【摘要】：工業(yè)和高技術(shù)產(chǎn)業(yè)在我國國民經(jīng)濟(jì)中具有十分重要的地位。研究高技術(shù)產(chǎn)品出口對(duì)工業(yè)的拉動(dòng)作用及外溢效應(yīng)有利于促進(jìn)我國工業(yè)和高技術(shù)產(chǎn)業(yè)的健康可持續(xù)發(fā)展。本文首先從我國工業(yè)及高技術(shù)產(chǎn)業(yè)發(fā)展格局及出口現(xiàn)狀入手,分析了我國工業(yè)及其出口部門和高技術(shù)產(chǎn)業(yè)及其出口部門的發(fā)展趨勢(shì)：目前我國工業(yè)和高技術(shù)產(chǎn)業(yè)保持著較穩(wěn)健的發(fā)展態(tài)勢(shì),但是工業(yè)出口增長速度和高技術(shù)產(chǎn)業(yè)出口增長速度都呈現(xiàn)出減緩趨勢(shì)。 本文采用了理論分析與實(shí)證研究相結(jié)合的研究方法。在理論分析方面,將高技術(shù)產(chǎn)品出口與工業(yè)經(jīng)濟(jì)增長關(guān)系還原到出口貿(mào)易與經(jīng)濟(jì)增長的關(guān)系,對(duì)出口貿(mào)易與經(jīng)濟(jì)增長的相關(guān)理論進(jìn)行歸納總結(jié)。從直接機(jī)制和間接機(jī)制的角度分析了高技術(shù)產(chǎn)品出口與工業(yè)經(jīng)濟(jì)增長之間的關(guān)系。在實(shí)證分析方面,將Feder經(jīng)典兩部門模型拓展為由工業(yè)中高技術(shù)產(chǎn)品出口部門、工業(yè)中非高技術(shù)產(chǎn)品出口部門和工業(yè)中非出口部門組成的三部門模型。通過對(duì)我國2007-2012年省際面板數(shù)據(jù)進(jìn)行回歸估計(jì)分析我國高技術(shù)產(chǎn)品出口對(duì)工業(yè)的拉動(dòng)作用和外溢效應(yīng)。 文章共分為五章：第一章闡述了本文的研究背景及研究意義,對(duì)國內(nèi)外相關(guān)文獻(xiàn)進(jìn)行綜述,介紹了論文的研究方法和文章整體框架結(jié)構(gòu),最后提出了本文的創(chuàng)新點(diǎn)和不足點(diǎn)。第二章從直接和間接兩個(gè)角度系統(tǒng)闡述并歸納了高技術(shù)產(chǎn)品出口與工業(yè)經(jīng)濟(jì)發(fā)展關(guān)系的理論基礎(chǔ)。第三章是實(shí)證部分,首先構(gòu)建分別反映我國高技術(shù)產(chǎn)品出口對(duì)工業(yè)拉動(dòng)作用和外溢效應(yīng)的兩個(gè)模型,通過對(duì)兩個(gè)模型在全國層面和東中西部地區(qū)層面進(jìn)行回歸估計(jì)得出相應(yīng)實(shí)證結(jié)論。第四章對(duì)實(shí)證結(jié)果進(jìn)行原因分析并提出相應(yīng)的政策建議。第五章對(duì)全文進(jìn)行了系統(tǒng)的總結(jié),得出了論文的結(jié)論。 本文通過理論基礎(chǔ)的分析的出以下結(jié)論：出口通過比較優(yōu)勢(shì)、閑置資源、技術(shù)進(jìn)步、制度創(chuàng)新以及規(guī)模經(jīng)濟(jì)等機(jī)制促進(jìn)經(jīng)濟(jì)增長。但是由于我國存在高技術(shù)產(chǎn)品出口不具備比較優(yōu)勢(shì)、研發(fā)力度不夠等現(xiàn)狀,因此對(duì)工業(yè)經(jīng)濟(jì)的促進(jìn)作用可能不明顯。 本文通過實(shí)證分析主要取得以下研究結(jié)論：(1)在全國層面,高技術(shù)產(chǎn)品出口對(duì)工業(yè)經(jīng)濟(jì)增長具有負(fù)效應(yīng)。在區(qū)域?qū)用?高技術(shù)產(chǎn)品出口對(duì)工業(yè)經(jīng)濟(jì)增長在我國東部地區(qū)和中部地區(qū)不具有明顯的影響,在西部地區(qū)具有顯著的負(fù)效應(yīng)。(2)在全國層面,高技術(shù)產(chǎn)品出口對(duì)工業(yè)的外溢效應(yīng)是存在的,但是效應(yīng)較弱。在區(qū)域?qū)用?高技術(shù)產(chǎn)品出口對(duì)工業(yè)的外溢效應(yīng)在我國東部地區(qū)和中部地區(qū)不存在,在西部地區(qū)外溢效應(yīng)是顯著存在的。(3)我國工業(yè)出口部門對(duì)工業(yè)經(jīng)濟(jì)的拉動(dòng)作用幾乎全部來自于工業(yè)非高技術(shù)產(chǎn)業(yè)出口部門,工業(yè)中高技術(shù)產(chǎn)品出口部門對(duì)工業(yè)的拉動(dòng)作用幾乎不存在甚至為負(fù)。