【摘要】：近年來,經(jīng)過雙邊、多邊貿(mào)易談判,世界各國的貿(mào)易制度不斷開放,影響貿(mào)易的關(guān)稅壁壘和非關(guān)稅壁壘逐漸減少,全球貿(mào)易自由化得到了很大的提升,目前的貿(mào)易壁壘主要是隱形的,也就是貿(mào)易非效率。貿(mào)易便利化不僅能減少要素流動中的障礙,而且還能提高通關(guān)效率、降低國際貿(mào)易中的交易成本,受到了國際組織和世界各國的高度關(guān)注。同時,我國出口貿(mào)易自改革開放以來高速發(fā)展,現(xiàn)階段全球貿(mào)易保護主義盛行,此時我國提出了“一帶一路”戰(zhàn)略構(gòu)想,而貿(mào)易便利化能夠促進我國出口貿(mào)易的穩(wěn)定發(fā)展。鑒于此背景,研究“一帶一路”沿線國家和地區(qū)貿(mào)易便利化對我國出口貿(mào)易的影響具有深遠意義。在本文當(dāng)中貿(mào)易便利化是主線,全文共分為6個部分。第一部分,介紹了國內(nèi)外學(xué)者對于貿(mào)易便利化以及貿(mào)易便利化對出口貿(mào)易影響的研究成果。第二部分,介紹了研究貿(mào)易便利化的理論基礎(chǔ)。第三部分,分析了我國出口貿(mào)易發(fā)展現(xiàn)狀,并且描述了我國和“一帶一路”沿線國家貿(mào)易便利化水平的發(fā)展現(xiàn)狀,通過構(gòu)建基礎(chǔ)設(shè)施、海關(guān)環(huán)境、規(guī)則環(huán)境和信息技術(shù)4個一級指標(biāo)以及公路質(zhì)量、海關(guān)程序的負擔(dān)、清廉指數(shù)等14個二級指標(biāo)在內(nèi)的貿(mào)易便利化指標(biāo)體系,測算了2011-2015年“一帶一路”沿線國家和我國貿(mào)易便利化水平。第四部分,基于貿(mào)易便利化的理論基礎(chǔ),對貿(mào)易便利化對出口貿(mào)易影響的機制進行了理論分析。第五部分,設(shè)立引力模型,實證檢驗了“一帶一路”沿線國家和地區(qū)貿(mào)易便利化對我國出口貿(mào)易的影響,結(jié)果顯示:貿(mào)易便利化對我國出口貿(mào)易有顯著的促進作用。第六部分,從實證檢驗結(jié)果出發(fā),從貿(mào)易便利化方面提出增加我國出口貿(mào)易水平的政策建議。
[Abstract]:In recent years, after bilateral and multilateral trade negotiations, the world's trade system has been continuously open, tariff barriers and non-tariff barriers affecting trade have been gradually reduced, and global trade liberalization has been greatly promoted. The current trade barriers are mainly invisible, that is, trade inefficiency. Trade facilitation can not only reduce the obstacles in the flow of factors, but also improve the efficiency of customs clearance and reduce the transaction costs in international trade, which has been highly concerned by international organizations and countries all over the world. At the same time, China's export trade has developed at a high speed since the reform and opening up, and the global trade protectionism is prevailing at this stage. At this time, China has put forward the strategic conception of "Belt and Road", and trade facilitation can promote the stable development of China's export trade. In view of this background, it is of great significance to study the influence of trade facilitation on China's export trade in countries and regions along Belt and Road. In this paper, trade facilitation is the main line, the full text is divided into six parts. The first part introduces the research results of domestic and foreign scholars on trade facilitation and the impact of trade facilitation on export trade. The second part introduces the theoretical basis of trade facilitation research. The third part analyzes the current situation of China's export trade development, and describes the development of trade facilitation level of China and the countries along the "Belt and Road", through the construction of infrastructure, customs environment, A system of trade facilitation indicators, including four first-level indicators on the regulatory environment and information technology, and 14 secondary indicators, including the quality of roads, the burden of customs procedures, and the cleanliness index, The trade facilitation level between 2011-2015 and our country along Belt and Road is calculated. The fourth part, based on the theoretical basis of trade facilitation, analyzes the mechanism of trade facilitation on export trade. In the fifth part, the gravity model is set up to test the influence of trade facilitation on China's export trade. The results show that trade facilitation has a significant effect on China's export trade. The sixth part, from the empirical test results, from the aspect of trade facilitation, put forward the policy recommendations to increase the level of China's export trade.
