【摘要】：2015年,國(guó)務(wù)院相繼發(fā)布《中國(guó)制造2025》和《關(guān)于推進(jìn)國(guó)際產(chǎn)能和裝備制造合作的指導(dǎo)意見(jiàn)》,意見(jiàn)強(qiáng)調(diào),只有不斷加強(qiáng)中國(guó)制造業(yè)的國(guó)際競(jìng)爭(zhēng)實(shí)力,才能把中國(guó)的綜合實(shí)力、國(guó)家安全度、國(guó)際地位有效地提上來(lái),才能實(shí)現(xiàn)中國(guó)的富強(qiáng)夢(mèng)[1];這是適應(yīng)于中國(guó)國(guó)情的"工業(yè)4.0計(jì)劃",也是中國(guó)進(jìn)行制造強(qiáng)國(guó)計(jì)劃的第一步,爭(zhēng)取在2025年實(shí)現(xiàn)中國(guó)制造業(yè)的國(guó)際競(jìng)爭(zhēng)實(shí)力提升,邁入制造強(qiáng)國(guó)行列[2]。隨著中國(guó)對(duì)外開(kāi)放繼續(xù)深入,國(guó)家在裝備制造業(yè)方面提供政策扶持,裝備制造業(yè)在技術(shù)創(chuàng)新方面的能力不斷提升,自主研發(fā)、產(chǎn)品更新能力不斷增強(qiáng),出現(xiàn)了一批具有出口國(guó)際市場(chǎng)能力的企業(yè)[3]。像高鐵、核電等裝備制造業(yè)具有突出的技術(shù)與價(jià)格優(yōu)勢(shì),能夠滿(mǎn)足國(guó)內(nèi)市場(chǎng)的需求并迅速拓展國(guó)際市場(chǎng)。但中國(guó)大部分裝備制造行業(yè)出口貿(mào)易出現(xiàn)利潤(rùn)下滑、產(chǎn)能過(guò)剩、出口結(jié)構(gòu)不合理等問(wèn)題。在把產(chǎn)品打入國(guó)際市場(chǎng)時(shí),這些裝備制造企業(yè)因出口競(jìng)爭(zhēng)力薄弱、貿(mào)易壁壘以及政府政策引導(dǎo)不足等原因頻頻受挫。研究如何提升中國(guó)裝備制造業(yè)出口競(jìng)爭(zhēng)力,加入經(jīng)濟(jì)全球化進(jìn)程,拓展經(jīng)濟(jì)的增長(zhǎng)空間,保障我國(guó)在世界貿(mào)易組織中的權(quán)力的行使,有效地占據(jù)國(guó)際和國(guó)內(nèi)市場(chǎng),有效利用國(guó)內(nèi)國(guó)外優(yōu)勢(shì)資源,這對(duì)加強(qiáng)公司的自主研發(fā)和技術(shù)創(chuàng)新能力,促進(jìn)中國(guó)向高新技術(shù)裝備制造業(yè)的轉(zhuǎn)移具有重要意義。對(duì)我國(guó)的裝備制造業(yè)的產(chǎn)業(yè)分布結(jié)構(gòu)和出口布局進(jìn)行優(yōu)化管理,培養(yǎng)和增強(qiáng)中國(guó)裝備制造企業(yè)核心產(chǎn)業(yè)優(yōu)勢(shì)和出口競(jìng)爭(zhēng)力,為裝備制造企業(yè)探討出口路徑、擴(kuò)大對(duì)外貿(mào)易、進(jìn)行國(guó)際化發(fā)展提供建議,為政府制定促進(jìn)行業(yè)出口的財(cái)政政策與法律法規(guī)提出參考建議。本文收集了大量裝備制造行業(yè)進(jìn)出口貿(mào)易資料,從貿(mào)易的角度挑選了評(píng)價(jià)裝備制造業(yè)出口競(jìng)爭(zhēng)力的若干個(gè)指標(biāo),深入研究了中國(guó)裝備制造業(yè)的歷史進(jìn)程、出口競(jìng)爭(zhēng)優(yōu)勢(shì),分析了國(guó)際形勢(shì)日趨復(fù)雜、國(guó)內(nèi)加大政策支持的環(huán)境下,中國(guó)裝備制造業(yè)的出口貿(mào)易現(xiàn)狀及其所面臨的國(guó)際形勢(shì)變化,分析了形成我國(guó)裝備制造業(yè)出口競(jìng)爭(zhēng)力現(xiàn)狀的原因,并啟示性地羅列出打造中國(guó)裝備制造業(yè)出口競(jìng)爭(zhēng)力優(yōu)勢(shì)方面的政策建議,主要結(jié)論如下:1.促進(jìn)中國(guó)裝備制造業(yè)產(chǎn)品在海外市場(chǎng)的布局,不僅可以使我國(guó)的進(jìn)出口商品結(jié)構(gòu)更合理,而且有助于推進(jìn)國(guó)內(nèi)裝備制造業(yè)向高技術(shù)產(chǎn)業(yè)轉(zhuǎn)型,這也對(duì)構(gòu)建中國(guó)新型的國(guó)內(nèi)外競(jìng)爭(zhēng)格局有極大的推進(jìn)意義。2.加入世界貿(mào)易組織后,中國(guó)的裝備制造業(yè)進(jìn)入國(guó)際市場(chǎng)的進(jìn)程發(fā)展迅速,國(guó)際市場(chǎng)占有率大幅提高,出口貿(mào)易的能力顯著提高,處于國(guó)際市場(chǎng)的競(jìng)爭(zhēng)優(yōu)勢(shì)也逐漸提升。在當(dāng)前國(guó)內(nèi)外市場(chǎng)低迷時(shí)期,國(guó)內(nèi)積極提倡"供給側(cè)改革",深化海外市場(chǎng)布局;在國(guó)際市場(chǎng)上,企業(yè)把握"一路一帶"政策時(shí)機(jī),不斷增強(qiáng)裝備制造業(yè)產(chǎn)品出口競(jìng)爭(zhēng)力,并取得了可觀的成果。3.當(dāng)前中國(guó)裝備制造業(yè)產(chǎn)品在出口中存在貿(mào)易商品的附加值低、同質(zhì)商品競(jìng)爭(zhēng)過(guò)度、區(qū)位布局不合理、整體行業(yè)產(chǎn)品技術(shù)水平低、缺乏貿(mào)易保護(hù)相關(guān)政策支持等問(wèn)題。4.政策建議方面,從完善中國(guó)裝備制造業(yè)出口的政策扶持、充分發(fā)揮中國(guó)制造行業(yè)協(xié)會(huì)的作用、提升微觀企業(yè)自身產(chǎn)業(yè)競(jìng)爭(zhēng)實(shí)力幾個(gè)方面提出解決中國(guó)裝備制造業(yè)出口所面臨困境的具體的政策建議和措施。