工業(yè)中高技術(shù)產(chǎn)品出口部門對(duì)工業(yè)的外溢效應(yīng)明顯低于工業(yè)中非高技術(shù)產(chǎn)品出口部門對(duì)工業(yè)的外溢效應(yīng)。 我國高技術(shù)產(chǎn)品出口對(duì)工業(yè)經(jīng)濟(jì)增長具有負(fù)效應(yīng)的原因分析結(jié)果如下：(1)我國高技術(shù)產(chǎn)業(yè)要素資源利用率低下,技術(shù)成果市場(chǎng)化產(chǎn)業(yè)化能力較弱。(2)高技術(shù)產(chǎn)業(yè)出口產(chǎn)品技術(shù)含量低,在國際市場(chǎng)上缺乏競(jìng)爭(zhēng)力(3)高技術(shù)產(chǎn)品出口中加工貿(mào)易所占比重過大。一方面我國高技術(shù)產(chǎn)業(yè)在國際分工中地位較低,出口產(chǎn)品利潤附加值低,經(jīng)濟(jì)效益差。另一方面導(dǎo)致了進(jìn)口漏出效應(yīng),我國高技術(shù)產(chǎn)品出口對(duì)經(jīng)濟(jì)的拉動(dòng)作用被大大高估。(4)稅收優(yōu)惠政策使要素流動(dòng)帶來全要素生產(chǎn)率的提高難以彌補(bǔ)傳統(tǒng)工業(yè)要素相對(duì)價(jià)格上漲導(dǎo)致成本上升帶來的損失,進(jìn)而對(duì)傳統(tǒng)工業(yè)的增長產(chǎn)生了負(fù)效應(yīng)。我國高技術(shù)產(chǎn)品出口對(duì)工業(yè)具有正的外溢效應(yīng),但外溢效應(yīng)較弱的原因分析結(jié)果如下：(1)無論是直接引進(jìn)的還是通過在國際市場(chǎng)競(jìng)爭(zhēng)中學(xué)習(xí)到的先進(jìn)的生產(chǎn)技術(shù)、營銷策略和管理經(jīng)驗(yàn),通過示范效應(yīng)和傳染效應(yīng)逐漸擴(kuò)散到國內(nèi)工業(yè)非出口部門,正的技術(shù)溢出效應(yīng)因此而產(chǎn)生。(2)外資企業(yè)在我國高技術(shù)產(chǎn)業(yè)部門中占據(jù)指導(dǎo)地位。一方面外資企業(yè)帶來先進(jìn)技術(shù)和管理經(jīng)驗(yàn)產(chǎn)生正的外溢效應(yīng),另一方面,外資企業(yè)和國內(nèi)企業(yè)形成激烈的競(jìng)爭(zhēng)格局引起負(fù)的外溢效應(yīng)。負(fù)的外溢效應(yīng)一定程度上抵消了正的外溢效應(yīng),這一定程度上揭示了高技術(shù)產(chǎn)品出口的外溢弱效應(yīng)。 本文針對(duì)實(shí)證結(jié)果的原因分析對(duì)高技術(shù)產(chǎn)業(yè)出口提出了幾點(diǎn)建議：(1)深化科技創(chuàng)新管理體制改革。(2)通過加大我國高新技術(shù)研發(fā)力度和對(duì)高技術(shù)產(chǎn)品貿(mào)易方式實(shí)施差別化戰(zhàn)略提高我國高技術(shù)產(chǎn)品的國際競(jìng)爭(zhēng)力。(3)調(diào)整高技術(shù)產(chǎn)品出口部門的引進(jìn)外資結(jié)構(gòu)。
[Abstract]:Industry and high technology industry has a very important position in our national economy. The export of high-tech products is conducive to promoting China's industrial and high technology industry healthy and sustainable development of the industry pulling effect and spillover effect. This paper from China's industrial and high-tech industry development pattern and export status quo analysis the development trend of China's industrial and export sectors and high technology industry and the export sector: at present our country industry and high technology industry maintained a more stable development trend, but the export growth rate of industrial growth and high technology industry export speed showing slowing trend.
