【摘要】：河北省是農(nóng)業(yè)大省,農(nóng)業(yè)人口占到全省的77.5%,農(nóng)業(yè)發(fā)展問(wèn)題一直是河北省工作的重點(diǎn)。近年來(lái),國(guó)家積極推進(jìn)農(nóng)產(chǎn)品價(jià)格的市場(chǎng)化改革,在這一形勢(shì)下,為使農(nóng)戶免受農(nóng)產(chǎn)品價(jià)格波動(dòng)之苦,探索出一條河北省農(nóng)戶規(guī)避農(nóng)業(yè)風(fēng)險(xiǎn)的有效路徑至關(guān)重要。農(nóng)產(chǎn)品期貨市場(chǎng)作為規(guī)避農(nóng)業(yè)風(fēng)險(xiǎn)的場(chǎng)所,具有價(jià)格發(fā)現(xiàn)和套期保值的重要作用,可以使得農(nóng)產(chǎn)品價(jià)格得以穩(wěn)定、農(nóng)業(yè)風(fēng)險(xiǎn)得以化解,在保障農(nóng)業(yè)生產(chǎn)者取得穩(wěn)定收入的同時(shí),可以促進(jìn)農(nóng)業(yè)發(fā)展,實(shí)現(xiàn)農(nóng)業(yè)產(chǎn)業(yè)化和現(xiàn)代化。由于我省農(nóng)戶生產(chǎn)規(guī)模小、不具備專業(yè)知識(shí)等特點(diǎn),直接參與期貨市場(chǎng)存在諸多困難。當(dāng)前,我國(guó)國(guó)內(nèi)其他省份都積極探索農(nóng)業(yè)問(wèn)題的解決之道,形成了諸如河南的“延津模式”、湖北的“奧星模式”等,為我省提供了寶貴的經(jīng)驗(yàn)。本文通過(guò)了解河北省期貨市場(chǎng)的發(fā)展?fàn)顩r和農(nóng)戶對(duì)農(nóng)產(chǎn)品期貨市場(chǎng)的認(rèn)知,分析當(dāng)前國(guó)內(nèi)農(nóng)戶參與農(nóng)產(chǎn)品期貨市場(chǎng)的主要模式,探索出河北省農(nóng)戶參與農(nóng)產(chǎn)品期貨市場(chǎng)的可行模式,并提出了保障措施。
[Abstract]:Hebei Province is a big agricultural province, agricultural population accounts for 77.5% of the province, agricultural development has been the focus of work in Hebei Province. In recent years, the government has actively promoted the market-oriented reform of agricultural product prices. In this situation, it is very important to explore an effective way for farmers in Hebei Province to avoid agricultural risks in order to avoid the fluctuation of agricultural prices. As a place to avoid agricultural risks, the agricultural product futures market plays an important role in price discovery and hedging. It can make agricultural products price stable, agricultural risks can be resolved, and agricultural producers can obtain stable income at the same time. Can promote agricultural development, realize agricultural industrialization and modernization. There are many difficulties in directly participating in the futures market because of the small scale of farmers' production and the lack of professional knowledge in our province. At present, other provinces in China are actively exploring the solution of agricultural problems, forming such as the "Yanjin Model" in Henan Province and the "Ordovician Model" in Hubei Province, which provides valuable experience for our province. Based on the understanding of the development of futures market in Hebei Province and farmers' cognition of agricultural futures market, this paper analyzes the main models of farmers' participation in agricultural futures market. This paper explores the feasible mode of farmers' participation in agricultural futures market in Hebei Province, and puts forward some safeguard measures.
