【摘要】：隨著貿(mào)易自由化程度的不斷加深,新一輪產(chǎn)業(yè)結(jié)構(gòu)在世界范圍內(nèi)不斷調(diào)整,服務(wù)業(yè)國際轉(zhuǎn)移的趨勢愈加明顯,服務(wù)貿(mào)易特別是服務(wù)外包產(chǎn)業(yè)呈現(xiàn)蓬勃發(fā)展態(tài)勢。服務(wù)外包產(chǎn)業(yè)的發(fā)展是構(gòu)成一國或地區(qū)服務(wù)貿(mào)易發(fā)展和服務(wù)貿(mào)易競爭力的重要組成部分,服務(wù)外包產(chǎn)業(yè)越來越成為全世界關(guān)注的焦點(diǎn)。作為發(fā)展中國家的中國,在發(fā)展服務(wù)外包上具有政局穩(wěn)定、市場開放且潛力巨大、基礎(chǔ)設(shè)施逐漸完善等優(yōu)勢,近年來服務(wù)外包有了較大發(fā)展。安徽省作為中部大省,具有良好的資源和區(qū)位優(yōu)勢,近年來服務(wù)外包也有了一定的發(fā)展。隨著服務(wù)外包由國際向國內(nèi)轉(zhuǎn)移,由沿海地區(qū)向內(nèi)地轉(zhuǎn)移,安徽省如何抓住全面發(fā)展服務(wù)外包的機(jī)遇,迎接發(fā)展服務(wù)外包帶來的挑戰(zhàn),對安徽省社會、經(jīng)濟(jì)的可持續(xù)發(fā)展具有至關(guān)重要的意義。本文采用了理論與實(shí)證相結(jié)合的研究方法,對安徽省服務(wù)外包競爭力進(jìn)行研究。首先分析了安徽省發(fā)展服務(wù)外包的現(xiàn)狀和存在的問題,從整體的角度把握安徽省服務(wù)外包的發(fā)展情況。接著又選取了影響安徽省服務(wù)外包競爭力的因素進(jìn)行實(shí)證分析,驗證服務(wù)業(yè)發(fā)展水平、人力資源稟賦、基礎(chǔ)設(shè)施建設(shè)、外商直接投資、科研水平和勞動力成本對安徽省服務(wù)外包競爭力影響程度的大小,并探究實(shí)證結(jié)果的原因。然后在安徽省服務(wù)外包競爭力影響因素的研究基礎(chǔ)上又構(gòu)建了安徽省各城市服務(wù)外包競爭力的指標(biāo)評價體系,使用因子分析法,對安徽省各城市服務(wù)外包競爭力進(jìn)行整體排序,得到安徽省各城市發(fā)展服務(wù)外包的具體情況,將安徽省服務(wù)外包競爭力水平分為四個等級。接著又選取處在第一等級的城市合肥、蕪湖、馬鞍山、銅陵與中國其他服務(wù)外包代表城市同樣使用因子分析法進(jìn)行比較,得出安徽省服務(wù)外包競爭力整體比較弱的結(jié)果,并分析安徽省服務(wù)外包競爭力較弱的原因。文章最后,根據(jù)上述研究分析,對如何提高安徽省服務(wù)外包發(fā)展水平提出了相關(guān)的政策建議。
[Abstract]:With the deepening of the degree of trade liberalization, a new round of industrial structure in the world has been constantly adjusted, the trend of international transfer of services is becoming more and more obvious, and the service trade, especially the service outsourcing industry, is showing a vigorous development trend. The development of service outsourcing industry is an important component of the development of service trade and the competitiveness of service trade in a country or region. Service outsourcing industry has become the focus of attention all over the world. As a developing country, China has the advantages of stable political situation, open market and great potential, perfect infrastructure and so on. In recent years, service outsourcing has made great progress. Anhui Province, as a large central province, has good resources and location advantages, and service outsourcing has also developed in recent years. With the transfer of service outsourcing from international to domestic and from coastal areas to inland areas, how to seize the opportunity of comprehensive development of service outsourcing in Anhui Province and meet the challenges brought about by service outsourcing in Anhui Province, so as to the society of Anhui Province, The sustainable development of economy is of vital significance. This paper studies the competitiveness of service outsourcing in Anhui Province by combining theoretical and empirical research methods. Firstly, this paper analyzes the current situation and existing problems of service outsourcing in Anhui Province, and holds the development of service outsourcing in Anhui Province from the overall point of view. Then selected the factors that affect the competitiveness of service outsourcing in Anhui Province to verify the level of service development, human resource endowment, infrastructure construction, foreign direct investment. The influence of scientific research level and labor cost on the competitiveness of service outsourcing in Anhui Province, and the reasons of the empirical results are explored. Then on the basis of the research on the influencing factors of the service outsourcing competitiveness in Anhui Province, the index evaluation system of the service outsourcing competitiveness of each city in Anhui Province is constructed, and the overall ranking of the service outsourcing competitiveness of each city in Anhui Province is carried out by using the factor analysis method. According to the specific situation of service outsourcing in various cities of Anhui Province, the competitiveness level of service outsourcing in Anhui Province is divided into four levels. Then we choose Hefei, Wuhu, Ma'anshan and Tongling, which are in the first grade, to compare with other representative cities of service outsourcing in China using factor analysis method, and draw the conclusion that the overall competitiveness of Anhui service outsourcing is weak. And analyzes the Anhui Province service outsourcing competition ability weak reason. Finally, according to the above research and analysis, this paper puts forward some policy suggestions on how to improve the development level of service outsourcing in Anhui Province.
