【摘要】：互聯(lián)網(wǎng)金融依托互聯(lián)網(wǎng)平臺高效的信息處理及資源配置能力,全方位地為社會各群體提供金融服務(wù),是我國實現(xiàn)“普惠金融”的重要途徑。自2013年以來,互聯(lián)網(wǎng)金融行業(yè)規(guī)模及投資者數(shù)量均實現(xiàn)了迅猛發(fā)展,隨之產(chǎn)生的是由于行業(yè)軟實力缺位導(dǎo)致的大量平臺出現(xiàn)投資者提現(xiàn)困難或倒閉等現(xiàn)象。在2014年和2015年政府工作報告中,李克強總理兩次強調(diào)要促進互聯(lián)網(wǎng)金融健康發(fā)展。互聯(lián)網(wǎng)金融硬實力主要是指平臺資源、互聯(lián)網(wǎng)硬件設(shè)備及行業(yè)規(guī)模等實力,軟實力主要是指行業(yè)對投資者和融資者的吸引力。本文認(rèn)為互聯(lián)網(wǎng)金融行業(yè)的健康發(fā)展,既需要行業(yè)硬實力的建設(shè),又需要行業(yè)軟實力的保障。目前,國內(nèi)外少有文獻對互聯(lián)網(wǎng)金融軟實力進行研究。因此,本文將互聯(lián)網(wǎng)金融軟實力的評價作為研究對象,通過G1-猶豫模糊評價方法對我國互聯(lián)網(wǎng)金融軟實力進行評價,并分析評價結(jié)果。本文首先對互聯(lián)網(wǎng)金融行業(yè)近兩年的發(fā)展現(xiàn)狀進行了總結(jié),概括了行業(yè)發(fā)展的趨勢及行業(yè)發(fā)展存在的問題。其次,對互聯(lián)網(wǎng)金融進行了概述,并在軟實力、金融競爭力等研究成果的基礎(chǔ)上,對互聯(lián)網(wǎng)金融軟實力的概念和內(nèi)涵進行了概述。同時,基于我國互聯(lián)網(wǎng)金融行業(yè)的發(fā)展現(xiàn)狀,結(jié)合互聯(lián)網(wǎng)金融行業(yè)的特點,本文構(gòu)建了互聯(lián)網(wǎng)金融軟實力評價指標(biāo)體系。再次,本文針對傳統(tǒng)的序關(guān)系分析法(G1法)主觀性太強的缺點,提出一種通過斯皮爾曼等級相關(guān)系數(shù)一致性檢驗的循環(huán)修正方法來修正指標(biāo)排序分?jǐn)?shù),并且引入加權(quán)變異率修正G1法來計算指標(biāo)的組合權(quán)重系數(shù)。在模糊綜合評價方法的基礎(chǔ)上,引入猶豫模糊集理論,使得指標(biāo)對于評價集可以有多個隸屬度,保留專家評價的猶豫信息,并通過猶豫模糊集成算子對猶豫模糊信息進行集成。最后,本文通過構(gòu)建的G1-猶豫模糊評價方法對2013年和2014年我國互聯(lián)網(wǎng)金融軟實力水平進行了評價,并對評價結(jié)果進行了分析。結(jié)果表明我國互聯(lián)網(wǎng)金融軟實力發(fā)展速度較快,但應(yīng)認(rèn)識到其建設(shè)還處于初級水平,且各指標(biāo)的發(fā)展速度仍然十分不協(xié)調(diào)。
[Abstract]:Relying on the efficient information processing and resource allocation ability of Internet platform, Internet finance provides financial services to all social groups in an all-round way, which is an important way to realize "inclusive finance" in China. Since 2013, the scale of the Internet financial industry and the number of investors have achieved rapid development, followed by a large number of platforms caused by the absence of soft power in the industry, such as difficult for investors to withdraw or close down. In his 2014 and 2015 government work reports, Prime Minister Li Keqiang twice stressed the need to promote the healthy development of Internet finance. Internet financial hard power mainly refers to platform resources, Internet hardware equipment and industry scale, soft power mainly refers to the industry's attraction to investors and financiers. This paper holds that the healthy development of Internet financial industry needs not only the construction of industry hard power, but also the guarantee of industry soft power. At present, the domestic and foreign few literature carries on the research to the Internet finance soft power. Therefore, this paper takes the evaluation of soft power of Internet finance as the research object, evaluates the soft power of Internet finance in China by G1-hesitation fuzzy evaluation method, and analyzes the evaluation results. This paper first summarizes the current situation of the Internet finance industry in recent two years, summarizes the trend of the development of the industry and the problems existing in the development of the industry. Secondly, it summarizes the concept and connotation of Internet financial soft power based on the research results of soft power and financial competitiveness. At the same time, based on the current situation of the development of the Internet finance industry in China and the characteristics of the Internet financial industry, this paper constructs the evaluation index system of the soft power of the Internet finance. Thirdly, aiming at the disadvantage that the traditional order relation analysis (G1 method) is too subjective, this paper proposes a cyclic correction method based on the consistency test of Spelman rank correlation coefficient to correct the index ranking score. And the weighted variation rate modified G1 method is introduced to calculate the combined weight coefficient of the index. Based on the fuzzy comprehensive evaluation method, the theory of hesitant fuzzy set is introduced, which makes the index have multiple membership degrees for the evaluation set, and preserves the hesitant information of expert evaluation, and integrates the hesitant fuzzy information through the hesitant fuzzy integration operator. Finally, this paper evaluates the soft power level of Internet finance in China in 2013 and 2014 by using the G1-hesitation fuzzy evaluation method, and analyzes the evaluation results. The results show that the soft power of Internet finance develops rapidly in China, but it should be recognized that its construction is still at the primary level, and the development speed of each index is still very inconsistent.
