caused by the illegal dismantling of used household appliances and the interference of the informal recyclers with high prices lead to the rural residents choosing to leave unused household appliances in their homes or to hand them over to the informal channels. On the premise of deeply analyzing the present situation and problems of the rural residents in Henan province, and in line with the principle of scientific planning and coordinated management, the paper puts forward some measures, such as setting up economic incentive measures, perfecting residents' investment channels, increasing propaganda and guidance, and so on. Improve the residents' awareness of environmental protection and guide the residents to invest in a standardized manner. The conclusions of this paper can provide reference for the government to formulate relevant policies and legal constraints, for manufacturers and other formal recycling enterprises to provide a reference for the recovery work, and then improve the rural areas of Henan Province, the formal channel of waste household appliances delivery rate. Promote the recycling of resources in rural areas, reduce environmental pollution in rural areas, and promote the development of beautiful rural areas.
