【摘要】：自20世紀(jì)60年代以來,自由貿(mào)易區(qū)進(jìn)入了蓬勃發(fā)展時(shí)期,尤其是新興國家和地區(qū)及發(fā)展中國家,把創(chuàng)建自貿(mào)區(qū)作為發(fā)展國際貿(mào)易、擴(kuò)大投資、增加就業(yè)、促進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展的重要手段。自貿(mào)區(qū)建設(shè)中,投資便利化作為越來越凸顯的主題開始備受關(guān)注。中澳自貿(mào)協(xié)定(ChAFTA)是中國與其他國家迄今已商簽的貿(mào)易投資自由化整體水平最高的自貿(mào)協(xié)定之一。本文圍繞投資便利化主題,首先就投資便利化的相關(guān)概念與理論展開闡述。主要有投資便利化的定義,以及其與相關(guān)概念,如貿(mào)易便利化等的關(guān)聯(lián),同時(shí)介紹了與自貿(mào)區(qū)和便利化相關(guān)的國際主流理論。接著主要介紹了中澳自貿(mào)區(qū)的建設(shè)進(jìn)程和成果,分析了兩國相互投資概況,并闡述了雙方投資便利化的有利條件。接著主要對中澳自貿(mào)區(qū)投資便利化水平進(jìn)行測算,主要通過建立衡量中澳自貿(mào)區(qū)投資便利化水平的指標(biāo)體系,從宏觀環(huán)境和微觀企業(yè)兩個(gè)層面分析。再立足于中澳自貿(mào)區(qū)投資便利化可能遇到的障礙展開論述,從政治、經(jīng)濟(jì)、文化、法律等幾個(gè)方面。最后提出推進(jìn)中澳自貿(mào)區(qū)投資合作的建議與舉措,建議中澳政治上,雙方增強(qiáng)政治互信;經(jīng)濟(jì)上,優(yōu)化“負(fù)面清單”,推進(jìn)創(chuàng)新與合作,降低投資壁壘;社會與文化上,暢通人才交流機(jī)制,促進(jìn)文化交流;技術(shù)上,優(yōu)化知識產(chǎn)權(quán)規(guī)則等。國內(nèi)外學(xué)者就便利化問題方面的研究較少,關(guān)于中澳自貿(mào)區(qū)投資便利化問題的研究十分有限。論文創(chuàng)造性地構(gòu)建了一套指標(biāo)體系進(jìn)而展開論述,旨在為自由貿(mào)易區(qū)投資便利化理論的發(fā)展盡綿薄之力。
[Abstract]:Since 1960s, the Free Trade area has entered a period of vigorous development, especially in the emerging countries and regions and developing countries, the establishment of free trade area as the development of international trade, expand investment, increase employment. Important means to promote regional economic development. Investment facilitation as an increasingly prominent theme is beginning to receive much attention. China-Australia Free Trade Agreement (CAFTA). This paper focuses on the theme of investment facilitation, which is one of the highest free trade agreements signed by China and other countries so far in terms of the overall level of trade and investment liberalization. First of all, the related concepts and theories of investment facilitation are expounded. There are mainly the definition of investment facilitation and its relationship with related concepts, such as trade facilitation. At the same time, it introduces the international mainstream theory related to free trade area and facilitation. Then it mainly introduces the construction process and achievements of China-Australia free trade area, and analyzes the general situation of mutual investment between the two countries. Then it mainly measures the level of China-Australia free trade area investment facilitation, mainly through the establishment of the index system to measure the level of China-Australia free trade area investment facilitation level. From the macro environment and micro enterprise level analysis. Then based on the China-Australia free trade area investment facilitation may meet obstacles to discuss from the political, economic, cultural. Finally, it puts forward some suggestions and measures to promote investment cooperation in China-Australia Free Trade area, and suggests that the two sides enhance political mutual trust in politics; Economically, optimize the "negative list", promote innovation and cooperation, reduce investment barriers; Social and cultural, unimpeded talent exchange mechanism, promote cultural exchange; Technically, optimizing intellectual property rules and so on. Scholars at home and abroad on the facilitation of less research. The research on the investment facilitation of China-Australia free trade area is very limited. This paper creatively constructs a set of index system and discusses it in order to contribute to the development of investment facilitation theory in free trade area.
