【摘要】:信息技術(shù)與經(jīng)濟(jì)發(fā)展相結(jié)合產(chǎn)生了網(wǎng)上交易。從整個社會環(huán)境來看,淘寶、京東等網(wǎng)上交易平臺日趨成熟,“網(wǎng)購”已經(jīng)成為潮流并頗具規(guī)模。如果“網(wǎng)購”的趨勢和信息技術(shù)的發(fā)展會潛移默化中影響著人們的生活習(xí)慣,那么其勢必也影響著人們之間的各種關(guān)系,導(dǎo)致新的社會需求,從而引發(fā)政府部門對行政管理的思考。由此,作為行政管理中的分支,土地的“網(wǎng)購”也勢在必行,土地使用權(quán)網(wǎng)上交易也就順勢而生。土地使用權(quán)網(wǎng)上交易具有優(yōu)化土地資源配置、提高出讓工作效率、有效減少腐敗行為等方面的優(yōu)勢,對我國土地使用權(quán)交易市場的發(fā)展和出讓制度的改革創(chuàng)新具有重要意義。作為土地使用權(quán)網(wǎng)上交易的平臺,土地使用權(quán)網(wǎng)上交易系統(tǒng)的建設(shè)是一個最主要的問題。近年來,不少地方在土地使用權(quán)網(wǎng)上交易系統(tǒng)建設(shè)方面做了試點探索工作,取得了明顯成效,但也由于缺少國家性的建設(shè)規(guī)范指導(dǎo)而存在著理論早熟與實踐滯后的問題。本文以東營市土地使用權(quán)網(wǎng)上交易系統(tǒng)為研究對象,基于真實材料及系統(tǒng)產(chǎn)生數(shù)據(jù),對系統(tǒng)的建設(shè)過程、運行狀況、存在問題、完善建議等進(jìn)行闡述和分析,旨在準(zhǔn)確了解東營市土地使用權(quán)網(wǎng)上交易系統(tǒng)的全面情況,發(fā)現(xiàn)深層次的問題,并據(jù)此提出具有可操作性的建議參考,對全國范圍內(nèi)土地使用權(quán)網(wǎng)上交易系統(tǒng)的建設(shè)和完善具有一定的理論及現(xiàn)實指導(dǎo)意義。論文采用文獻(xiàn)研究和案例分析的方法,通過了解國內(nèi)外在該領(lǐng)域已取得的學(xué)術(shù)研究進(jìn)展,拓展思路,明確了本文研究的切入點;隨之以東營市土地使用權(quán)網(wǎng)上交易系統(tǒng)為主案例,并引入福建省、江西省、撫順市、湘潭市等土地使用權(quán)網(wǎng)上交易系統(tǒng)實例,從系統(tǒng)設(shè)置、交易數(shù)據(jù)以及各自特點等方面進(jìn)行輔助分析,歸納了東營市土地使用權(quán)網(wǎng)上交易系統(tǒng)存在的問題,提出了幾點建議和啟示,以更好地論述土地使用權(quán)網(wǎng)上交易系統(tǒng)的完善及對策。最后,本文提出土地使用權(quán)網(wǎng)上交易系統(tǒng)作為趨勢產(chǎn)物,勢在必行,但還有很長很曲折的路要走,應(yīng)該更加注重信息利用、數(shù)據(jù)服務(wù)和誠信體系建設(shè),并列舉了有待下一步研究的相關(guān)問題。
[Abstract]:Information technology and economic development combined to produce online transactions. From the whole social environment, Taobao, JingDong and other online trading platform is maturing, "online shopping" has become a trend and quite scale. If the trend of "online shopping" and the development of information technology will influence people's living habits, it will certainly affect the relationships between people and lead to new social needs. Thus causes the government department to the administrative management ponder. Therefore, as a branch of administration, land online purchase is imperative, land use right online trading is also on the rise. The online transaction of land use right has the advantages of optimizing the allocation of land resources, improving the efficiency of transfer and effectively reducing corrupt behavior. It is of great significance to the development of land use right trading market and the reform and innovation of the transfer system in our country. As the platform of land use right online transaction, the construction of land use right online transaction system is the most important problem. In recent years, many places have made pilot exploration in the construction of online trading system of land use right, and achieved obvious results. However, due to the lack of the guidance of national construction norms, there are problems of precocity in theory and lag in practice. This paper takes the online trading system of land use right in Dongying City as the research object, based on the real materials and the data generated by the system, expounds and analyzes the construction process, operation status, existing problems, consummation suggestions and so on of the system. In order to accurately understand the overall situation of the online trading system of land use right in Dongying City, find out the deep-seated problems, and put forward some operable suggestions and references accordingly, It has certain theoretical and practical guiding significance for the construction and perfection of land use right online trading system in the whole country. The paper adopts the method of literature research and case analysis, through understanding the domestic and foreign academic research progress in this field, expand the train of thought, clear the breakthrough point of this article research; Then the online trading system of land use right in Dongying City is taken as the main case, and an example of the online trading system of land use right in Fujian Province, Jiangxi Province, Fushun City and Xiangtan City is introduced to set up the system from the point of view of the system. This paper analyzes the transaction data and their characteristics, summarizes the problems existing in the online trading system of land use right in Dongying City, and puts forward some suggestions and revelations. In order to better discuss the land use right online trading system and countermeasures. Finally, this paper points out that the online trading system of land use right as a trend product is imperative, but there is still a long and tortuous way to go, should pay more attention to the use of information, data services and integrity system construction, And listed the next step to study the relevant issues.
