【摘要】：云南檢驗(yàn)檢疫系統(tǒng)承擔(dān)著云南地區(qū)進(jìn)出口動(dòng)物植物檢疫、衛(wèi)生檢疫及商品檢驗(yàn),而云南檢驗(yàn)檢疫系統(tǒng)實(shí)驗(yàn)室則承擔(dān)著對(duì)云南檢驗(yàn)檢疫行政執(zhí)法進(jìn)行技術(shù)支撐的作用,具有官方檢測實(shí)驗(yàn)室及承擔(dān)商業(yè)委托檢驗(yàn)雙重屬性。本文以云南檢驗(yàn)檢疫系統(tǒng)實(shí)驗(yàn)室的管理與發(fā)展為研究對(duì)象,通過對(duì)我國檢驗(yàn)檢疫、檢測機(jī)構(gòu)和云南檢驗(yàn)檢疫系統(tǒng)實(shí)驗(yàn)室的分析與研究,并在我國事業(yè)單位改革和分析國內(nèi)外檢驗(yàn)檢疫相關(guān)實(shí)驗(yàn)室管理及發(fā)展現(xiàn)狀的基礎(chǔ)上,對(duì)云南檢驗(yàn)檢疫系統(tǒng)從組織、資源、意識(shí)等方面進(jìn)行研究分析從而得出管理及發(fā)展方面的意見及建議。希望能夠?qū)ξ覈鴻z驗(yàn)檢疫機(jī)構(gòu)實(shí)驗(yàn)室特別是欠發(fā)達(dá)地區(qū)檢驗(yàn)檢疫實(shí)驗(yàn)室的管理與改革發(fā)展起到一定的借鑒作用。本文在前人的研究成果基礎(chǔ)上,查閱大量資料及聯(lián)系自己近十年系統(tǒng)內(nèi)的工作經(jīng)驗(yàn)對(duì)云南檢驗(yàn)檢疫系統(tǒng)實(shí)驗(yàn)室的管理與發(fā)展進(jìn)行了研究,具有以下特點(diǎn):一是強(qiáng)調(diào)了理論對(duì)實(shí)踐的作用。本文研究的是檢驗(yàn)檢疫系統(tǒng)實(shí)驗(yàn)室普遍面臨的問題,特別是欠發(fā)達(dá)地區(qū)的所面臨的挑戰(zhàn),對(duì)實(shí)踐具有一定的指導(dǎo)意義。二是美國、日本等國外發(fā)達(dá)國家的檢測機(jī)構(gòu)設(shè)置模式對(duì)我國的啟示,對(duì)于檢驗(yàn)檢疫工作就多部門共同管理,還是我國一個(gè)部門進(jìn)行管理,這各具優(yōu)缺點(diǎn),不一定要照搬照抄國外的做法,但是涉及國家安全與衛(wèi)生方面的檢測以官方實(shí)驗(yàn)室為主,這是值得我國借鑒。同時(shí)我國檢驗(yàn)檢疫系統(tǒng)實(shí)驗(yàn)室不應(yīng)因法檢工作只見資源的支出而未見效益便不重視其發(fā)展與效率,目前只有做好官方實(shí)驗(yàn)室職責(zé)前提下,經(jīng)營好第三方檢測業(yè)務(wù),使得個(gè)人價(jià)值與利益同時(shí)實(shí)現(xiàn)。
[Abstract]:Yunnan inspection and quarantine system is responsible for the import and export of animals in Yunnan plant quarantine, health quarantine and commodity inspection. The Yunnan Inspection and Quarantine system Laboratory is responsible for the technical support of Yunnan inspection and quarantine administrative law enforcement. This paper takes the management and development of Yunnan Inspection and Quarantine system as the research object, through the inspection and quarantine of our country. The analysis and research of the inspection and quarantine system laboratory of Yunnan Province, and the reform and analysis of the management and development status of the inspection and quarantine laboratory at home and abroad in our country. Yunnan inspection and quarantine system from the organization, resources. Through research and analysis on consciousness and other aspects, we can get the opinions and suggestions on management and development. I hope it will play an important role in the management and reform and development of inspection and quarantine laboratories in China's inspection and quarantine institutions, especially in less developed areas. This paper is based on the previous research results. The management and development of Yunnan Inspection and Quarantine system Laboratory were studied by consulting a large number of data and referring to their own working experience in the past ten years. With the following characteristics: first, it emphasizes the role of theory in practice. This paper studies the problems that the inspection and quarantine system laboratories generally face, especially the challenges in less developed areas. It has certain guiding significance to practice. The second is the inspiration to our country from the establishment mode of testing institutions in the developed countries such as the United States and Japan, and the multi-department joint management for inspection and quarantine work. Or the management of a department in China, which has advantages and disadvantages, do not have to copy the practice of foreign countries, but related to national security and health aspects of testing mainly in the official laboratory. This is worthy of our country's reference. At the same time, our inspection and quarantine system laboratories should not pay attention to the development and efficiency of the inspection and quarantine system only because of the expenditure of resources, but only do a good job in the premise of official laboratory duties. Manage the third party inspection business well, make individual value and benefit realize at the same time.
