【摘要】：隨著我國(guó)經(jīng)濟(jì)的蓬勃發(fā)展,會(huì)展行業(yè)作為新興產(chǎn)業(yè)得到快速增長(zhǎng),會(huì)展產(chǎn)業(yè)在第三產(chǎn)業(yè)的價(jià)值和地位日益提高。隨著2015開始發(fā)改委和財(cái)政部開始大力推行PPP模式,越來越多的社會(huì)資本將進(jìn)入會(huì)展產(chǎn)業(yè)的建設(shè)。然而會(huì)展場(chǎng)館在建設(shè)中投資規(guī)模大、建設(shè)周期長(zhǎng)、運(yùn)營(yíng)成本高,社會(huì)資本進(jìn)入會(huì)展業(yè)PPP項(xiàng)目時(shí)存在極高的風(fēng)險(xiǎn)。在會(huì)展中心PPP項(xiàng)目中,如何識(shí)別、評(píng)價(jià)、應(yīng)對(duì)風(fēng)險(xiǎn),是事關(guān)會(huì)展中心項(xiàng)目成敗的關(guān)鍵,這就要求參與PPP項(xiàng)目的承包商自身必須要提高此類項(xiàng)目的風(fēng)險(xiǎn)管理能力,完善風(fēng)險(xiǎn)管理體系。本論文以PPP模式理論和風(fēng)險(xiǎn)管理相關(guān)理論為基礎(chǔ),在基于案例分析的基礎(chǔ)上,對(duì)某會(huì)展中心的風(fēng)險(xiǎn)管理的過程進(jìn)行了研究。在風(fēng)險(xiǎn)的識(shí)別環(huán)節(jié),本文通過文獻(xiàn)閱讀對(duì)某會(huì)展中心PPP項(xiàng)目存在的風(fēng)險(xiǎn)因素進(jìn)行了風(fēng)險(xiǎn)的初次識(shí)別,隨后利用頭腦風(fēng)暴法,對(duì)識(shí)別出的風(fēng)險(xiǎn)因素進(jìn)行了二次風(fēng)險(xiǎn)識(shí)別,得出了最終的風(fēng)險(xiǎn)清單。隨后利用專家評(píng)審法,對(duì)風(fēng)險(xiǎn)因素進(jìn)行了評(píng)審與整理,并利用風(fēng)險(xiǎn)層次分析法,對(duì)識(shí)別出的會(huì)展業(yè)項(xiàng)目中的風(fēng)險(xiǎn)因素進(jìn)行重要性評(píng)估,得出政府信用風(fēng)險(xiǎn)、市場(chǎng)競(jìng)爭(zhēng)風(fēng)險(xiǎn)、政策穩(wěn)定性、市場(chǎng)需求變化、融資風(fēng)險(xiǎn)等風(fēng)險(xiǎn)因素對(duì)項(xiàng)目的影響最大。第四章風(fēng)險(xiǎn)應(yīng)對(duì)中,分析了社會(huì)資本方、項(xiàng)目公司、政府機(jī)構(gòu)、供應(yīng)商、保險(xiǎn)機(jī)構(gòu)等風(fēng)險(xiǎn)分擔(dān)方的權(quán)責(zé),并確定了風(fēng)險(xiǎn)的分配框架。隨后結(jié)合項(xiàng)目的實(shí)際情況,按照風(fēng)險(xiǎn)的評(píng)定等級(jí),對(duì)風(fēng)險(xiǎn)因素制定了相對(duì)應(yīng)的應(yīng)對(duì)策略,以便于制定風(fēng)險(xiǎn)的應(yīng)對(duì)方案。最后,提出了會(huì)展中心PPP項(xiàng)目風(fēng)險(xiǎn)管理的建議,從政府機(jī)構(gòu)層面,需要健全PPP法律法規(guī)、提升政府的契約與合作精神、加強(qiáng)政府監(jiān)管,從社會(huì)資本層面,需要追求合理利潤(rùn)、拓寬融資渠道、加強(qiáng)合同管理,從項(xiàng)目公司層面,需要完善企業(yè)風(fēng)險(xiǎn)防范體系、健全風(fēng)險(xiǎn)管理組織、建立企業(yè)風(fēng)險(xiǎn)數(shù)據(jù)庫、建立完善的風(fēng)險(xiǎn)監(jiān)測(cè)和糾偏機(jī)制。通過對(duì)會(huì)展中心PPP項(xiàng)目的風(fēng)險(xiǎn)管理研究,旨在解決會(huì)展業(yè)建設(shè)資金缺口問題、給建筑企業(yè)進(jìn)行會(huì)展中心建設(shè)提供借鑒、優(yōu)化風(fēng)險(xiǎn)管理流程、提高建筑企業(yè)風(fēng)險(xiǎn)管控能力,從而讓企業(yè)能夠提高PPP項(xiàng)目風(fēng)險(xiǎn)的管理能力,提升競(jìng)爭(zhēng)力。
[Abstract]:With the rapid development of China's economy, the exhibition industry, as a new industry, is growing rapidly, and the value and status of the exhibition industry in the tertiary industry are increasing day by day. With the development and reform commission and the Ministry of Finance began to vigorously promote the PPP model in 2015, more and more social capital will enter the construction of exhibition industry. However, in the construction of convention and exhibition venues, the investment scale is large, the construction period is long, the operation cost is high, and the social capital has the extremely high risk when entering the PPP project of convention and exhibition industry. In the PPP project, how to identify, evaluate and deal with the risk is the key to the success or failure of the PPP project, which requires the contractor participating in the PPP project to improve the risk management ability of the PPP project itself. Improve the risk management system. Based on PPP model theory and risk management theory, this paper studies the process of risk management in a conference and exhibition center on the basis of case study. In the link of risk identification, this paper first identifies the risk factors of PPP project in a conference and exhibition center through literature reading, and then uses the brainstorming method to identify the identified risk factors for the second time. The final risk list is obtained. Then, the risk factors are reviewed and sorted by the expert review method, and the importance of the identified risk factors in the exhibition industry is evaluated by using the risk hierarchy process, and the government credit risk and the market competition risk are obtained. Policy stability, market demand change, financing risk and other risk factors have the greatest impact on the project. Chapter four analyzes the rights and responsibilities of social capital parties, project companies, government agencies, suppliers, insurance institutions and other risk allocation parties, and determines the risk allocation framework. Then combined with the actual situation of the project, according to the assessment level of risk, the corresponding coping strategies for risk factors are formulated in order to facilitate the formulation of risk response plan. Finally, the paper puts forward some suggestions on the risk management of PPP project in Convention and Exhibition Center. It is necessary to improve the laws and regulations of PPP, promote the spirit of contract and cooperation of the government, strengthen the supervision of the government, and pursue reasonable profits from the aspect of social capital. From the project company level, it is necessary to perfect the enterprise risk prevention system, perfect the risk management organization, establish the enterprise risk database, establish the perfect risk monitoring and correcting mechanism. Through the research on the risk management of the PPP project of the Convention and Exhibition Center, this paper aims to solve the problem of financing gap in the construction of convention and exhibition industry, to provide reference for the construction enterprise to carry out the construction of the exhibition center, to optimize the risk management process, and to improve the risk management ability of the construction enterprise. So that enterprises can improve the PPP project risk management ability, enhance competitiveness.
