【摘要】：本文認為,隨著經(jīng)濟新常態(tài)的發(fā)展,新疆作為絲綢之路經(jīng)濟帶的核心區(qū)域,依托區(qū)域特色以及地緣優(yōu)勢,積極調(diào)整產(chǎn)業(yè)結(jié)構(gòu),尤其要發(fā)展無污染、高回報率的綠色、無煙產(chǎn)業(yè),這些產(chǎn)業(yè)已成為衡量一個城市是否具有核心競爭力的重要指標。會展業(yè)作為文化產(chǎn)業(yè),是第三產(chǎn)業(yè)的重要組成部分,它的發(fā)展不僅會帶動文化產(chǎn)業(yè)和其他產(chǎn)業(yè)的聯(lián)動發(fā)展,進而促進國民經(jīng)濟產(chǎn)業(yè)鏈的全域提高。會展業(yè)作為一種集會議、展覽于一體的新興經(jīng)濟形態(tài),已然逐步發(fā)展成為一國或者一個地區(qū)國民經(jīng)濟新的增長點,更被譽為推動國民經(jīng)濟發(fā)展的“晴雨表”以及“助推器”,隨著全球經(jīng)濟一體化進程的不斷推進,會展業(yè)在經(jīng)濟發(fā)展中扮演的角色將越來越重要。本文以經(jīng)濟發(fā)展和產(chǎn)業(yè)經(jīng)濟理論為基礎(chǔ),深刻分析會展業(yè)與經(jīng)濟發(fā)展之間的相互關(guān)系,并在剖析二者之間的關(guān)聯(lián)機制以及對新疆會展業(yè)發(fā)展現(xiàn)狀的評估的基礎(chǔ)上,指出了影響新疆會展業(yè)成為國民經(jīng)濟新的增長點的制約因素及相關(guān)問題,即政府過度干預(yù)且政策導(dǎo)向不足,缺乏展會專業(yè)人才與公司,產(chǎn)業(yè)鏈發(fā)展不完善,會展行業(yè)監(jiān)管體制不足等。論文提出了推動新疆會展業(yè)成為國民經(jīng)濟新的增長點的必要條件與充分條件,即會展業(yè)低投入高產(chǎn)出無污染,并且可以完善并優(yōu)化產(chǎn)業(yè)鏈與產(chǎn)業(yè)結(jié)構(gòu),促進商品貿(mào)易與流轉(zhuǎn),減緩社會就業(yè)壓力,提升會展城市整體競爭力,并且具備良好的資源稟賦條件以及發(fā)展態(tài)勢良好,規(guī)模配置也越加完善。本文結(jié)合國內(nèi)外成熟的會展業(yè)發(fā)展經(jīng)驗,以德國、法國、美國以及成都、大連為例,設(shè)計了推動新疆會展業(yè)成為國民經(jīng)濟新的增長點應(yīng)充分發(fā)揮資源優(yōu)勢,牢牢把握國家政策支持,配合經(jīng)濟新常態(tài)所帶來的新契機,成立特色品牌展會,優(yōu)化產(chǎn)業(yè)轉(zhuǎn)型升級,將新疆會展業(yè)做大做強的相關(guān)路徑,以及為實現(xiàn)該路徑應(yīng)實施的關(guān)于政府監(jiān)管體制、政策扶持制度、專業(yè)人才培訓以及完善產(chǎn)業(yè)鏈等方面的保障措施。
[Abstract]:This paper holds that with the development of the new normal economy, Xinjiang, as the core region of the Silk Road economic belt, depends on the regional characteristics and geographical advantages to actively adjust the industrial structure, especially to develop pollution-free. Green and smokeless industries with high rate of return, these industries have become an important indicator to measure whether a city has core competitiveness. As a cultural industry, exhibition industry is an important part of the tertiary industry. Its development will not only drive the cultural industry and other industries of the linkage development, and then promote the national economy industry chain to improve the whole region. Convention and exhibition industry as a conference, exhibition in one of the emerging economic form. It has gradually developed into a new growth point of the national economy of a country or a region, and has been praised as a "barometer" and a "booster" to promote the development of the national economy, along with the continuous advancement of the process of global economic integration. The role of exhibition industry in economic development will become more and more important. Based on the theory of economic development and industrial economy, this paper deeply analyzes the relationship between exhibition industry and economic development. On the basis of analyzing the related mechanism between the two and evaluating the present situation of Xinjiang convention and exhibition industry, this paper points out the restrictive factors and related problems that affect the Xinjiang convention and exhibition industry to become a new growth point of national economy. That is, excessive government intervention and inadequate policy guidance, lack of exhibition professionals and companies, industrial chain development is not perfect. The paper puts forward the necessary conditions and sufficient conditions to promote Xinjiang convention and exhibition industry to become a new growth point of national economy, that is, low input and high output of exhibition industry without pollution. And can improve and optimize the industrial chain and industrial structure, promote commodity trade and circulation, reduce the pressure of social employment, improve the overall competitiveness of the exhibition city. And has good resource endowment and development situation is good, the scale allocation is also more perfect. This article combines the domestic and foreign mature exhibition industry development experience, takes Germany, France, the United States and Chengdu, Dalian for example. Designed to promote the Xinjiang exhibition industry to become a new growth point of the national economy should give full play to the advantages of resources, firmly grasp the state policy support, with the new opportunities brought by the new normal economy, set up a unique brand exhibition. To optimize the industrial transformation and upgrading, to make the Xinjiang exhibition industry bigger and stronger, and to achieve this path on the implementation of the government regulatory system, policy support system. Professional personnel training and improve the industrial chain and other aspects of protection measures.
