【摘要】：隨著我國經(jīng)濟(jì)的發(fā)展和社會的進(jìn)步,商貿(mào)流通業(yè)發(fā)展迅速,特別是改革開放以來,商貿(mào)流通企業(yè)無論是從數(shù)量上還是規(guī)模上都得到空前發(fā)展。商貿(mào)流通業(yè)具有多層次、復(fù)雜化、密集程度高的特點,受制于其整體的行業(yè)發(fā)展?fàn)顩r和從業(yè)人員素質(zhì)等因素,行業(yè)整體安全水平不高。為了改善行業(yè)整體的安全現(xiàn)狀,規(guī)范行業(yè)隱患排查工作的開展,需要有一部科學(xué)、全面、實用的行業(yè)隱患排查標(biāo)準(zhǔn),對行業(yè)隱患排查工作的開展提供指導(dǎo)。本文以本質(zhì)安全與超前預(yù)防原理、海因里希因果連鎖理論為基礎(chǔ),結(jié)合商貿(mào)流通企業(yè)的特點,以“人、機(jī)、環(huán)、管”為基礎(chǔ),確定商貿(mào)流通企業(yè)一般事故隱患清單和重大事故隱患清單,并對事故隱患進(jìn)行分級,制定出商貿(mào)流通企業(yè)隱患排查標(biāo)準(zhǔn),是一次安全科學(xué)理論與實際工作相結(jié)合的研究,推動了安全標(biāo)準(zhǔn)化工作的開展,填補(bǔ)了商貿(mào)流通行業(yè)隱患排查標(biāo)準(zhǔn)的空白。因此,本次工作對商貿(mào)流通企業(yè)標(biāo)準(zhǔn)化建設(shè)工作和安全生產(chǎn)管理工作都具有重要意義。本文的研究路線包括以下四方面:首先,對商貿(mào)流通行業(yè)事故隱患排查治理的現(xiàn)狀進(jìn)行分析及研究,包括商貿(mào)流通行業(yè)事故隱患概念、事故隱患分類、事故隱患認(rèn)定準(zhǔn)則和排查治理規(guī)范等;其次,結(jié)合隱患排查相關(guān)理論,提出商貿(mào)流通行業(yè)事故隱患辨識清單,并對事故隱患進(jìn)行分級,為標(biāo)準(zhǔn)制定工作提供依據(jù);然后,根據(jù)安全法律法規(guī)要求、行業(yè)特點和標(biāo)準(zhǔn)編寫的相關(guān)要求,制定商貿(mào)流通企業(yè)隱患排查標(biāo)準(zhǔn)的基本框架結(jié)構(gòu),確定了一級要素18項,二級要素25項。最后,根據(jù)現(xiàn)代安全管理原理、PDCA法等,結(jié)合商貿(mào)流通行業(yè)的隱患特征,對標(biāo)準(zhǔn)的具體要求進(jìn)行編寫,制定出商貿(mào)流通企業(yè)隱患排查標(biāo)準(zhǔn)(初稿)。
[Abstract]:With the development of economy and society in our country, the trade circulation industry develops rapidly, especially since the reform and opening up, the business circulation enterprises have developed unprecedented in both quantity and scale. The trade circulation industry has the characteristics of multi-level, complication and high density, which is restricted by the whole industry development condition and the quality of the employees, so the overall safety level of the industry is not high. In order to improve the safety situation of the industry as a whole and standardize the development of the industry hidden trouble investigation, it is necessary to have a scientific, comprehensive and practical industry hidden danger investigation standard to provide guidance for the development of the industry hidden danger investigation. This paper is based on the principle of essential safety and advanced prevention, Heinrich causality chain theory, combined with the characteristics of commercial and commercial circulation enterprises, and based on "people, machine, ring, management". The determination of the list of hidden dangers of general accidents and the list of hidden dangers of major accidents of commercial and commercial circulation enterprises, and the classification of hidden dangers of accidents, and the formulation of standards for the investigation of hidden dangers of enterprises of commercial and commercial circulation, is a study that combines the theory of safety science with the practical work. Promoted the development of safety standardization, filled the gap of hidden trouble detection standards in trade and circulation industry. Therefore, this work to trade circulation enterprise standardization construction work and the safety production management work has the important significance. The research route of this paper includes the following four aspects: firstly, it analyzes and studies the present situation of the hidden trouble investigation and management in the trade circulation industry, including the concept of the accident hidden danger in the trade circulation industry, the classification of the accident hidden danger, The identification criteria for hidden dangers of accidents and the criterion for investigation and management are also presented. Secondly, combining the relevant theory of hidden danger investigation, the identification list of hidden dangers of accidents in commercial and commercial circulation industry is put forward, and the hidden dangers of accidents are classified to provide the basis for the establishment of standards. According to the requirements of safety laws and regulations, the characteristics of the industry and the relevant requirements of the standards, the basic frame structure of the standards for the investigation of hidden dangers of commercial and commercial circulation enterprises has been formulated, and 18 items of primary elements and 25 items of secondary elements have been determined. Finally, according to the principle of modern safety management and PDCA method, combined with the characteristics of hidden dangers in the trade and trade circulation industry, the concrete requirements of the standard are compiled, and the standard for the hidden trouble investigation of the commercial circulation enterprises is worked out (first draft).
