【摘要】：隨著國際區(qū)域經(jīng)濟一體化進程的不斷推進,簽署雙邊和區(qū)域自由貿(mào)易協(xié)定(FTA)成為推動成員國貿(mào)易自由化和經(jīng)濟增長的重要方式。在各國貿(mào)易制度日益開放的"后關(guān)稅時代",貿(mào)易便利化已成為各國間自貿(mào)協(xié)定談判的一項重要議題。本文就中國已簽署的自由貿(mào)易協(xié)定,測度了其貿(mào)易便利化水平,重點研究這些區(qū)域雙邊貿(mào)易協(xié)定(FTA)對貿(mào)易規(guī)模可能產(chǎn)生的影響。在全面梳理所有文本中貿(mào)易便利化條款的基礎(chǔ)上,對比分析中國自由貿(mào)易協(xié)定中的貿(mào)易便利化相關(guān)內(nèi)容,歸納區(qū)域貿(mào)易協(xié)定中關(guān)于貿(mào)易便利化的發(fā)展趨勢和協(xié)定特征,構(gòu)建了貿(mào)易便利化測評指標體系。運用計分法測算出2007—2015年各FTAs文本條款的貿(mào)易便利化得分,本文研究顯示:現(xiàn)階段中國自貿(mào)協(xié)定中貿(mào)易便利化水平總體偏低,與發(fā)達國家之間的承諾水平高于發(fā)展中國家。在CES效用函數(shù)的基礎(chǔ)上,對貿(mào)易便利化與雙邊貿(mào)易規(guī)模進行了機理分析,并利用2007—2015年跨國面板數(shù)據(jù)分層次檢驗了 FTA貿(mào)易便利化水平對貿(mào)易規(guī)模的影響。本文研究表明:自貿(mào)協(xié)定的貿(mào)易便利化水平對雙邊貿(mào)易規(guī)模的影響是顯著的,隨著自貿(mào)協(xié)定的簽署和貿(mào)易便利化水平的提高,雙邊貿(mào)易規(guī)模逐漸擴大,比降低關(guān)稅的促進作用更大,并且其對出口貿(mào)易規(guī)模的影響大于對進口貿(mào)易的影響。自貿(mào)協(xié)定中貿(mào)易便利化水平的影響隨著時間的推移,對貿(mào)易規(guī)模的影響逐漸增大。本文從改善貿(mào)易便利化的角度提出了相關(guān)建議,為未來中國在對外自貿(mào)協(xié)定談判和經(jīng)貿(mào)往來中提供了方向性的借鑒。
[Abstract]:With the advancement of international regional economic integration process. The signing of bilateral and regional free trade agreements (FTAs) has become an important way to promote trade liberalization and economic growth of member countries. Trade facilitation has become an important issue in the negotiation of free trade agreements among countries. This paper measures the level of trade facilitation of free trade agreements signed by China. The study focuses on the possible impact of these regional bilateral trade agreements on the scale of trade. On the basis of a comprehensive review of trade facilitation provisions in all texts. This paper compares and analyzes the content of trade facilitation in China's free trade agreements, and summarizes the development trend and characteristics of trade facilitation in regional trade agreements. The evaluation index system of trade facilitation is constructed, and the trade facilitation scores of each FTAs text clause from 2007 to 2015 are calculated by using the scorecard method. The research shows that the level of trade facilitation in the FTA is on the low side and the level of commitment between the developed countries and the developed countries is higher than that of the developing countries. On the basis of the utility function of CES. The mechanism of trade facilitation and bilateral trade scale is analyzed. The effects of the level of FTA trade facilitation on the scale of trade are tested by using the cross-country panel data from 2007 to 2015. The impact of the level of FTA trade facilitation on the scale of bilateral trade is significant. With the signing of free trade agreements and the improvement of trade facilitation, the scale of bilateral trade has gradually expanded, which is more important than tariff reduction. And its impact on the scale of export trade is greater than on import trade. The impact of the level of trade facilitation in FTA over time. This paper puts forward some suggestions from the angle of improving trade facilitation, which provides a reference for China in the negotiation of foreign free trade agreements and economic and trade exchanges in the future.
