【摘要】：隨著國際貿(mào)易的快速發(fā)展,世界各國紛紛肯定推進(jìn)貿(mào)易便利化所帶來的經(jīng)濟(jì)效益。但在國際貿(mào)易實踐中出現(xiàn)的貿(mào)易非效率現(xiàn)象也越來越受到世界各國的關(guān)注,貿(mào)易非效率很大程度上影響了貿(mào)易便利化的發(fā)展。絲綢之路經(jīng)濟(jì)帶是為了促進(jìn)經(jīng)濟(jì)一體化而提出的國家合作組織,正力促絲綢之路經(jīng)濟(jì)帶貿(mào)易暢通,貿(mào)易便利化建設(shè)成為絲綢之路經(jīng)濟(jì)帶建設(shè)的重要內(nèi)容。但絲綢之路經(jīng)濟(jì)帶沿線國家多邊貿(mào)易非效率日漸凸顯,貿(mào)易便利化的實施受到較多阻礙。因此,對絲綢之路經(jīng)濟(jì)帶國家貿(mào)易便利化水平進(jìn)行測算研究勢在必行,其將有助于深刻認(rèn)識絲綢之路經(jīng)濟(jì)帶國家貿(mào)易便利化,為絲綢之路經(jīng)濟(jì)帶建設(shè)提供可靠的現(xiàn)實依據(jù)�；谛拚氖澜玢y行貿(mào)易便利化測算模型,本文運用熵值法分析絲綢之路經(jīng)濟(jì)帶國家貿(mào)易便利化水平。具體研究內(nèi)容和主要結(jié)論如下:(1)基于貿(mào)易便利化內(nèi)涵宗旨,從貿(mào)易程序、貿(mào)易操作、貿(mào)易法規(guī)和貿(mào)易技術(shù)等四個方面出發(fā),本文分析了絲綢之路經(jīng)濟(jì)帶國家貿(mào)易便利化現(xiàn)狀和問題。結(jié)果表明:絲綢之路經(jīng)濟(jì)帶國家貿(mào)易便利化均有良好的發(fā)展趨勢,但仍存在貿(mào)易通關(guān)效率低、貿(mào)易壁壘盛行、貿(mào)易環(huán)境不穩(wěn)定和跨境交通不通暢等問題。(2)從OECD、APEC和世界銀行等典型貿(mào)易便利化測算模型的分析出發(fā),依據(jù)絲綢之路經(jīng)濟(jì)帶國家的經(jīng)濟(jì)實力和絲綢之路經(jīng)濟(jì)帶貿(mào)易便利化建設(shè)要求,選取世界銀行貿(mào)易便利化測算模型作為絲綢之路經(jīng)濟(jì)帶貿(mào)易便利化測算的基礎(chǔ)模型,并進(jìn)行適當(dāng)修正。結(jié)果表明:絲綢之路經(jīng)濟(jì)帶貿(mào)易便利化測算模型既要適用于經(jīng)濟(jì)實力較強(qiáng)的發(fā)達(dá)國家,也要適用于經(jīng)濟(jì)實力較弱的發(fā)展中國家,同時還要滿足絲綢之路經(jīng)濟(jì)帶貿(mào)易便利化在口岸效率、物流服務(wù)、海關(guān)環(huán)境、規(guī)制環(huán)境、金融服務(wù)和電子商務(wù)等方面的建設(shè)要求。因此,本文選取了世界銀行貿(mào)易便利化測算模型作為絲綢之路經(jīng)濟(jì)帶測算的基礎(chǔ)模型,并對其指標(biāo)體系從金融服務(wù)和物流服務(wù)兩方面進(jìn)行了修正,以及熵值法測算方法的重新選取。(3)基于修正的世界銀行貿(mào)易便利化測算模型,運用熵值法對絲綢之路經(jīng)濟(jì)帶經(jīng)濟(jì)帶國家貿(mào)易便利化水平進(jìn)行了測算分析。結(jié)果表明:從時序變化看,絲綢之路經(jīng)濟(jì)帶國家貿(mào)易便利化水平呈波動上升趨勢;從區(qū)域差異來看,絲綢之路經(jīng)濟(jì)帶國家可以劃分為領(lǐng)先國、追趕國和落后國,且將區(qū)域間差異主要分解在拓展區(qū)內(nèi)和三大區(qū)域間。從協(xié)調(diào)度來看,絲綢之路經(jīng)濟(jì)帶貿(mào)易便利化六領(lǐng)域的協(xié)調(diào)度逐年提高,協(xié)調(diào)度與貿(mào)易便利化水平呈正相關(guān)關(guān)系。(4)針對絲綢之路經(jīng)濟(jì)帶貿(mào)易便利化水平測算結(jié)果與分析,提出深化海關(guān)合作,建立快速通關(guān)模式、拓寬貿(mào)易合作領(lǐng)域,打造區(qū)域合作新發(fā)展、完善基礎(chǔ)設(shè)施建設(shè),形成四通八達(dá)的網(wǎng)絡(luò)交通、加快金融服務(wù)創(chuàng)新,助力跨境金融合作開展等對策建議。
[Abstract]:With the rapid development of international trade, countries all over the world have affirmed the economic benefits brought by the promotion of trade facilitation. However, the phenomenon of trade inefficiency in the practice of international trade has attracted more and more attention from all over the world, and trade inefficiency has greatly affected the development of trade facilitation. The Silk Road Economic Belt is a national cooperation organization proposed to promote economic integration. It is promoting the smooth trade of the Silk Road Economic Belt, and trade facilitation has become an important part of the Silk Road Economic Belt Construction. However, the multilateral trade inefficiency of the countries along the Silk Road Economic Belt is becoming increasingly prominent, and the implementation of trade facilitation is hindered. Therefore, it is imperative to measure and study the level of trade facilitation in the countries of the Silk Road Economic Belt, which will help to understand the trade facilitation of the countries of the Silk Road Economic Belt and provide a reliable practical basis for the construction of the Silk Road Economic Belt. Based on the revised World Bank trade facilitation model, this