[Abstract]:In 2015, the State Council issued "guidance on China, manufacturing 2025> and < on promoting international capacity and equipment manufacturing cooperation opinions stressed only to strengthen Chinese manufacturing industry international competition, in order to China comprehensive strength, national security and international status has effectively raised, in order to achieve the dream of prosperity China [1] it is suitable for national conditions; Chinese" industrial 4 plan ", the first step is China manufacturing power plan, for a promotion in 2025 Chinese manufacturing industry international competition, entered the ranks of manufacturing power [2]. with China opening to continue in-depth, countries in the equipment manufacturing industry to provide policy support, improve the ability of equipment. The manufacturing industry in the technological innovation of the independent research and development, product update ability unceasingly strengthens, there have been a number of export to the international market capacity of the enterprise [3]. Like high-speed rail, nuclear power etc. The equipment manufacturing industry has outstanding technical and price advantage, to meet the needs of the domestic market and the rapid expansion of the international market. But most of the equipment manufacturing industry Chinese export trade profits decline, overcapacity, export structure is not reasonable. The products into the international market, the equipment manufacturing enterprises for export competitiveness is weak, trade barriers the government and the lack of policy guidance and other reasons. Frequently frustrated the research on how to improve the China equipment manufacturing export competitiveness, economic globalization, expand economic growth space, the exercise of protection of China's power in the world trade organization, effectively occupy the international and domestic market, the effective use of domestic and foreign resources, which is to strengthen the company's independent research and development and technological innovation ability, promote the China has important significance to the transfer of high-tech equipment manufacturing industry in our country. The structure of the industry and export layout of the equipment manufacturing industry to optimize the management, cultivate and enhance the core China equipment manufacturing industry and the export competitiveness of enterprises, to explore the export path for the equipment manufacturing enterprises, expand foreign trade, to provide suggestions for the internationalization development, promote the development of the financial industry export policies and laws and regulations to put forward suggestions for the government in this paper. A large collection of equipment manufacturing industry import and export trade data, from the perspective of international trade picked up some indexes of equipment manufacturing industry export competitiveness, in-depth study of the history of China equipment manufacturing industry, the export competitive advantage, analyses the international situation is becoming increasingly complex, domestic policy support environment, changes in the international situation, the current situation of export trade Chinese equipment manufacturing industry and its facing, analyzes the formation of China's equipment manufacturing export competitiveness is the original Because of, and lists the manufacturing export competitiveness advantage China equipment manufacturing policy enlightenment to Romania, the main conclusions are as follows: 1.
