農(nóng)村電商發(fā)展的支持體系及相關(guān)政策研究:義烏案例

【摘要】:農(nóng)村電商是電商經(jīng)濟(jì)迅速拓展的方向,農(nóng)村區(qū)域的電商發(fā)展具有巨大的潛力、市場規(guī)模和利潤空間。農(nóng)村電商的發(fā)展對于推進(jìn)城鄉(xiāng)一體化、推動農(nóng)村區(qū)域現(xiàn)代化和“三農(nóng)”問題的解決(農(nóng)業(yè)現(xiàn)代化、農(nóng)村城鎮(zhèn)化、農(nóng)民小康)、深化新農(nóng)村建設(shè)和扶貧的重要手段和途徑。同時(shí),我國農(nóng)村電商發(fā)展缺乏可持續(xù)的理論指導(dǎo)和成功經(jīng)驗(yàn)的總結(jié)和推廣,在一些不具備電商發(fā)展的農(nóng)村區(qū)域也在強(qiáng)力推進(jìn)電商產(chǎn)業(yè),其中感到最困惑的是如何判斷農(nóng)村區(qū)域是否具備了發(fā)展農(nóng)村電商發(fā)展的條件、是否具備了推動農(nóng)村電商發(fā)展的驅(qū)動力。因此,系統(tǒng)研究農(nóng)村電商發(fā)展的驅(qū)動力、支持體系和相關(guān)政策十分迫切。本研究從農(nóng)村電商發(fā)展的背景、現(xiàn)狀、產(chǎn)業(yè)特征的系統(tǒng)分析入手,結(jié)合成功的典型實(shí)踐案例剖析,明確了農(nóng)村電商的主要內(nèi)容、面臨的問題,展望了未來發(fā)展前景。為了科學(xué)地辨識農(nóng)村電商的驅(qū)動力和發(fā)展的支持體系,在梳理了大量文獻(xiàn)和對農(nóng)村電商的實(shí)際運(yùn)營的考察后,對我國農(nóng)村電商進(jìn)行了科學(xué)的類型分類。然后系統(tǒng)地提出了我國農(nóng)村電商發(fā)展的關(guān)鍵驅(qū)動力和發(fā)展必須具備的支持體系,同時(shí)也探討了推進(jìn)農(nóng)村電商發(fā)展的相關(guān)政策。通過案例全面實(shí)證了本研究提出的支持體系的客觀性和合理性,本研究所提出的農(nóng)村電商發(fā)展支持體系對指導(dǎo)我國各地農(nóng)村區(qū)域發(fā)展電商具有有益的實(shí)踐價(jià)值。最后提出了我國農(nóng)村電商發(fā)展的幾點(diǎn)政策建議。本研究分為六章。第一章討論了農(nóng)村電商的基本概念和內(nèi)涵,交代了本研究的研究方法和研究思路。第二章討論了農(nóng)村電商的發(fā)展背景、主要內(nèi)容和發(fā)展現(xiàn)狀。第三章分析了我國農(nóng)村電商的產(chǎn)業(yè)特征、主要業(yè)務(wù)類型。研究了農(nóng)村電商發(fā)展的驅(qū)動力和發(fā)展必須的支持體系。第四章討論了推進(jìn)農(nóng)村電商發(fā)展的政策構(gòu)建。第五章通過剖析義烏市的農(nóng)村電商發(fā)展,實(shí)證了農(nóng)村電商發(fā)展的支持體系建設(shè)和政策構(gòu)建要點(diǎn)。第六章對我國農(nóng)村電商發(fā)展提出了幾點(diǎn)政策建議。
[Abstract]:Rural ecommerce is the direction of rapid development of ecommerce economy. The ecommerce development in rural areas has great potential, market size and profit space. The development of rural ecommerce plays an important role in promoting the integration of urban and rural areas, promoting the modernization of rural areas and solving the problems of "agriculture modernization, rural urbanization, well-off peasants, deepening the construction of new rural areas and helping the poor". At the same time, the development of rural e-commerce in China lacks of sustainable theoretical guidance and successful experience summary and promotion. In some rural areas that do not have the development of e-commerce, e-commerce industry is also being vigorously promoted. The most perplexed is how to judge whether the rural areas have the conditions for the development of rural e-commerce and whether they have the driving force to promote the development of rural e-commerce. Therefore, it is urgent to study the driving force of rural ecommerce development, support system and related policies. This study starts with the background, present situation, industrial characteristics of the rural e-commerce development, combined with the successful analysis of typical practical cases, defines the main content of rural ecommerce, problems faced, and prospects for the future development. In order to identify the driving force and the supporting system of the development of rural ecommerce scientifically, after combing a large number of literatures and investigating the actual operation of rural ecommerce, a scientific classification of rural E-quotient in China is made. Then the key driving force and supporting system for the development of rural ecommerce in China are put forward systematically. At the same time, the related policies to promote the development of rural ecommerce are also discussed. This paper demonstrates the objectivity and rationality of the support system put forward by this study. The rural ecommerce development support system proposed by this study has beneficial practical value to guide the development of e-commerce in various rural areas in China. Finally, some policy suggestions for the development of rural e-commerce in China are put forward. This research is divided into six chapters. The first chapter discusses the basic concept and connotation of rural e-commerce, explains the research methods and research ideas. The second chapter discusses the development background, main content and current situation of rural e-commerce. The third chapter analyzes the industrial characteristics and main business types of rural ecommerce in China. The driving force of the development of rural ecommerce and the necessary supporting system are studied. The fourth chapter discusses the policy construction of promoting the development of rural ecommerce. By analyzing the development of rural ecommerce in Yiwu, the fifth chapter demonstrates the key points of supporting system construction and policy construction of rural ecommerce development. The sixth chapter puts forward some policy suggestions on the development of rural e-commerce in China.
