【摘要】：自從我國(guó)加入世界貿(mào)易組織以后,我國(guó)的社會(huì)經(jīng)濟(jì)發(fā)展與國(guó)際經(jīng)濟(jì)聯(lián)系的更加緊密,我國(guó)的對(duì)外貿(mào)易發(fā)展速度,貿(mào)易量持續(xù)增長(zhǎng),海關(guān)面臨的形勢(shì)發(fā)生了重大變化,海關(guān)有限的資源與不斷增長(zhǎng)的貿(mào)易量和日益繁重的監(jiān)管工作任務(wù)的矛盾更加突出,海關(guān)面臨的執(zhí)法風(fēng)險(xiǎn)越來(lái)越大,為解決海關(guān)嚴(yán)格執(zhí)法和高效服務(wù)的矛盾,創(chuàng)新海關(guān)管理方式已成為一項(xiàng)迫切的需求。為解決這一系列問(wèn)題,海關(guān)引入了風(fēng)險(xiǎn)管理的思想和方法,海關(guān)通過(guò)運(yùn)用風(fēng)險(xiǎn)管理技術(shù)和方法取得了一些成效。本文對(duì)國(guó)內(nèi)外海關(guān)風(fēng)險(xiǎn)管理的前沿成果進(jìn)行了研究,分析了哈爾濱海關(guān)目前風(fēng)險(xiǎn)管理模式存在問(wèn)題的基礎(chǔ)上,通過(guò)定量和定性分析風(fēng)險(xiǎn)管理模式的影響要素,提出構(gòu)建以企業(yè)為核心的風(fēng)險(xiǎn)管理評(píng)價(jià)體系,并重點(diǎn)對(duì)企業(yè)風(fēng)險(xiǎn)評(píng)估體系進(jìn)行了論述,并選取了25項(xiàng)風(fēng)險(xiǎn)評(píng)估指標(biāo),通過(guò)海關(guān)專家打分和調(diào)整權(quán)重對(duì)企業(yè)風(fēng)險(xiǎn)進(jìn)行評(píng)估,評(píng)估結(jié)果為企業(yè)分類管理提供數(shù)據(jù)支持。本文采用實(shí)證分析,選取納稅額在前20名的進(jìn)出口企業(yè)的風(fēng)險(xiǎn)評(píng)估進(jìn)行了演示。提出通過(guò)建立以進(jìn)出口額、資產(chǎn)負(fù)債率、估價(jià)額度、偷逃稅額等為要素的風(fēng)險(xiǎn)管理模式,通過(guò)分析確定各類企業(yè)的風(fēng)險(xiǎn)值,對(duì)企業(yè)采取不同的監(jiān)管方式和監(jiān)管力度,這不僅促使海關(guān)各部門(mén)優(yōu)勢(shì)互補(bǔ)、分工協(xié)作、高效運(yùn)作,而且有效地解決了海關(guān)嚴(yán)密監(jiān)管和高效服務(wù)矛盾。
[Abstract]:Since China's accession to the World Trade Organization (WTO), the social and economic development of our country has become more closely related to the international economy. The speed of foreign trade development and the volume of trade in our country have continued to grow, and the situation facing the customs has undergone major changes. The contradiction between the limited resources of the Customs and the increasing volume of trade and the increasingly heavy task of supervision is more prominent, and the law enforcement risks faced by the Customs are increasing. In order to solve the contradiction between strict enforcement of the law and efficient service by the Customs, Innovation of customs management has become an urgent need. In order to solve this series of problems, the Customs introduced the idea and method of risk management, and made some achievements by using the technology and method of risk management. This paper studies the frontier achievements of customs risk management at home and abroad, analyzes the problems existing in the current risk management model of Harbin Customs, and analyzes the influencing factors of risk management mode by quantitative and qualitative analysis. A risk management evaluation system with enterprise as the core is proposed, and the enterprise risk assessment system is discussed, and 25 risk assessment indexes are selected to evaluate the enterprise risk through scoring and adjusting the weight of the customs experts. The evaluation results provide data support for enterprise classification management. This paper uses empirical analysis to demonstrate the risk assessment of the top 20 import and export enterprises. By establishing a risk management model with import and export value, asset-liability ratio, valuation quota, tax evasion amount and so on, and by analyzing and determining the risk value of all kinds of enterprises, different ways of supervision and supervision are adopted to the enterprises. This not only urges the customs departments to complement each other, cooperate in the division of labor, and operate efficiently, but also effectively solves the contradiction between strict supervision and efficient service.
