【摘要】：當(dāng)前,中國(guó)政府積極推進(jìn)“一帶一路”建設(shè),穩(wěn)步發(fā)展國(guó)際產(chǎn)能合作。面對(duì)錯(cuò)綜復(fù)雜的國(guó)際形勢(shì),基礎(chǔ)設(shè)施建營(yíng)一體化如BOT模式正在成為中國(guó)企業(yè)對(duì)外投資合作的主要方式和載體。水電行業(yè)是我國(guó)基礎(chǔ)產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力最強(qiáng)的部門之一,采用BOT方式進(jìn)行境外水電項(xiàng)目投資,有利于我國(guó)電力企業(yè)實(shí)現(xiàn)全產(chǎn)業(yè)鏈發(fā)展,在更高層次參與國(guó)際競(jìng)爭(zhēng),進(jìn)行資源和價(jià)值鏈整合,提高綜合國(guó)際競(jìng)爭(zhēng)力。但國(guó)際形勢(shì)的多變和投資東道國(guó)經(jīng)濟(jì)環(huán)境政策的不確定性,對(duì)境外水電BOT項(xiàng)目的經(jīng)濟(jì)風(fēng)險(xiǎn)評(píng)估和防范提出了挑戰(zhàn)。我國(guó)企業(yè)境外水電BOT項(xiàng)目起步晚,對(duì)于相對(duì)陌生的投資方式,存在著諸多經(jīng)濟(jì)風(fēng)險(xiǎn),風(fēng)險(xiǎn)評(píng)估和防范不當(dāng)會(huì)給投資企業(yè)帶來巨大的損失。本文主要研究了境外水電BOT項(xiàng)目經(jīng)濟(jì)風(fēng)險(xiǎn)的識(shí)別、評(píng)估和防范。本文以境外水電BOT項(xiàng)目經(jīng)濟(jì)風(fēng)險(xiǎn)為研究對(duì)象,在分析水電項(xiàng)目境外經(jīng)濟(jì)風(fēng)險(xiǎn)特點(diǎn)的基礎(chǔ)上,綜合運(yùn)用文獻(xiàn)分析和典型案例分析對(duì)境外水電BOT項(xiàng)目存在的經(jīng)濟(jì)風(fēng)險(xiǎn)做了系統(tǒng)識(shí)別和總結(jié)。本文認(rèn)為境外水電BOT項(xiàng)目經(jīng)濟(jì)風(fēng)險(xiǎn)主要分為匯率風(fēng)險(xiǎn)、利率風(fēng)險(xiǎn)、通貨膨脹風(fēng)險(xiǎn)和經(jīng)濟(jì)政策風(fēng)險(xiǎn)。在識(shí)別境外水電BOT項(xiàng)目經(jīng)濟(jì)風(fēng)險(xiǎn)的基礎(chǔ)上,利用專家打分法和模糊綜合評(píng)估法建立境外水電BOT項(xiàng)目經(jīng)濟(jì)風(fēng)險(xiǎn)評(píng)估模型,對(duì)境外水電BOT項(xiàng)目經(jīng)濟(jì)風(fēng)險(xiǎn)進(jìn)行評(píng)估,并通過柬埔寨甘再水電站項(xiàng)目進(jìn)行實(shí)證分析。最后,本文從企業(yè)和政府兩個(gè)層面提出境外水電BOT項(xiàng)目經(jīng)濟(jì)風(fēng)險(xiǎn)應(yīng)對(duì)措施和對(duì)策建議。
[Abstract]:At present, the Chinese government is actively promoting the construction of "Belt and Road" and steadily developing international capacity cooperation. In the face of the complicated international situation, The integration of infrastructure construction and management, such as BOT mode, is becoming the main mode and carrier of Chinese enterprises' overseas investment and cooperation. Hydropower industry is one of the most competitive international departments in China's basic industries, and overseas hydropower projects are invested by BOT mode. It is beneficial for Chinese electric power enterprises to realize the development of the whole industry chain, participate in international competition at a higher level, integrate resources and value chains, and improve the comprehensive international competitiveness. This paper presents a challenge to the economic risk assessment and prevention of offshore hydropower BOT projects. The overseas hydropower BOT projects of Chinese enterprises started late, and there are many economic risks for relatively unfamiliar investment modes. Improper risk assessment and prevention will bring huge losses to investment enterprises. This paper mainly studies the identification, evaluation and prevention of economic risks of offshore hydropower BOT projects. On the basis of analyzing the characteristics of overseas economic risks of hydropower projects, The economic risk of offshore hydropower BOT project is systematically identified and summarized by comprehensive literature analysis and typical case analysis. This paper holds that the economic risk of offshore hydropower BOT project is mainly divided into exchange rate risk and interest rate risk. Inflation risk and economic policy risk. On the basis of identifying economic risk of offshore hydropower BOT project, the economic risk assessment model of offshore hydropower BOT project is established by using expert scoring method and fuzzy comprehensive evaluation method. The economic risk of offshore hydropower BOT project is evaluated, and the empirical analysis is carried out through the Ganzao Hydropower Project in Cambodia. Finally, this paper puts forward some countermeasures and suggestions on economic risk of offshore hydropower BOT project from the two aspects of enterprise and government.
