【摘要】：食用菌產(chǎn)業(yè)作為一個(gè)朝陽(yáng)產(chǎn)業(yè),在加入WTO之后,獲得了飛速的發(fā)展。我國(guó)是食用菌的生產(chǎn)大國(guó),食用菌的年產(chǎn)值較改革開(kāi)放初期有了翻天覆地的變化,同時(shí)也是食用菌的出口大國(guó),我國(guó)出口的食用菌在國(guó)際市場(chǎng)上占有很大的市場(chǎng)份額,食用菌的貿(mào)易額逐年保持順差,成為我國(guó)主要的出口創(chuàng)匯型農(nóng)產(chǎn)品。與此同時(shí),我國(guó)食用菌貿(mào)易中遭遇技術(shù)性貿(mào)易壁壘的事件也頻發(fā),如2008年歐盟的“尼古丁”限量事件、2012年美國(guó)的“多菌靈”殘留事件等。此類事件的頻繁發(fā)生在很大程度上阻礙了我國(guó)食用菌產(chǎn)品的出口。本文從研究我國(guó)食用菌的出口貿(mào)易現(xiàn)狀入手,分析了我國(guó)食用菌的產(chǎn)品結(jié)構(gòu)、市場(chǎng)分布狀況；并對(duì)我國(guó)食用菌貿(mào)易面臨的技術(shù)性貿(mào)易壁壘現(xiàn)狀進(jìn)行研究,通過(guò)VAR模型分析的結(jié)果發(fā)現(xiàn)：技術(shù)性貿(mào)易壁壘是阻礙我國(guó)食用菌產(chǎn)品出口的重要原因,美日歐設(shè)置的TBT對(duì)我國(guó)出口貿(mào)易的影響為負(fù)。據(jù)此分析結(jié)果,本文利用博弈論構(gòu)建了食用菌出口應(yīng)對(duì)技術(shù)貿(mào)易壁壘的不完美信息動(dòng)態(tài)博弈模型,得出以下結(jié)論：食用菌出口企業(yè)面對(duì)TBT時(shí)有以下三種選擇：“斗爭(zhēng)”、“改進(jìn)”或者“放棄”；理性的國(guó)家在面對(duì)TBT時(shí)不會(huì)選擇“放棄”；只要進(jìn)行“斗爭(zhēng)”的成本小于進(jìn)行技術(shù)“改進(jìn)”的成本,出口國(guó)都會(huì)先選擇“斗爭(zhēng)”的策略。并在此模型的基礎(chǔ)上,結(jié)合“云南牛肝菌”和“隨州標(biāo)準(zhǔn)”兩個(gè)案例進(jìn)行實(shí)證分析,在此基礎(chǔ)上提出我國(guó)食用菌出口企業(yè)應(yīng)對(duì)技術(shù)性貿(mào)易壁壘的對(duì)策,并為食用菌產(chǎn)業(yè)的可持續(xù)發(fā)展提出建議。
[Abstract]:Edible fungus industry as a sunrise industry, after joining WTO, has obtained the rapid development. China is a big producer of edible fungi, and the annual output value of edible fungi has changed dramatically compared with the initial period of reform and opening up. At the same time, China is also a big exporter of edible fungi. China's export of edible fungi occupies a large market share in the international market. The trade volume of edible fungus keeps surplus year by year, becoming the main export agricultural product of our country. At the same time, the occurrences of technical barriers to trade in edible fungus trade in China are also frequent, such as the "nicotine limit" incident in 2008 in the European Union and the "carbendazim" residual event in the United States in 2012. The frequent occurrence of this kind of events hinders the export of edible fungus products in China to a great extent. In this paper, the current situation of the export trade of edible fungi in China is studied, the product structure and market distribution of edible fungi in China are analyzed, and the current situation of technical barriers to trade in edible fungi in China is studied. Through the analysis of VAR model, it is found that technical barriers to trade are the important reasons that hinder the export of edible fungus products of our country, and the TBT set up by America, Japan and Europe has a negative effect on China's export trade. Based on the analysis results, this paper constructs an imperfect information dynamic game model of Edible Fungi Export in response to Technical barriers to Trade by using game theory, and draws the following conclusions: when Edible Mushroom Export Enterprises face TBT, they have the following three choices: "struggle". "improve" or "give up"; rational countries do not choose to "give up" in the face of TBT; as long as the cost of "struggle" is less than the cost of technological "improvement", exporting countries will first choose the "fight" strategy. On the basis of this model, combining with the two cases of "Boletus yunnanensis" and "Suizhou Standard", the paper puts forward the countermeasures of Chinese edible fungus exporting enterprises to deal with the technical barriers to trade. Suggestions for the sustainable development of edible fungus industry are put forward.
