【摘要】：天津市作為全國范圍內設立海關比較早的城市之一,反走私綜合治理工作由來已久。多年來,我市認真組織實施反走私專項斗爭和聯(lián)合行動,積極開展海上封堵、市場清查、行業(yè)整頓等綜合治理工作,精、準、狠地嚴厲打擊走私,為維護市場經濟秩序、維護政治安全和社會穩(wěn)定、促進天津口岸外貿健康有序發(fā)展作出了積極貢獻。學術界關于反走私綜合治理工作的研究層出不窮,但沒有從“善治”角度進行闡釋的。本文運用“善治”理論對我市反走私綜合治理工作進行研究。本文首先回顧了我市乃至我國反走私綜合治理工作思路的形成和發(fā)展過程,并對現(xiàn)階段我市反走私綜合治理機構設置、部門職責、基本原則和具體工作等給予介紹。之后,分析了天津市反走私綜合治理存在的諸如思想上有誤區(qū)、體制運行不暢、法規(guī)相對滯后、考評體系不健全這些問題,并對存在問題的原因進行深入剖析。隨后,闡釋我市反走私綜合治理謀求走向“善治”的理由。筆者認為,要從長期路徑和短期路徑兩方面對我市反走私綜合治理走向善治進行綜合考量。從長期路徑來講,要構建一個有能力引導反走私綜合治理工作走向“善治”的組織；構筑一個完善的反走私綜合治理善治體系；還要形成全社會共同參與的反走私綜合治理善治格局。從短期路徑來講,要打造反走私綜合治理善治隊伍,營造反走私綜合治理善治氛圍,提升反走私綜合治理善治水平。本文力求將“善治”的思想應用于我市反走私綜合治理實踐中去,為今后我市乃至全國反走私綜合治理工作日臻完善起到借鑒作用。
[Abstract]:As one of the early customs cities, Tianjin has a long history of anti-smuggling. Over the years, our city has conscientiously organized and implemented a special struggle and joint action against smuggling, and has actively carried out comprehensive management work such as blocking at sea, market inventory, and rectifying the industry. It has cracked down on smuggling in a precise, accurate and ruthless manner in order to safeguard the order of the market economy. Maintaining political security and social stability and promoting the healthy and orderly development of foreign trade at Tianjin Port have made positive contributions. The academic circles about anti-smuggling comprehensive management research emerge endlessly, but did not carry on the explanation from the angle of "good governance". This paper uses the theory of "good governance" to study the comprehensive control of anti-smuggling in our city. This paper first reviews the formation and development process of the comprehensive anti-smuggling management in our city and even in our country, and introduces the setting up of the comprehensive anti-smuggling organization, the responsibility of the department, the basic principles and the concrete work at the present stage. After that, this paper analyzes the existing problems of comprehensive anti-smuggling management in Tianjin, such as the misunderstanding in ideology, the unsmooth operation of the system, the relative lag of laws and regulations, and the unsound evaluation system, and analyzes the causes of the existing problems in depth. Subsequently, explain our city anti-smuggling comprehensive management to seek to "good governance" reasons. The author thinks that the comprehensive control of anti-smuggling in our city should be comprehensively considered from two aspects: long-term path and short-term path. In the long run, it is necessary to construct an organization capable of guiding the comprehensive anti-smuggling management to "good governance", and to build a perfect anti-smuggling comprehensive governance system. Also form the whole society to participate in anti-smuggling comprehensive governance pattern. In the short term, it is necessary to build a comprehensive anti-smuggling good governance team, create a comprehensive anti-smuggling good governance atmosphere, and improve the level of anti-smuggling comprehensive governance. This paper tries to apply the idea of "good governance" to the practice of comprehensive anti-smuggling control in our city, which can serve as a reference for the improvement of anti-smuggling comprehensive management in our city and even in the whole country in the future.
