【摘要】：2001年我國加入WTO,承諾2004年全面開放國內(nèi)零售市場,為了履行加入世貿(mào)的承諾,我國于2004年12月11日取消了外資零售企業(yè)的股權(quán)、地域等限制條件,外資零售企業(yè)進(jìn)入中國市場變得更加自由。零售業(yè)全面開放以來,隨著外資的大量進(jìn)入,外資零售業(yè)的發(fā)展一直是人們關(guān)注的熱點(diǎn),基于外資沖擊視角的零售業(yè)產(chǎn)業(yè)安全研究也取得了一定的成果。外資的進(jìn)入,對我國零售業(yè)來說,一方面彌補(bǔ)了資金的不足,帶來了國際先進(jìn)的技術(shù)與服務(wù)管理理念,迫使我國本土零售企業(yè)在競爭中改進(jìn)不足,提高企業(yè)內(nèi)部的勞動生產(chǎn)率;另一方面,外資零售企業(yè)不斷擴(kuò)張,擠壓了本土零售企業(yè)生存空間,同時,外資的區(qū)域選擇戰(zhàn)略加劇了我國零售業(yè)區(qū)域發(fā)展不平衡狀態(tài),在某些大型城市可能形成壟斷,這些都不利于我國零售業(yè)整體健康發(fā)展。開放條件下零售業(yè)產(chǎn)業(yè)安全的關(guān)鍵在于實現(xiàn)內(nèi)外資企業(yè)的協(xié)調(diào)發(fā)展。本文首先分析了我國零售業(yè)整體發(fā)展現(xiàn)狀,回顧了我國零售業(yè)外資入侵歷程,并對零售業(yè)外資入侵現(xiàn)狀進(jìn)行了分析,發(fā)現(xiàn)外資零售業(yè)區(qū)域布局集中、業(yè)態(tài)分布不均、獨(dú)資化傾向及自有品牌戰(zhàn)略明顯。其次,本文在產(chǎn)業(yè)安全理論基礎(chǔ)上,結(jié)合零售業(yè)發(fā)展特點(diǎn),從產(chǎn)業(yè)控制力、產(chǎn)業(yè)競爭力、產(chǎn)業(yè)發(fā)展力、產(chǎn)業(yè)權(quán)益四個方面建立評價指標(biāo)體系,對2005至2013年零售業(yè)外資入侵狀況進(jìn)行動態(tài)評價,發(fā)現(xiàn)我國零售業(yè)的外資入侵現(xiàn)狀形成以上海為高入侵級別,北京、廣東、天津、江蘇、浙江等省(市)為較高入侵級別,其余省市為一般及以下入侵級別的格局,并從整體入侵狀況、區(qū)域入侵差異兩個方面對外資零售業(yè)入侵現(xiàn)狀進(jìn)行了深入分析。最后,本文分析了外資入侵對我國零售業(yè)的市場結(jié)構(gòu)、市場競爭及本土零售企業(yè)的影響,并基于外資對東、中、西部地區(qū)本土零售業(yè)影響進(jìn)行了實證分析,在此基礎(chǔ)上提出促進(jìn)我國零售業(yè)健康發(fā)展的政策建議。
[Abstract]:In 2001, China joined the WTO and promised to open up the domestic retail market in 2004. In order to fulfill the promise of joining the WTO, on December 11th 2004, China abolished the restrictions on the equity and territory of foreign-funded retail enterprises. Foreign retail enterprises have become more free to enter the Chinese market. Since the retail trade has been fully opened up, with a large number of foreign capital entering, the development of foreign retail business has been a hot spot of people's attention. The research of retail industry safety based on the perspective of foreign investment impact has also made some achievements. For our retail industry, the entry of foreign capital, on the one hand, makes up for the shortage of funds, and brings the international advanced technology and service management concept. On the other hand, foreign retail enterprises continue to expand, squeezing the survival space of local retail enterprises, at the same time, The regional selection strategy of foreign investment has aggravated the imbalance of regional development of retail industry in China, and may form monopoly in some large cities. These are not conducive to the overall healthy development of retail industry in China. The key to the safety of retail industry under the open conditions lies in the coordinated development of domestic and foreign enterprises. This paper reviews the history of foreign investment invasion in retailing industry in China, and analyzes the present situation of foreign investment invasion in retailing industry. It is found that the regional distribution of foreign capital retail industry is concentrated, the distribution of business form is uneven, the tendency of sole proprietorship and the strategy of private brand are obvious. Based on the theory of industrial safety and the characteristics of retail trade development, this paper establishes an evaluation index system from four aspects: industrial control, industrial competitiveness, industrial development, and industrial rights and interests. From 2005 to 2013, a dynamic evaluation of the situation of foreign investment invasion in retailing industry in China was carried out. It was found that Shanghai was the high level of foreign investment invasion in China, and Beijing, Guangdong, Tianjin, Jiangsu, Zhejiang and other provinces (cities) had a higher level of foreign investment invasion, such as Beijing, Guangdong, Tianjin, Jiangsu, Zhejiang, etc. The other provinces and cities are general and below the pattern of invasion levels, and from the overall invasion situation, regional invasion differences in two aspects of the foreign retail industry invasion status. This paper analyzes the influence of foreign capital invasion on the market structure, market competition and local retail enterprises of our country, and makes an empirical analysis based on the influence of foreign capital on local retail industry in east, middle and west regions. On this basis, it puts forward some policy suggestions to promote the healthy development of China's retail industry.