paper uses entropy method to analyze the level of trade facilitation of Silk Road Economic Belt countries. The specific research contents and main conclusions are as follows: (1) based on the purpose of the connotation of trade facilitation, starting from four aspects: trade procedure, trade operation, trade regulations and trade technology, This paper analyzes the current situation and problems of trade facilitation in the Silk Road Economic Belt countries. The results show that there is a good trend of trade facilitation in the countries of the Silk Road Economic Belt, but there is still a low efficiency of trade clearance and the prevalence of trade barriers. From the analysis of typical trade facilitation models such as OECD-APEC and the World Bank, According to the economic strength of the countries of the Silk Road Economic Belt and the requirements of the Silk Road Economic Belt trade facilitation construction, the World Bank trade facilitation calculation model is selected as the basic model of the Silk Road economic belt trade facilitation calculation. And make appropriate amendments. The results show that the trade facilitation model of the Silk Road Economic Belt should be applied not only to the developed countries with strong economic strength, but also to the developing countries with weaker economic strength. At the same time, it is necessary to meet the requirements of trade facilitation in the Silk Road Economic Belt in terms of port efficiency, logistics services, customs environment, regulatory environment, financial services and electronic commerce. Therefore, this paper selects the World Bank trade facilitation model as the basic model of the Silk Road economic belt calculation, and modifies its index system from the two aspects of financial services and logistics services. Based on the revised World Bank trade facilitation model, the paper uses entropy method to calculate and analyze the level of trade facilitation in the countries of the Silk Road Economic Belt. The results show that the level of trade facilitation of the countries in the Silk Road Economic Belt shows an upward trend from the point of view of time series change, and the countries of the Silk Road Economic Belt can be divided into leading countries, catch-up countries and backward countries from the perspective of regional differences. And the difference between regions is mainly divided into three regions. Judging from the degree of coordination, the degree of coordination in the six areas of trade facilitation of the Silk Road Economic Belt has increased year by year, and the degree of coordination has a positive correlation with the level of trade facilitation. (4) based on the calculation and analysis of the level of trade facilitation of the Silk Road Economic Belt, It is proposed to deepen customs cooperation, establish a rapid customs clearance model, broaden the field of trade cooperation, create a new development of regional cooperation, improve infrastructure construction, form a network of traffic in all directions, and speed up the innovation of financial services. To support the development of cross-border financial cooperation and other countermeasures.
