【摘要】：中資企業(yè)“走出去”發(fā)展戰(zhàn)略是新型國際合作與商務投資的一個重要部分。在中國—東盟自由貿易區(qū)(CAFTA)建設進程及其協(xié)議框架中,中資企業(yè)已成為東盟國家吸引外資的重要來源。中國對東盟直接投資流量從2005年的1.7億美元,增長到2013年的72.67億美元,九年間投資流量增長約31倍。即便是在發(fā)生全球金融危機的2008年,中國對東盟地區(qū)的直接投資流量仍然增加。在此背景下,本研究集中探討中資企業(yè)在東盟投資的障礙,圍繞何為障礙、其表現(xiàn)形式與成因以及如何克服障礙問題展開定性定量分析。首先,概述投資障礙的相關理論以及CAFTA現(xiàn)狀與前景,回顧理論與事實的發(fā)展歷程。其次,歸納總結中資企業(yè)在東盟投資的現(xiàn)狀與其6個特點：投資流存量增加、投資規(guī)模偏小、投資對象國集中、投資產業(yè)集中、投資企業(yè)多元化、東盟各國營商環(huán)境差異大。進而分析CAFTA框架下中資企業(yè)在東盟投資的政制、經濟、技術、文化、法律方面存在的5大障礙并針對這5項障礙分析其主要的形成原因。繼而,選取具有代表性的中國交通建設股份有限公司為案例,分析馬來西亞檳城二橋建設過程中中國交通股份有限公司合理解決項目障礙的措施。最后,從政府、中介結構和企業(yè)三層面提出中資企業(yè)在東盟投資便利化的對策與建議。
[Abstract]:The development strategy of Chinese enterprises is an important part of new international cooperation and business investment. China-ASEAN Free Trade area (CAFTAA) has become an important source for ASEAN countries to attract foreign capital in the framework of CAFTAA construction and its agreement. China's direct investment flows to ASEAN rose from $170 million in 2005 to $7.267 billion in 2013, an increase of about 31 times in nine years. Even in the midst of the global financial crisis of 2008, China's direct investment flows to the ASEAN region have increased. In this context, this study focuses on the obstacles to the investment of Chinese enterprises in ASEAN, focusing on what is the obstacle, its manifestation and causes, and how to overcome the obstacles to carry out qualitative and quantitative analysis. Firstly, it summarizes the related theories of investment barriers, the present situation and prospect of CAFTA, and reviews the development of theory and fact. Secondly, the paper summarizes the present situation of Chinese enterprises' investment in ASEAN and its six characteristics: increasing the stock of investment flow, small investment scale, concentrated investment target countries, concentrated investment industry, diversified investment enterprises, and great difference of business environment in ASEAN countries. Then the paper analyzes the five obstacles in the political system, economy, technology, culture and law of the investment of Chinese enterprises in ASEAN under the framework of CAFTA, and analyzes the main reasons for the formation of the five obstacles. Then, the representative China Transportation Construction Co., Ltd. is selected as an example to analyze the measures to solve the project obstacles in the construction process of Penang Bridge in Malaysia. Finally, from the government, intermediary structure and enterprise three levels to put forward the Chinese enterprises in ASEAN investment facilitation countermeasures and suggestions.
