【摘要】：當(dāng)前,中國政府積極推進“一帶一路”建設(shè),穩(wěn)步發(fā)展國際產(chǎn)能合作。面對錯綜復(fù)雜的國際形勢,基礎(chǔ)設(shè)施建營一體化如BOT模式正在成為中國企業(yè)對外投資合作的主要方式和載體。水電行業(yè)是我國基礎(chǔ)產(chǎn)業(yè)國際競爭力最強的部門之一,采用BOT方式進行境外水電項目投資,有利于我國電力企業(yè)實現(xiàn)全產(chǎn)業(yè)鏈發(fā)展,在更高層次參與國際競爭,進行資源和價值鏈整合,提高綜合國際競爭力。但國際形勢的多變和投資東道國經(jīng)濟環(huán)境政策的不確定性,對境外水電BOT項目的經(jīng)濟風(fēng)險評估和防范提出了挑戰(zhàn)。我國企業(yè)境外水電BOT項目起步晚,對于相對陌生的投資方式,存在著諸多經(jīng)濟風(fēng)險,風(fēng)險評估和防范不當(dāng)會給投資企業(yè)帶來巨大的損失。本文主要研究了境外水電BOT項目經(jīng)濟風(fēng)險的識別、評估和防范。本文以境外水電BOT項目經(jīng)濟風(fēng)險為研究對象,在分析水電項目境外經(jīng)濟風(fēng)險特點的基礎(chǔ)上,綜合運用文獻分析和典型案例分析對境外水電BOT項目存在的經(jīng)濟風(fēng)險做了系統(tǒng)識別和總結(jié)。本文認(rèn)為境外水電BOT項目經(jīng)濟風(fēng)險主要分為匯率風(fēng)險、利率風(fēng)險、通貨膨脹風(fēng)險和經(jīng)濟政策風(fēng)險。在識別境外水電BOT項目經(jīng)濟風(fēng)險的基礎(chǔ)上,利用專家打分法和模糊綜合評估法建立境外水電BOT項目經(jīng)濟風(fēng)險評估模型,對境外水電BOT項目經(jīng)濟風(fēng)險進行評估,并通過柬埔寨甘再水電站項目進行實證分析。最后,本文從企業(yè)和政府兩個層面提出境外水電BOT項目經(jīng)濟風(fēng)險應(yīng)對措施和對策建議。
[Abstract]:At present, the Chinese government is actively promoting the construction of "Belt and Road" and steadily developing international capacity cooperation. In the face of the complicated international situation, The integration of infrastructure construction and management, such as BOT mode, is becoming the main mode and carrier of Chinese enterprises' overseas investment and cooperation. Hydropower industry is one of the most competitive international departments in China's basic industries, and overseas hydropower projects are invested by BOT mode. It is beneficial for Chinese electric power enterprises to realize the development of the whole industry chain, participate in international competition at a higher level, integrate resources and value chains, and improve the comprehensive international competitiveness. This paper presents a challenge to the economic risk assessment and prevention of offshore hydropower BOT projects. The overseas hydropower BOT projects of Chinese enterprises started late, and there are many economic risks for relatively unfamiliar investment modes. Improper risk assessment and prevention will bring huge losses to investment enterprises. This paper mainly studies the identification, evaluation and prevention of economic risks of offshore hydropower BOT projects. On the basis of analyzing the characteristics of overseas economic risks of hydropower projects, The economic risk of offshore hydropower BOT project is systematically identified and summarized by comprehensive literature analysis and typical case analysis. This paper holds that the economic risk of offshore hydropower BOT project is mainly divided into exchange rate risk and interest rate risk. Inflation risk and economic policy risk. On the basis of identifying economic risk of offshore hydropower BOT project, the economic risk assessment model of offshore hydropower BOT project is established by using expert scoring method and fuzzy comprehensive evaluation method. The economic risk of offshore hydropower BOT project is evaluated, and the empirical analysis is carried out through the Ganzao Hydropower Project in Cambodia. Finally, this paper puts forward some countermeasures and suggestions on economic risk of offshore hydropower BOT project from the two aspects of enterprise and government.
