【摘要】：系統(tǒng)研究“一帶一路”沿線國(guó)家貿(mào)易投資便利化問(wèn)題具有重要的理論和現(xiàn)實(shí)意義。一方面,在評(píng)估國(guó)家間貿(mào)易投資便利化水平時(shí),無(wú)論是國(guó)際組織還是國(guó)內(nèi)外學(xué)者,都是將貿(mào)易便利化評(píng)價(jià)體系和投資便利化評(píng)價(jià)體系分別進(jìn)行研究。在全球投資、貿(mào)易一體化不斷加深的背景下,國(guó)際貿(mào)易和國(guó)際直接投資日益融為一體,顯現(xiàn)為貿(mào)易投資一體化。本文嘗試將貿(mào)易便利化和投資便利化結(jié)合起來(lái)進(jìn)行綜合研究,具有重要的理論意義。另一方面,隨著區(qū)域經(jīng)濟(jì)一體化的逐步深化,傳統(tǒng)的關(guān)稅和非關(guān)稅壁壘對(duì)國(guó)際貿(mào)易的影響正逐漸減小,而以減少和消除國(guó)際貿(mào)易投資流程中的技術(shù)性和機(jī)制性障礙、降低交易成本、改善貿(mào)易投資環(huán)境、提高相關(guān)國(guó)家的貿(mào)易投資效率和資源配置水平為最終目標(biāo)的貿(mào)易投資便利化問(wèn)題日益受到各國(guó)的普遍關(guān)注和國(guó)內(nèi)外學(xué)者的高度重視。同時(shí),隨著“一帶一路”戰(zhàn)略的提出和深入實(shí)施,研究“一帶一路”沿線國(guó)家貿(mào)易投資便利化問(wèn)題具有重要的現(xiàn)實(shí)意義。本文運(yùn)用層次分析法構(gòu)建貿(mào)易投資便利化綜合評(píng)價(jià)指標(biāo)體系,測(cè)算“一帶一路”沿線國(guó)家貿(mào)易投資便利化水平,并運(yùn)用引力模型分析沿線國(guó)家貿(mào)易投資便利化水平對(duì)中國(guó)貿(mào)易流量產(chǎn)生的影響,在此基礎(chǔ)上針對(duì)提升沿線國(guó)家貿(mào)易投資便利化水平面臨的障礙,提出推進(jìn)沿線國(guó)家貿(mào)易投資便利化水平建設(shè)的對(duì)策。因此,本文的研究將有助于提高沿線國(guó)家貿(mào)易投資便利化水平,增加各國(guó)貿(mào)易投資和經(jīng)濟(jì)福利收益,促進(jìn)沿線國(guó)家市場(chǎng)深度融合、資源高效配置和經(jīng)濟(jì)要素有序自由流動(dòng),推動(dòng)沿線各國(guó)在更高水平、更大范圍、更深層次的貿(mào)易投資合作,推進(jìn)“一帶一路”戰(zhàn)略的深入實(shí)施。通過(guò)構(gòu)建貿(mào)易投資便利化評(píng)價(jià)指標(biāo)體系并測(cè)算沿線國(guó)家貿(mào)易投資便利化水平發(fā)現(xiàn),東北亞、中亞、南亞國(guó)家貿(mào)易投資便利化水平普遍偏低,多數(shù)為貿(mào)易投資不便利國(guó)家,東南亞國(guó)家貿(mào)易投資便利化整體水平較高,西亞國(guó)家貿(mào)易投資便利化水平差異化顯著,而中東歐國(guó)家貿(mào)易投資便利化水平相對(duì)集中,差異化不大,且大多屬于一般便利水平。對(duì)于貿(mào)易投資便利化各分項(xiàng)指標(biāo),“一帶一路”沿線國(guó)家普遍在交通基礎(chǔ)設(shè)施建設(shè)、行政審批效率和信貸金融等方面比較滯后,其余各分項(xiàng)指標(biāo)因區(qū)域不同而略有差異。通過(guò)貿(mào)易引力模型實(shí)證分析沿線國(guó)家貿(mào)易投資便利化水平對(duì)中國(guó)出口貿(mào)易流量的影響,研究表明,與GDP、人口、對(duì)外投資和區(qū)域經(jīng)濟(jì)一體化組織等因素相比,貿(mào)易投資便利化對(duì)中國(guó)出口貿(mào)易的促進(jìn)作用更大,其次依次為營(yíng)商環(huán)境、規(guī)制環(huán)境和市場(chǎng)準(zhǔn)入,邊境管理對(duì)出口的影響程度最弱。同時(shí)貿(mào)易投資便利化各分項(xiàng)指標(biāo)對(duì)中國(guó)出口均產(chǎn)生顯著影響,其中運(yùn)輸和基礎(chǔ)設(shè)施指標(biāo)影響程度最大。對(duì)于不同區(qū)域,貿(mào)易投資便利化水平對(duì)中國(guó)出口均產(chǎn)生顯著影響。針對(duì)提升“一帶一路”沿線國(guó)家貿(mào)易投資便利化水平面臨的挑戰(zhàn)和阻礙,本文從加快沿線國(guó)家供應(yīng)鏈建設(shè)、推動(dòng)沿線國(guó)家價(jià)值鏈建設(shè)、促進(jìn)貿(mào)易投資便利化組織機(jī)構(gòu)和合作平臺(tái)建設(shè)、推進(jìn)沿線國(guó)家自貿(mào)區(qū)建設(shè)以及加強(qiáng)沿線國(guó)家軟力量建設(shè)等五大方面提出推進(jìn)沿線國(guó)家貿(mào)易投資便利化水平建設(shè)的對(duì)策建議。

Through the trade gravitational model, the empirical analysis of the influence of the level of trade and investment facilitation along the countries on the export trade flow in China shows that it is related to GDP, population, foreign investment and regional economic integration. In contrast, trade and investment facilitation plays a greater role in promoting China's export trade, followed by business environment, regulation of the environment and market access, and the weakest impact of border management on exports. At the same time, each sub index of trade and investment facilitation has a significant impact on China's exports, including the impact of transport and infrastructure indicators. The largest.