This paper uses the research method of combination of theoretical analysis and empirical research. In the theoretical analysis, the relationship between the reduction of exports and industrial economic growth of high-tech products to the relationship between export trade and economic growth, the theory of export trade and economic growth are summarized. From the direct andindirect mechanisms perspective to analyze the relationship between the export of high technology products and industrial economic growth. In the empirical analysis, the classic Feder two sector model development from high technology products industry in the export sector, the three sector is composed of non high tech products export sector and industry in the non export sector model industry. Through regression analysis of China's export of high-tech products the pulling effect of industry and the spillover effect. The panel data of China 2007-2012
The article is divided into five chapters: the first chapter expounds the research background and significance, the domestic and foreign literature review, introduces the overall framework of the thesis and research methods, finally put forward the innovation and shortcomings of this article. The second chapter from the two aspects of direct and indirect system are summarized the theoretical basis of high tech products export and industrial economic development. The third chapter is the empirical part, firstly reflect on industrial pulling effect and the spillover effect of the two model of China's export of high-tech products, based on the two models estimated the corresponding empirical conclusions at the level of the national level and the eastern and western regions. The fourth chapter the analysis of the reasons of the empirical results and put forward corresponding policy recommendations. The fifth chapter has carried on the system summary to the full text, draw the conclusion of the thesis.
The following conclusions in this paper through the analysis of the theoretical basis of the export through the comparative advantage of idle resources, technological progress, institutional innovation and scale economic mechanism to promote economic growth. But in our country because of the export of high technology products do not have a comparative advantage, not enough research and development efforts of the industrial economy effect may not be obvious.
This paper has the following conclusions through empirical analysis: (1) at the national level, the export of high technology products has a negative effect on industrial economic growth. At the regional level, the high-tech product exports to industrial economic growth has obvious influence in the eastern region and the central region of China, has a significant negative effect in the western region. (2) at the national level, the export of high technology products there is a spillover effect in industry, but the effect is weak. At the regional level, the export of high-tech products industry spillover effect does not exist in the eastern region and the central region of China, in the western region spillover effect is significant. (3) the stimulating effect in the industrial export sector of the industrial economy is almost entirely from non industrial high-tech industry export sector, high-tech industrial products in the export sector to stimulate industry almost does not exist is very negative. The spillover effect of the export sector of high technology products on industry is obviously lower than the spillover effect of the export sector of non high technology products on industry.
The reason analysis result of China's export of high-tech products has a negative effect on the growth of industrial economy are as follows: (1) the low utilization rate of high-tech industry factor resources in our country, the market and technological achievements industrialization capability is weak. (2) the technological content of export products of high technology industry is low, the lack of competitiveness in the international market (3) processing high tech products export trade in the proportion is too large. On the one hand, China's high technology industry position in the international division of labor is low, profits of export products with low added value, poor economic benefit. On the other hand, led to the import leakage effect, stimulating effect of China's export of high-tech products to the economy is greatly overestimated. (4) preferential tax policies make the factor mobility brings the improvement of total factor productivity to make up for the traditional industrial relative factor prices led to losses caused by rising costs, then the traditional industrial growth has a negative effect in China. Technology exports have a positive spillover effect on the industry, but the result is as follows: the spillover effect is weak (1) either directly or through the introduction to learning in the international market competition in the advanced production technology, marketing strategy and management experience, through the demonstration effect and contagion effect gradually spread to the domestic industry Export Department of the technical spillover effect occurs. (2) foreign enterprises occupy the guiding position in China's high-tech industry. On the one hand, foreign enterprises bring advanced technology and management experience have positive spillover effect, on the other hand, foreign enterprises and domestic enterprises formed fierce competition caused negative spillover effects. The negative spillover effects to some extent offset the positive spillover effect, which reveals a certain extent the spillover effect of weak exports of high-tech products.
In this paper, according to the empirical results of the analysis of the reasons on the export of high technology industry and puts forward some suggestions: (1) to deepen the reform of science and technology innovation management system. (2) through the increase of China's high-tech research and development efforts and the implementation of the differentiation strategy of trade of high technology products to improve the international competitiveness of China's high-tech products. (3) introduction the capital structure adjustment of export of high technology products sector.
