【摘要】:在經(jīng)濟(jì)全球化不斷深入的背景下,我國(guó)各類經(jīng)濟(jì)活動(dòng)參與國(guó)際市場(chǎng)的程度也在不斷加深,2014年我國(guó)出口貿(mào)易總額高達(dá)2.34萬(wàn)億美元,比1978年增長(zhǎng)了約170倍,顯然,出口規(guī)模得到了持續(xù)穩(wěn)定地增長(zhǎng)。伴隨著出口規(guī)模不斷擴(kuò)張與生產(chǎn)力水平的提高,我國(guó)出口產(chǎn)品質(zhì)量也得到了一定提升。與世界同等水平國(guó)家相比,我國(guó)出口產(chǎn)品的技術(shù)含量處于較為領(lǐng)先的地位,但與發(fā)達(dá)國(guó)家相比,卻仍然存在較大差距。中國(guó)對(duì)外貿(mào)易發(fā)展的道路仍然十分艱巨,當(dāng)務(wù)之急是要努力提升我國(guó)出口產(chǎn)品的質(zhì)量,縮小同發(fā)達(dá)國(guó)家的差距!2014年全球貿(mào)易促進(jìn)報(bào)告》從市場(chǎng)準(zhǔn)入、邊境管理、基礎(chǔ)設(shè)施和運(yùn)營(yíng)環(huán)境等方面對(duì)各國(guó)的貿(mào)易發(fā)展進(jìn)行了評(píng)估。報(bào)告指出,基礎(chǔ)設(shè)施薄弱,包括市場(chǎng)效率低下,手續(xù)繁雜,設(shè)備不完善等也會(huì)在一定程度上影響一國(guó)出口產(chǎn)品質(zhì)量,進(jìn)而影響一國(guó)貿(mào)易發(fā)展。由此可見(jiàn),基礎(chǔ)設(shè)施在提升出口產(chǎn)品質(zhì)量的過(guò)程中扮演著重要的角色,因此,全面深入研究二者的關(guān)系有著非常重要的意義。本文首先對(duì)相關(guān)文獻(xiàn)進(jìn)行了梳理及評(píng)述。在此基礎(chǔ)上,從理論分析的框架上對(duì)基礎(chǔ)設(shè)施如何影響我國(guó)出口產(chǎn)品質(zhì)量進(jìn)行了詳盡地分析。其次,運(yùn)用技術(shù)水平調(diào)整后的產(chǎn)品單位價(jià)值指標(biāo)來(lái)衡量出口產(chǎn)品質(zhì)量,并對(duì)其進(jìn)行了探索性空間數(shù)據(jù)分析。發(fā)現(xiàn)我國(guó)出口產(chǎn)品質(zhì)量存在地理空間上的集群分布效應(yīng);大部分省(市)Moran'I散點(diǎn)散落在H-H和L-L兩個(gè)象限內(nèi),出口產(chǎn)品質(zhì)量呈現(xiàn)顯著的空間自相關(guān)性;诖,本文采用空間計(jì)量中的極大似然估計(jì)法,實(shí)證分析了2002-2008年中國(guó)31個(gè)省(市)的基礎(chǔ)設(shè)施對(duì)出口產(chǎn)品質(zhì)量的影響。研究結(jié)果表明:除了能源基礎(chǔ)設(shè)施對(duì)出口產(chǎn)品質(zhì)量的提升無(wú)明顯影響,其它兩大經(jīng)濟(jì)性基礎(chǔ)設(shè)施(交通基礎(chǔ)設(shè)施和信息基礎(chǔ)設(shè)施)對(duì)各省(市)出口產(chǎn)品質(zhì)量的提升均有較為顯著的正向影響,且信息基礎(chǔ)設(shè)施的影響程度較高。此外,科技研發(fā)、文化教育以及市場(chǎng)開(kāi)放度等社會(huì)性基礎(chǔ)設(shè)施的投入對(duì)各省(市)出口產(chǎn)品質(zhì)量的提升均有顯著的正向影響,且文化教育的影響程度較為明顯。最后,提出了注重交通基礎(chǔ)設(shè)施建設(shè),降低物流成本;提高能源利用效率,優(yōu)化能源結(jié)構(gòu);加強(qiáng)信息基礎(chǔ)設(shè)施,有效利用信息資源;提高科研投入轉(zhuǎn)化為實(shí)際生產(chǎn)力的效率;提高教育質(zhì)量水平,提升智力資本;加速推進(jìn)市場(chǎng)經(jīng)濟(jì)體制改革,優(yōu)化投資環(huán)境;打破行政區(qū)劃限制,協(xié)調(diào)區(qū)域發(fā)展等促進(jìn)出口產(chǎn)品質(zhì)量提升的若干政策建議。
[Abstract]:With the deepening of economic globalization, the degree of China's various economic activities to participate in the international market is also deepening. In 2014, the total amount of China's export trade was as high as 2.34 tillion US dollars. This is an increase of about 170-fold since 1978, and it is clear that the scale of exports has continued to grow steadily, along with the constant expansion of export size and the improvement of productivity levels. Compared with the same level countries in the world, the technical content of our export products is in the leading position, but compared with the developed countries. However, there is still a big gap. The development of China's foreign trade is still very difficult, the urgent task is to improve the quality of China's export products. Closing the gap with developed countries. The 2014 Global Trade Promotion report assesses the development of trade among countries in terms of market access, border management, infrastructure and the operating environment, the report said. Weak infrastructure, including inefficient markets, complicated procedures, imperfect equipment and so on, will also affect the quality of a country's export products to a certain extent, and then affect the development of a country's trade. Infrastructure plays an important role in improving the quality of exports. Comprehensive and in-depth study of the relationship between the two has a very important significance. Firstly, this paper reviews the relevant literature. On this basis. From the theoretical analysis of the framework of infrastructure how to affect the quality of our export products are analyzed in detail. Secondly, the unit value of products adjusted by the technology level is used to measure the quality of export products. By analyzing the exploratory spatial data, it is found that the quality of China's export products has the effect of cluster distribution in geographical space. Most of the provinces (cities) are scattered in H-H and L-L quadrants, and the quality of export products shows significant spatial autocorrelation. In this paper, the maximum likelihood estimation method in spatial measurement is used. Empirical analysis of 31 provinces (cities) in China from 2002 to 2008; The impact of infrastructure on the quality of export products. The results show that except for energy infrastructure, there is no significant impact on the quality of export products. The other two major economic infrastructure (transport infrastructure and information infrastructure) have a significant positive impact on the quality improvement of export products of each province (city). In addition, the investment of social infrastructure, such as R & D, culture and education, and market openness, has a significant positive impact on the quality of export products of each province (city). And the influence of culture and education is obvious. Finally, the paper puts forward to pay attention to the construction of transportation infrastructure and reduce the logistics cost; Improving the efficiency of energy use and optimizing the energy structure; Strengthen the information infrastructure and make effective use of information resources; Improving the efficiency of transforming scientific research investment into actual productivity; Improving the quality of education and improving intellectual capital; Accelerating the reform of the market economy system and optimizing the investment environment; Some policy suggestions to improve the quality of export products, such as breaking the restriction of administrative divisions and coordinating regional development, are proposed.
