【摘要】：隨著全球經(jīng)濟(jì)一體化水平的提升,服務(wù)外包產(chǎn)業(yè)成為增強(qiáng)各國(guó)競(jìng)爭(zhēng)力的重要新興產(chǎn)業(yè),備受矚目。進(jìn)入21世紀(jì)以來(lái),服務(wù)外包產(chǎn)業(yè)憑借高附加值、低污染、低能耗等優(yōu)勢(shì)發(fā)展迅速,特別是國(guó)際服務(wù)外包產(chǎn)業(yè),在促進(jìn)國(guó)際分工、企業(yè)增強(qiáng)競(jìng)爭(zhēng)力等方面起到了不可忽視的作用。受傳統(tǒng)工業(yè)、農(nóng)業(yè)的制約,吉林省經(jīng)濟(jì)發(fā)展水平一直處于落后地位。雖然工業(yè)和農(nóng)業(yè)曾一度為吉林省的經(jīng)濟(jì)增長(zhǎng)速度做出了突出貢獻(xiàn),但是隨著社會(huì)一體化程度的加深,第一產(chǎn)業(yè)、第二產(chǎn)業(yè)帶動(dòng)經(jīng)濟(jì)增長(zhǎng)的速度明顯降低,同時(shí),第一產(chǎn)業(yè)、第二產(chǎn)業(yè)的發(fā)展還伴隨著一些高污染、高能耗等問(wèn)題,這與目前所提倡的低碳經(jīng)濟(jì)原則相背離。因此,吉林省要想改變落后的經(jīng)濟(jì)狀況,必須尋找新的經(jīng)濟(jì)增長(zhǎng)點(diǎn)。而服務(wù)外包產(chǎn)業(yè)作為一種新興的產(chǎn)業(yè),對(duì)吉林省改變經(jīng)濟(jì)增長(zhǎng)方式、調(diào)整產(chǎn)業(yè)結(jié)構(gòu)等方面都具有重要的促進(jìn)作用。因此,如何充分利用“一帶一路”戰(zhàn)略,抓住地區(qū)間產(chǎn)業(yè)轉(zhuǎn)移的機(jī)會(huì),大力發(fā)展服務(wù)外包產(chǎn)業(yè),促進(jìn)吉林省經(jīng)濟(jì)多快好省的發(fā)展無(wú)疑成了目前吉林省急需解決的重要問(wèn)題。論文首先研究了吉林省服務(wù)外包產(chǎn)業(yè)的發(fā)展背景和吉林省承接國(guó)際服務(wù)外包的意義,對(duì)承接國(guó)際服務(wù)外包所帶來(lái)的經(jīng)濟(jì)效應(yīng)進(jìn)行了文獻(xiàn)綜述,闡述了論文的研究框架及運(yùn)用的方法;然后對(duì)服務(wù)外包的相關(guān)概念和分類進(jìn)行界定,并對(duì)服務(wù)外包的相關(guān)理論進(jìn)行梳理,以比較優(yōu)勢(shì)理論、交易成本理論和核心競(jìng)爭(zhēng)力理論為基礎(chǔ),為研究吉林省服務(wù)外包產(chǎn)業(yè)的發(fā)展提供理論基礎(chǔ);繼而闡述了吉林省國(guó)際服務(wù)外包產(chǎn)業(yè)的發(fā)展歷程,并從產(chǎn)值、業(yè)務(wù)類型、地區(qū)分布和來(lái)源幾個(gè)方面分析了吉林省服務(wù)外包產(chǎn)業(yè)發(fā)展的現(xiàn)狀,結(jié)合吉林省的實(shí)際情況,剖析吉林省發(fā)展服務(wù)外包產(chǎn)業(yè)存在的問(wèn)題;對(duì)吉林省承接國(guó)際服務(wù)外包的經(jīng)濟(jì)效應(yīng)進(jìn)行理論分析和實(shí)證檢驗(yàn),由于吉林省發(fā)展服務(wù)外包產(chǎn)業(yè)較晚,相關(guān)數(shù)據(jù)缺乏,因此在實(shí)證方面,本文采用對(duì)數(shù)據(jù)要求不高的灰色關(guān)聯(lián)分析模型,選取了2010-2015年統(tǒng)計(jì)數(shù)據(jù),用國(guó)際服務(wù)外包執(zhí)行額來(lái)代表國(guó)際服務(wù)外包量,對(duì)吉林省國(guó)際服務(wù)外包的經(jīng)濟(jì)效應(yīng)進(jìn)行實(shí)證分析。最后,從政府和企業(yè)兩個(gè)層面,對(duì)加快吉林省發(fā)展服務(wù)外包產(chǎn)業(yè)提出了政策建議。
[Abstract]:With the improvement of the level of global economic integration, service outsourcing industry has become an important emerging industry to enhance the competitiveness of various countries.Since the beginning of the 21st century, the service outsourcing industry has developed rapidly by virtue of its advantages of high added value, low pollution and low energy consumption. Especially, the international service outsourcing industry has played an important role in promoting the international division of labor and enhancing the competitiveness of enterprises.Restricted by traditional industry and agriculture, Jilin Province's economic development level has been in a backward position.Although industry and agriculture once made outstanding contributions to the economic growth rate of Jilin Province, with the deepening of social integration, the rate of economic growth in the primary industry and the secondary industry decreased significantly. At the same time, the primary industry,The development of secondary industry is accompanied by some problems, such as high pollution and high energy consumption, which deviate from the principle of low carbon economy.Therefore, in order to change the backward economic situation, Jilin Province must find new economic growth point.The service outsourcing industry, as a new industry, plays an important role in changing the economic growth mode and adjusting the industrial structure in Jilin Province.Therefore, how to make full use of "Belt and Road" strategy, seize the opportunity of industrial transfer between regions, vigorously develop service outsourcing industry, and promote the economic development of Jilin Province has undoubtedly become an important problem that Jilin Province urgently needs to solve.Firstly, the paper studies the development background of service outsourcing industry in Jilin Province and the significance of international service outsourcing in Jilin Province, and summarizes the economic effects of international service outsourcing in Jilin Province.This paper expounds the research framework and application methods of the paper, then defines the related concepts and classification of service outsourcing, and combs the relevant theories of service outsourcing to compare the advantage theory.On the basis of transaction cost theory and core competence theory, it provides a theoretical basis for the development of service outsourcing industry in Jilin Province, and then expounds the development process of international service outsourcing industry in Jilin Province, and from the output value, business types,This paper analyzes the status quo of service outsourcing industry development in Jilin Province from several aspects of regional distribution and sources, and analyzes the problems existing in the development of service outsourcing industry in Jilin Province in light of the actual situation in Jilin Province.The economic effect of international service outsourcing in Jilin Province is analyzed theoretically and empirically. Due to the late development of service outsourcing industry in Jilin Province and the lack of relevant data, it is proved that,In this paper, a grey relational analysis model with low data requirements is used to analyze the economic effects of international service outsourcing in Jilin Province by selecting the statistical data from 2010 to 2015 and using the international service outsourcing execution to represent the volume of international service outsourcing.Finally, from the two levels of government and enterprise, this paper puts forward some policy suggestions to speed up the development of service outsourcing industry in Jilin Province.
