【摘要】：光伏產(chǎn)業(yè)是全球性的新興能源產(chǎn)業(yè),具有巨大的市場發(fā)展?jié)摿?和水能、風(fēng)能一樣,太陽能作為一種新能源,具有環(huán)境污染低、可循環(huán)利用等優(yōu)點(diǎn)。在水能和風(fēng)能都已經(jīng)成為世界能源結(jié)構(gòu)中不可或缺的一部分時(shí),為加快太陽能光伏產(chǎn)業(yè)的發(fā)展步伐,力求在光伏應(yīng)用領(lǐng)域占據(jù)主導(dǎo)地位,世界各國都在為之努力。我國光伏產(chǎn)品產(chǎn)量從2005年開始不斷飆升,而中國國內(nèi)消費(fèi)市場發(fā)展緩慢,中國對(duì)歐美的光伏產(chǎn)品出口量巨大。然而隨著次貸危機(jī)、歐債危機(jī)席卷全球,歐美各國陸續(xù)宣布消減開支,政府大幅調(diào)低對(duì)光伏產(chǎn)品的生產(chǎn)補(bǔ)貼,整個(gè)光伏消費(fèi)市場大面積萎縮,全球光伏產(chǎn)業(yè)走向低谷。歐美國家為了保護(hù)本國戰(zhàn)略性新興產(chǎn)業(yè)、保證國內(nèi)就業(yè)和擴(kuò)大出口,對(duì)中國光伏產(chǎn)品進(jìn)行“雙反”調(diào)查,僅歐盟方面,涉案金額超過200億美元,是中歐雙方迄今為止最大的貿(mào)易糾紛,也是全球涉案金額最大的貿(mào)易爭端。基于以上背景,結(jié)合河北省光伏企業(yè)實(shí)際情況,在理論上系統(tǒng)地對(duì)反傾銷相關(guān)概念予以闡述,深入分析歐美對(duì)我國光伏產(chǎn)品進(jìn)行反傾銷的現(xiàn)狀和原因,與此同時(shí),又對(duì)我國現(xiàn)階段反制歐美反傾銷措施的效果進(jìn)行評(píng)價(jià),以期分析找出應(yīng)對(duì)本次反傾銷的方法與策略,這對(duì)今后避免此類反傾銷案件和我省光伏產(chǎn)業(yè)可持續(xù)發(fā)展具有十分重要的理論意義與現(xiàn)實(shí)意義。
[Abstract]:Photovoltaic industry is a new global energy industry, which has great market development potential. As a new energy source, solar energy has low environmental pollution, just like water and wind energy. In order to speed up the development of solar photovoltaic industry, and strive to occupy the leading position in photovoltaic application field, water and wind energy have become an indispensable part of the energy structure of the world. The output of photovoltaic products in China has been soaring since 2005, while the domestic consumer market in China is developing slowly, and the export of photovoltaic products from China to Europe and the United States is huge. However, with the subprime mortgage crisis, the European debt crisis has swept the world. European and American countries have successively announced cuts in their spending, the government has substantially reduced the production subsidies for photovoltaic products, the entire photovoltaic consumer market has shrunk in a large area, and the global photovoltaic industry is heading for a low ebb. In order to protect its own strategic emerging industries, the European and American countries, To guarantee domestic employment and expand exports, and to carry out a "double-counter" investigation of Chinese photovoltaic products. The EU alone, involving more than US $20 billion, is the largest trade dispute between China and the EU to date. It is also the largest trade dispute involving in the world. Based on the above background, combined with the actual situation of photovoltaic enterprises in Hebei Province, the related concepts of anti-dumping are systematically expounded in theory. This paper deeply analyzes the current situation and causes of antidumping of photovoltaic products in China by Europe and the United States. At the same time, it evaluates the effect of antidumping measures against Europe and the United States at the present stage in China, in order to find out the methods and strategies to deal with this anti-dumping. This is of great theoretical and practical significance for avoiding such anti-dumping cases and sustainable development of photovoltaic industry in our province in the future.
