【摘要】：對外貿(mào)易是一個國家或地區(qū)經(jīng)濟實力的集中體現(xiàn),對地方經(jīng)濟的發(fā)展有著強力的帶動作用。國際金融危機爆發(fā)后,蘇州的對外貿(mào)易發(fā)展速度有所放緩。目前,國際經(jīng)濟雖有所回暖,但經(jīng)濟形勢并沒有根本好轉(zhuǎn),國內(nèi)區(qū)域競爭壓力不斷加大,蘇州外貿(mào)發(fā)展面臨的困難、風險和挑戰(zhàn)有增無減。本文在產(chǎn)業(yè)集群理論、政府工具理論等理論指導下,從政府視角對蘇州外貿(mào)情況進行了研究,概括了蘇州外貿(mào)發(fā)展經(jīng)歷的初級探索、調(diào)整積累、量質(zhì)并舉、穩(wěn)增長等四大發(fā)展階段,指出當前形勢下蘇州外貿(mào)發(fā)展面臨著高基數(shù)下增長乏力、外資依賴程度較強、市場結(jié)構(gòu)不夠均衡、產(chǎn)品結(jié)構(gòu)不夠合理等四大問題,分析了貿(mào)易形勢復雜多變、產(chǎn)業(yè)優(yōu)勢趨于弱化、主體優(yōu)勢趨于弱化等原因,提出了四大對策建議:一是加強結(jié)構(gòu)調(diào)控、轉(zhuǎn)變貿(mào)易發(fā)展方式,二是加強行業(yè)引導、培育外貿(mào)新增長點,三是加強綜合服務、建設(shè)綜合服務體系,四是加強行政監(jiān)管,優(yōu)化外貿(mào)發(fā)展環(huán)境。
[Abstract]:Foreign trade is a concentrated embodiment of the economic strength of a country or region and has a strong driving effect on the development of the local economy. After the outbreak of the international financial crisis, the speed of foreign trade development in Suzhou has slowed down. At present, Although the international economy has improved somewhat, the economic situation has not fundamentally improved, the domestic regional competition pressure has been increasing, the difficulties, risks and challenges facing the development of Suzhou's foreign trade have increased unabated. Under the guidance of the theory of government tools and other theories, this paper studies the situation of Suzhou foreign trade from the government angle of view, and summarizes the four stages of Suzhou's foreign trade development: primary exploration, adjustment and accumulation, simultaneous development of quantity and quality, steady growth. This paper points out that the development of Suzhou's foreign trade is facing four major problems, such as weak growth at high base, strong dependence on foreign capital, unbalanced market structure and unreasonable product structure, and analyzes the complex and changeable trade situation. The industrial advantage tends to weaken, the main advantage tends to weaken, and so on. Four countermeasures and suggestions are put forward: first, to strengthen the structural adjustment and control, to change the mode of trade development, second, to strengthen the industry guidance, to cultivate the new growth point of foreign trade, and third, to strengthen the comprehensive service. To build a comprehensive service system, fourth, to strengthen administrative supervision and optimize the environment for the development of foreign trade.
