上海市服務(wù)外包人才供需匹配問題研究

【摘要】:服務(wù)外包作為一種新興的產(chǎn)業(yè),近年來在全球范圍內(nèi)發(fā)展非常迅速,它能有效地降低成本、增強(qiáng)企業(yè)的核心競(jìng)爭(zhēng)力,是一種非常重要的商業(yè)發(fā)展模式。上海市的服務(wù)外包產(chǎn)業(yè)發(fā)展迅速,服務(wù)外包合同金額從2008年的12.54億美元到2013年的66.18億美元,增長(zhǎng)了近5倍。人才是服務(wù)外包發(fā)展的第一資源也是核心資源,從根本上決定了服務(wù)外包產(chǎn)業(yè)發(fā)展的廣度和深度。國(guó)外服務(wù)外包的成熟發(fā)展經(jīng)驗(yàn)也表明,只有擁有高素質(zhì)的人才,服務(wù)外包才會(huì)有持續(xù)發(fā)展的動(dòng)力。上海市的服務(wù)外包發(fā)展面臨著嚴(yán)峻的人才尤其是中高端外包人才缺乏的問題,供需存在很大的缺口,這嚴(yán)重制約了上海市服務(wù)外包產(chǎn)業(yè)的發(fā)展,也使得上海的服務(wù)外包企業(yè)陷入持續(xù)快速發(fā)展的困境。但是,服務(wù)外包人才供給和需求又面臨著一個(gè)奇怪的現(xiàn)象,一方面服務(wù)外包企業(yè)長(zhǎng)期處于人才短缺但需求又強(qiáng)烈的狀態(tài);另一方面又面臨著大量的外包相關(guān)的高校畢業(yè)生無(wú)法找到工作的現(xiàn)狀,其中電子信息工程、信息與計(jì)算科學(xué)等與ITO相關(guān)專業(yè)的畢業(yè)生因?yàn)槭I(yè)量多,簽約率低而在2012~2014年連續(xù)三年成為紅牌警告專業(yè)。通過對(duì)國(guó)內(nèi)服務(wù)外包人才的研究狀況的梳理與分析,我們發(fā)現(xiàn),國(guó)內(nèi)學(xué)者對(duì)于服務(wù)外包人才的研究側(cè)重于模式探討、現(xiàn)狀分析、培養(yǎng)策略等定性方面的研究,定量研究較少。本文通過相關(guān)文獻(xiàn)梳理,在總結(jié)前人研究成果的基礎(chǔ)上,對(duì)上海市服務(wù)外包人才的供給和需求進(jìn)行匹配分析,提出對(duì)服務(wù)外包人才進(jìn)行供給和需求研究的可行性。首先,本文全面分析了上海市服務(wù)外包人才的供需現(xiàn)狀及問題,結(jié)合問卷調(diào)查及文獻(xiàn)研究從政府、企業(yè)、培訓(xùn)機(jī)構(gòu)以及人才本身分析了產(chǎn)生這些問題的原因;然后查找文獻(xiàn)資料及上海市統(tǒng)計(jì)年鑒,運(yùn)用GM(1,1)灰色預(yù)測(cè)模型、統(tǒng)計(jì)分析等方法分析預(yù)測(cè)上海市服務(wù)外包人才未來幾年的需求量和供給量,找出外包人才供需缺口并進(jìn)行人才的匹配分析,根據(jù)上海市的實(shí)際情況,結(jié)合前文關(guān)于人才供需不匹配原因的分析從政府、企業(yè)、培訓(xùn)機(jī)構(gòu)及高校方面提出針對(duì)性的對(duì)策建議。
[Abstract]:As a new industry, service outsourcing has developed rapidly in the world in recent years. It can effectively reduce costs and enhance the core competitiveness of enterprises. It is a very important business development model. The service outsourcing industry in Shanghai is growing rapidly, with service outsourcing contracts nearly fivefold from $1.254 billion in 2008 to $6.618 billion in 2013. Talent is the first resource and core resource in the development of service outsourcing, which fundamentally determines the breadth and depth of the development of service outsourcing industry. The mature development experience of foreign service outsourcing also shows that only with high quality talents can service outsourcing have the power of sustainable development. The development of service outsourcing in Shanghai is faced with the problem of shortage of qualified personnel, especially middle-high-end outsourcing talents. There is a big gap between supply and demand, which seriously restricts the development of service outsourcing industry in Shanghai. Also make the service outsourcing enterprises in Shanghai into the dilemma of sustained and rapid development. However, the supply and demand of service outsourcing talents are facing a strange phenomenon. On the one hand, the service outsourcing enterprises are in the state of shortage of talents for a long time but strong demand. On the other hand, there are a large number of outsource-related college graduates who can not find a job. Among them, the graduates majoring in electronic information engineering, information and computing science, and so on, are out of work because of the large amount of unemployment. Low signing rate and in 2012-2014 three consecutive years to become a red card warning professional. Through combing and analyzing the research situation of domestic service outsourcing talents, we find that the domestic scholars focus on the mode discussion, the current situation analysis, the training strategy and so on qualitative research, the quantitative research is less. On the basis of summarizing the previous research results, this paper analyzes the matching of the supply and demand of service outsourcing talents in Shanghai, and puts forward the feasibility of research on the supply and demand of service outsourcing talents. First of all, this paper comprehensively analyzes the supply and demand of Shanghai service outsourcing personnel and problems, combined with questionnaire survey and literature research from the government, enterprises, training institutions and talent itself to analyze the causes of these problems; Then we look up literature and Shanghai Statistical Yearbook, use GM1 / 1) grey forecasting model, statistical analysis and other methods to analyze and forecast the demand and supply of service outsourcing talents in Shanghai in the next few years. This paper finds out the gap between supply and demand of outsourced talents and analyzes the matching of talents. According to the actual situation of Shanghai, combined with the previous analysis of the reasons for the mismatch of talent supply and demand, the author puts forward some countermeasures and suggestions from the government, enterprises, training institutions and universities.
