【摘要】：中國(guó)(上海)自由貿(mào)易試驗(yàn)區(qū)作為我國(guó)“一帶一路”實(shí)現(xiàn)內(nèi)外聯(lián)動(dòng)的重要載體,將其開放戰(zhàn)略的突破口放在服務(wù)貿(mào)易領(lǐng)域,為“一帶一路”戰(zhàn)略提供“世界性”的運(yùn)作平臺(tái)。那么在我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制下,上海自貿(mào)區(qū)發(fā)展服務(wù)貿(mào)易的優(yōu)勢(shì)是什么,以及應(yīng)以何種方式、步驟去發(fā)展服務(wù)貿(mào)易,這些都成為亟待探討的問題。本文試圖以服務(wù)貿(mào)易發(fā)展模式為落腳點(diǎn),探尋上海自貿(mào)區(qū)服務(wù)貿(mào)易的發(fā)展模式問題。本文分析了上海自貿(mào)區(qū)發(fā)展服務(wù)貿(mào)易的目標(biāo);通過深入剖析自由貿(mào)易園區(qū)服務(wù)貿(mào)易發(fā)展的典型模式,總結(jié)出影響服務(wù)貿(mào)易發(fā)展模式的一般性因素;運(yùn)用主成份賦權(quán)法與權(quán)重求和法分別計(jì)算得出一般性影響因素對(duì)上海自貿(mào)區(qū)、新加坡自由港、香港自由港服務(wù)貿(mào)易發(fā)展所起作用的大小,并對(duì)所得數(shù)據(jù)進(jìn)行比較、排名,得出上海自貿(mào)區(qū)發(fā)展服務(wù)貿(mào)易的優(yōu)勢(shì)因素。本文的結(jié)論是上海自貿(mào)區(qū)在成立的初期,離岸貿(mào)易可借助原有貨物貿(mào)易獲得快速發(fā)展,服務(wù)貿(mào)易發(fā)展的重點(diǎn)就是以離岸貿(mào)易為依托的商貿(mào)服務(wù);在服務(wù)貿(mào)易發(fā)展的第二階段,可主要借助已經(jīng)在前期獲得發(fā)展的商貿(mào)服務(wù)來進(jìn)一步吸引國(guó)際跨國(guó)公司集聚,依托其在金融服務(wù)上人力資本的優(yōu)勢(shì),發(fā)展?fàn)I運(yùn)總部經(jīng)濟(jì),建設(shè)國(guó)際金融中心;另外,上海自貿(mào)區(qū)作為離岸服務(wù)外包的先行區(qū)和示范區(qū),離岸服務(wù)外包將滲透在商貿(mào)服務(wù)和總部經(jīng)濟(jì)發(fā)展的各環(huán)節(jié)。
[Abstract]:As an important carrier for China's "Belt and Road" to realize the internal and external linkage, the China (Shanghai) free trade experimental area has put the breakthrough of its opening strategy in the field of service trade. Provide a "worldwide" operational platform for the "Belt and Road" strategy. Well, under the socialist market economy system in China, what are the advantages of the development of service trade in the Shanghai Free Trade Zone, and in what ways and in what steps should we take to develop service trade? This paper tries to explore the development model of service trade in Shanghai Free Trade Zone, and analyzes the target of service trade development in Shanghai Free Trade Zone. Through deeply analyzing the typical model of service trade development in free trade park, the paper summarizes the general factors that affect the development mode of service trade. By using the principal component weighting method and the weight summation method, the author calculates the effect of the general factors on the development of service trade in the Shanghai Free Trade Zone, the Singapore Free Port and the Hong Kong Free Port respectively, and compares and ranks the obtained data. The conclusion of this paper is that in the early stage of the establishment of Shanghai Free Trade Zone, offshore trade can be developed rapidly with the aid of the original trade in goods. In the second stage of the development of service trade, we can mainly rely on the commercial and commercial services that have been developed in the early stage to further attract the concentration of international transnational corporations. Relying on its advantage of human capital in financial services, to develop the operation headquarters economy and build an international financial center. In addition, the Shanghai Free Trade Zone is a leading and demonstration area for offshore service outsourcing. Offshore service outsourcing will permeate all aspects of business services and headquarters economic development.
