【摘要】：近年來黑龍江省農(nóng)業(yè)產(chǎn)業(yè)發(fā)展迅猛,糧食產(chǎn)量逐年增加。隨著我國“十二五”規(guī)劃綱要的逐步實施,黑龍江省對于農(nóng)業(yè)科技現(xiàn)代化發(fā)展也有了新的要求,隨著國家支持我省對國外先進農(nóng)機設(shè)備允許減免稅進口,我省農(nóng)機設(shè)備進口數(shù)量逐年遞增,對于減免稅農(nóng)機設(shè)備的監(jiān)管也顯得非常重要。本文分析了黑龍江省農(nóng)業(yè)發(fā)展情況以及目前農(nóng)機設(shè)備減免稅進口業(yè)務(wù)情況,從海關(guān)監(jiān)管的業(yè)務(wù)視角出發(fā),結(jié)合H海關(guān)目前的業(yè)務(wù)現(xiàn)狀,就如何解決對進口減免稅農(nóng)機設(shè)備監(jiān)管過程中存在的問題展開了分析研討。通過對近年來H海關(guān)在減免稅設(shè)備監(jiān)管過程中出現(xiàn)的問題和經(jīng)驗進行歸納總結(jié),明確了 H海關(guān)在農(nóng)機減免稅設(shè)備監(jiān)管過程中存在的問題。從業(yè)務(wù)執(zhí)行的制度、流程、人員這三個方面入手,通過完善補充相關(guān)規(guī)章制度、簡化業(yè)務(wù)流程、合理配置人力資源等等方式方法,有效地解決了目前H海關(guān)在減免稅農(nóng)機設(shè)備監(jiān)管過程中存在的問題。
[Abstract]:In recent years, the agricultural industry in Heilongjiang Province has developed rapidly, and the grain output has increased year by year. With the gradual implementation of the 12th Five-Year Plan, Heilongjiang Province has new requirements for the modernization of agricultural science and technology. With the support of the state, the import of advanced foreign agricultural machinery and equipment is allowed to be reduced or exempted, and the import of agricultural machinery and equipment in Heilongjiang Province is increasing year by year. This paper analyzes the development of agriculture in Heilongjiang Province and the current situation of the import of agricultural machinery and equipment tax reduction and exemption. From the business perspective of customs supervision, combined with the current business situation of H Customs, this paper discusses how to solve the problem of import tax reduction and exemption of agricultural machinery and equipment supervision. The existing problems are analyzed and discussed. Through summarizing the problems and experiences of H Customs in the supervision of Tax-reducing and exempt equipment in recent years, the existing problems in the supervision of agricultural machinery Tax-reducing and exempt equipment are clarified. Chapters and regulations, simplified business processes, rational allocation of human resources and other ways and means, effectively solved the current H customs in the tax-deduction and exemption of agricultural machinery and equipment supervision problems.
