湖北省供銷合作社職能優(yōu)化研究

【摘要】:供銷合作社作為國內(nèi)最大的合作社組織,扎根農(nóng)村,緊貼農(nóng)民,熟悉農(nóng)業(yè),具有組織體系健全,網(wǎng)點分布較廣等優(yōu)勢,是各級黨委及政府服務(wù)“三農(nóng)”的重要抓手。湖北省供銷合作社通過近年來的改革發(fā)展,自身實力不斷壯大,基層組織更加健全,下屬企業(yè)實力顯著提升。但在取得這些成績的同時,由于多方面原因,湖北省供銷合作社職能方面仍然存在問題,導致為農(nóng)服務(wù)這一核心職能弱化甚至發(fā)生偏離。當前,隨著農(nóng)村生產(chǎn)生活需求升級,供銷合作社綜合改革逐步深化,若不妥善解決存在的職能問題,不僅有違黨和國家成立供銷合作社的初衷,也辜負了農(nóng)民群眾的期盼以及農(nóng)村經(jīng)濟發(fā)展的現(xiàn)實需要。因此,優(yōu)化湖北省供銷合作社職能,既是供銷合作社存在和發(fā)展的重要保障,也能更好服務(wù)湖北農(nóng)村經(jīng)濟,使供銷合作社真正建設(shè)成為農(nóng)服務(wù)的“主力軍”和“綜合平臺”。筆者通過搜集國內(nèi)外文獻,發(fā)現(xiàn)研究供銷合作社職能問題的文獻并不多,尤其是利用某一理論作為分析工作,對供銷合作社職能問題進行研究的論文較少。本文創(chuàng)新的努力主要體現(xiàn)在基于委托代理理論的視角,探討湖北省供銷合作社職能方面存在的問題,以求為湖北省供銷合作社職能優(yōu)化提出建議。筆者首先從供銷合作社聯(lián)合社、基層供銷合作社、供銷合作社下屬企業(yè)等不同構(gòu)成主體的角度,對湖北省供銷合作社職能現(xiàn)狀進行分析,提出各自在職能方面存在的問題,概括起來主要包括,為農(nóng)服務(wù)職能不夠、經(jīng)營職能不強、監(jiān)管職能存在漏洞、行業(yè)指導職能力度不足等方面。其次,基于供銷合作社存在的委托代理關(guān)系,從產(chǎn)權(quán)和主體性質(zhì)、落實合作制原則、激勵約束機制以及制度體制障礙等方面查找問題產(chǎn)生的原因,對產(chǎn)權(quán)歸屬和代理人定位存在的分歧問題、“聯(lián)合社不聯(lián)合,合作社不合作”問題、民主選舉和管理原則未落實問題、個人社員初始委托人角色缺位問題、“內(nèi)部人控制”的復雜影響、委托人與代理人的目標不一致問題,以及現(xiàn)代管理制度、企業(yè)法人治理制度、人才隊伍制度建設(shè)不完善的問題等進行深入分析。在此基礎(chǔ)上,提出職能優(yōu)化的相關(guān)建議。一是堅持供銷合作社基本原則。準確把握職能定位,夯實職能發(fā)揮的立法保障,堅持合作社民主管理原則;二是優(yōu)化職能運行機制。規(guī)范雙線運行機制,建立獨立核算的分類考核機制,完善干部職工雙線管理機制;三是加強自身職能建設(shè)。發(fā)揮系統(tǒng)資源整體合力,加強組織建設(shè),培育壯大社屬龍頭企業(yè);四是提升自身職能水平。加強“人才興社”建設(shè),創(chuàng)新經(jīng)營服務(wù),促進農(nóng)業(yè)全產(chǎn)業(yè)鏈建設(shè)。
[Abstract]:As the largest cooperative organization in China, supply and marketing cooperatives take root in rural areas, keep close to farmers, are familiar with agriculture, have the advantages of sound organizational system and wide distribution of network sites, and are an important grasp of Party committees and governments at all levels in serving the "three rural areas". Through the reform and development of Hubei supply and marketing cooperatives in recent years, their own strength is growing, the grass-roots organization is more perfect, and the strength of subordinate enterprises has been improved significantly. But at the same time, due to various reasons, there are still some problems in the function of supply and marketing cooperatives in Hubei Province, which leads to the weakening or even deviation of the core function of serving agriculture. At present, with the upgrading of rural production and living needs, the comprehensive reform of supply and marketing cooperatives is gradually deepened. If the existing functional problems are not properly resolved, it will not only violate the original intention of the Party and the state to set up supply and marketing cooperatives. Also failed to live up to the expectations of farmers and the real needs of rural economic development. Therefore, optimizing the functions of supply and marketing cooperatives in Hubei Province is not only an important guarantee for the existence and development of supply and marketing cooperatives, but also a better service for Hubei's rural economy, so that supply and marketing cooperatives can truly become the "main force" and "comprehensive platform" of agricultural services. By collecting domestic and foreign literature, the author finds that there are not many literatures on the function of supply and marketing cooperatives, especially by using a certain theory as an analytical work, there are few papers to study the function of supply and marketing cooperatives. The innovative efforts of this paper are mainly reflected in the perspective of principal-agent theory to discuss the problems existing in the function of supply and marketing cooperatives in Hubei Province in order to provide suggestions for the optimization of the functions of supply and marketing cooperatives in Hubei Province. First of all, the author analyzes the functions of supply and marketing cooperatives in Hubei Province from the perspectives of different main bodies, such as the United supply and marketing cooperatives, grass-roots supply and marketing cooperatives, and enterprises affiliated to supply and marketing cooperatives, and puts forward their respective problems in terms of their functions. To sum up, the function of serving agriculture is not enough, the function of management is not strong, the function of supervision is flawed, and the function of industry guidance is insufficient. Secondly, based on the principal-agent relationship existing in supply and marketing cooperatives, the causes of the problems are found from the aspects of property rights and the nature of the main body, the implementation of the principle of cooperative system, the incentive and restraint mechanism, and the institutional obstacles, and so on. Differences over the ownership of property rights and the positioning of agents, the issue of "ununion of United cooperatives, non-cooperation of cooperatives", the failure to implement the principles of democratic election and management, and the absence of the role of the initial principal of individual members, The complex influence of "insider control", the inconsistency between principal and agent, and the problems of modern management system, corporate governance system and imperfect construction of talent team system are analyzed in depth. On this basis, put forward the function optimization related suggestions. First, adhere to the basic principles of supply and marketing cooperatives. Grasp the function position accurately, consolidate the legislative guarantee of the function, insist on the principle of cooperative democratic management; second, optimize the function operation mechanism. We should standardize the double-line operation mechanism, establish an independent accounting classification and assessment mechanism, and perfect the double-line management mechanism for cadres and workers. Third, we should strengthen the construction of our own functions. Give play to the system resources as a whole, strengthen the organizational construction, foster and strengthen the leading enterprises. Fourth, improve the level of their own functions. Strengthen the construction of "talents to rejuvenate the society", innovate the management and service, and promote the construction of the whole agricultural industry chain.
