【摘要】：為發(fā)揮海關(guān)特殊監(jiān)管區(qū)在昆明發(fā)展外向型經(jīng)濟中的作用,拓展昆明的城市功能,提高昆明對國外的總體開放程度,使海關(guān)特殊監(jiān)管區(qū)真正成為建設(shè)云南橋頭堡和加速昆明國際區(qū)域性城市建設(shè)的“輻射源”和“助推器”,調(diào)整傳統(tǒng)的內(nèi)銷型的產(chǎn)業(yè)結(jié)構(gòu)和轉(zhuǎn)變固有的經(jīng)濟發(fā)展方式,昆明市于2012年開始向國家申報設(shè)立昆明綜合保稅區(qū)。 然而縱觀改革開放幾十年來上百個海關(guān)特殊監(jiān)管區(qū)的發(fā)展歷程,其中有不少走了很多彎路甚至可以說是失敗的,沒有發(fā)揮出海關(guān)特殊監(jiān)管區(qū)應(yīng)有的各項功能。究其失敗的問題所在,大多數(shù)集中在這些特殊監(jiān)管區(qū)的運營管理模式上。一個成功特殊監(jiān)管區(qū)必須在其開發(fā)建設(shè)初期就設(shè)計好運營管理體制。 為了建好昆明綜合保稅區(qū),通過對全國其他地區(qū)的海關(guān)特殊監(jiān)管區(qū)的實地考察和細致研究,搜集歸納了各海關(guān)監(jiān)管區(qū)存在的諸如地方政府債務(wù)負擔(dān)加重、優(yōu)惠政策同質(zhì)化等一些共性問題以及就昆明綜合保稅區(qū)自身實際情況將會出現(xiàn)的空港分區(qū)二期及配套產(chǎn)業(yè)區(qū)開發(fā)、區(qū)港一體化保障機制不完善等個性問題,結(jié)合其他地區(qū)特殊監(jiān)管區(qū)的運營管理模式的先進經(jīng)驗,努力優(yōu)化昆明綜合保稅區(qū)的運營管理體制,使之與昆明綜保區(qū)未來的發(fā)展目標(biāo)相適應(yīng)。 本文的研究具有很強的前瞻性,對正處在建設(shè)起步階段的昆明綜保區(qū)這樣的海關(guān)特殊監(jiān)管區(qū)的初期和中長期出現(xiàn)的問題進行研究,同時與工作實踐結(jié)合的非常緊密,屬于實證性的個案研究。在當(dāng)前國家積極倡導(dǎo)采用PPP模式由社會資本參與公益性質(zhì)項目建設(shè)的背景下,本文是首次將PPP這種新運營模式引入對海關(guān)特殊監(jiān)管區(qū)項目的研究中,在契合當(dāng)前國家倡導(dǎo)改革方向的同時,也彰顯了本文研究的獨特之處。
[Abstract]:In order to give full play to the role of special customs supervision areas in the development of an export-oriented economy in Kunming, to expand the urban functions of Kunming, and to enhance the overall openness of Kunming to foreign countries,To make the customs special supervision area truly become the "radiation source" and "booster" for the construction of Yunnan bridgehead and to accelerate the construction of Kunming's international and regional cities, to adjust the traditional industrial structure of domestic sales and to change the inherent mode of economic development.Kunming City in 2012 began to declare the establishment of Kunming Comprehensive Free Trade Zone.However, throughout the development of hundreds of customs special supervision areas in the past decades of reform and opening up, many of them have taken a lot of detours or even failed, and have not played the proper functions of customs special supervision areas.The problem of failure lies in the operation management mode of these special supervision areas.A successful special supervision area must design the operation management system at the early stage of its development and construction.In order to build a comprehensive bonded zone in Kunming, through field inspection and careful study of special customs supervision areas in other parts of the country, the existing customs supervision areas such as the increased debt burden of local governments have been collected and summarized.Some common problems, such as the homogenization of preferential policies, as well as individual problems such as the development of the second phase of the airport zone and the supporting industrial district, and the imperfect safeguard mechanism of the integration of the area and port, which will arise in the Kunming Comprehensive bonded Zone itself,Combined with the advanced experience of the operation and management mode of the special supervision area in other regions, this paper tries to optimize the operation and management system of Kunming Comprehensive bonded area so as to adapt it to the future development goal of Kunming Comprehensive Insurance area.The research in this paper has strong foresight. It studies the problems in the early and long term in the special customs supervision area such as Kunming Zongbao area, which is in the initial stage of construction. At the same time, it is closely combined with the work practice.An empirical case study.Under the background that our country actively advocates the adoption of PPP model to involve social capital in the construction of public welfare projects, this paper introduces the new operation mode of PPP into the study of special customs supervision area projects for the first time.In line with the current direction of national reform, but also highlights the unique aspects of this study.
