【摘要】：中俄綏芬河貿(mào)易區(qū)背依整個(gè)東北三省,輻射東北亞,與俄羅斯遠(yuǎn)東地區(qū)接壤,具有明顯的地理區(qū)位優(yōu)勢(shì)。對(duì)俄貿(mào)易涵蓋了服務(wù)、旅游、科學(xué)技術(shù)、勞務(wù)合作、能源礦產(chǎn)開(kāi)采、加工等諸多方面,具有資源優(yōu)勢(shì)和市場(chǎng)優(yōu)勢(shì)。同時(shí)綏芬河市是國(guó)家第一批沿邊開(kāi)放城市,更是黑龍江省最大陸路開(kāi)放口岸之一;多年積累的經(jīng)驗(yàn)使得綏芬河中俄貿(mào)易區(qū)具有更大的吸引力和競(jìng)爭(zhēng)力。綏芬河市有兩條公路、一條鐵路通往俄羅斯,同時(shí)水路運(yùn)輸潛力巨大,良好的基礎(chǔ)條件保證綏芬河成為對(duì)俄貿(mào)易的核心城市。中俄綏芬河自貿(mào)區(qū)將即具有俄羅斯能源、原材料進(jìn)口集散地的功能,也是中俄技術(shù)、商品、資金深度合作的經(jīng)貿(mào)平臺(tái),從而支持我國(guó)的可持續(xù)發(fā)展戰(zhàn)略,成為俄羅斯遠(yuǎn)東地區(qū)大開(kāi)發(fā)戰(zhàn)略與振興東北老工業(yè)區(qū)戰(zhàn)略的溝通通道和貿(mào)易樞紐,更是中俄經(jīng)貿(mào)合作戰(zhàn)略升級(jí)的新嘗試。同時(shí)將進(jìn)一步提升中俄經(jīng)貿(mào)合作的結(jié)合度、消除貿(mào)易壁壘、提升雙方經(jīng)濟(jì)穩(wěn)定性、降低雙方貿(mào)易成本、擴(kuò)展雙方經(jīng)濟(jì)合作領(lǐng)域和范圍。但是伴隨自貿(mào)區(qū)建立,關(guān)于自貿(mào)區(qū)的管理也提上議事日程。創(chuàng)新監(jiān)管模式,促進(jìn)貿(mào)易便利化是綏芬河自貿(mào)區(qū)探索的重要內(nèi)容;依靠監(jiān)管機(jī)制創(chuàng)新提高貿(mào)易便利化水平,進(jìn)一步促進(jìn)自貿(mào)區(qū)快速發(fā)展。
[Abstract]:The Sino-Russian Suifen River Trade area is based on the three northeastern provinces, radiates Northeast Asia, and borders the far East region of Russia, which has obvious geographical location advantages. Trade with Russia covers services, tourism, science and technology, labor cooperation, energy and mineral mining, processing and many other aspects, with resource and market advantages. At the same time, the city of Suifenhe is the first batch of open cities along the border of our country, and it is one of the biggest open ports by land in Heilongjiang Province, and the accumulated experience of many years has made the Sino-Russian trade area of Suifen River more attractive and competitive. There are two roads in Suifen River, one is the railway to Russia, and the potential of waterway transportation is great. The good basic conditions ensure that Suifen River becomes the core city of trade with Russia. The China-Russia Suifenhe Free Trade area will have the functions of Russian energy, raw materials import and distribution center, and will also be an economic and trade platform for deep cooperation between China and Russia in terms of technology, commodities, and capital, thus supporting our country's sustainable development strategy. It is also a new attempt to upgrade the Sino-Russian economic and trade cooperation strategy by becoming a communication channel and a trade hub between the strategy of developing the far East region of Russia and the strategy of revitalizing the old industrial zone in Northeast China. At the same time, it will further enhance the integration of Sino-Russian economic and trade cooperation, eliminate trade barriers, enhance the economic stability of both sides, reduce the trade costs of both sides, and expand the fields and scope of economic cooperation between the two sides. However, with the establishment of the Free Trade Zone, the management of the Free Trade area is also on the agenda. Innovation of supervision mode and promotion of trade facilitation are the important contents of Suifenhe Free Trade Zone, and depend on the innovation of supervision mechanism to improve the level of trade facilitation and further promote the rapid development of the Free Trade area.
