【摘要】：三農(nóng)問題作為長(zhǎng)期以來制約我國(guó)經(jīng)濟(jì)、社會(huì)發(fā)展的重要制約因素，隨著我國(guó)經(jīng)濟(jì)向全面現(xiàn)代化轉(zhuǎn)型已經(jīng)成為目前我國(guó)經(jīng)濟(jì)、社會(huì)發(fā)展的最主要問題，也逐步成為我國(guó)政府、學(xué)者廣泛關(guān)注的重點(diǎn)問題。2004年以來國(guó)家連續(xù)10年的中央一號(hào)文件將三農(nóng)問題作為工作重點(diǎn)，旨在通過一系列的舉措合理解決三農(nóng)問題。我國(guó)政府也嘗試通過包括大力推動(dòng)各類農(nóng)民合作組織、農(nóng)業(yè)現(xiàn)代化、新型城鎮(zhèn)化等各種手段破解三農(nóng)難題，確實(shí)取得了一定進(jìn)展，但是由于缺乏實(shí)際有效的金融體系支持、缺乏長(zhǎng)期穩(wěn)健的金融政策支持，包括現(xiàn)代農(nóng)業(yè)、農(nóng)民專業(yè)合作社在內(nèi)的各項(xiàng)旨在解決三農(nóng)問題的舉措遭遇到了瓶頸。為了解決三農(nóng)的金融支持問題，，我國(guó)利用2008年金融危機(jī)的契機(jī)推動(dòng)了新一輪的金融改革，將建立多遠(yuǎn)化的三農(nóng)支持平臺(tái)和體系作為建設(shè)的重點(diǎn)。但是從目前發(fā)展上看，雖然在三農(nóng)金融支持的理論研究上我國(guó)有所突破，但是嚴(yán)謹(jǐn)、系統(tǒng)的三農(nóng)金融支持平臺(tái)尚未建立起來。 營(yíng)口地區(qū)作為我國(guó)東北的重要口岸，具有相對(duì)悠久的金融發(fā)展歷史，為營(yíng)口地區(qū)農(nóng)村金融發(fā)展奠定了良好的發(fā)展基礎(chǔ)，近年來，營(yíng)口地區(qū)村鎮(zhèn)銀行發(fā)展速度不斷加快，對(duì)農(nóng)業(yè)發(fā)展支持作用不斷增強(qiáng)，但是從實(shí)際發(fā)展情況看仍存在一定問題。本文通過對(duì)營(yíng)口地區(qū)村鎮(zhèn)銀行發(fā)展進(jìn)行研究，分析營(yíng)口地區(qū)村鎮(zhèn)銀行發(fā)展社會(huì)、法律、經(jīng)濟(jì)、政治、技術(shù)環(huán)境，并通過結(jié)合金融深化理論、金融共生理論、金融風(fēng)險(xiǎn)管理理論，對(duì)營(yíng)口地區(qū)村鎮(zhèn)銀行發(fā)展情況進(jìn)行總結(jié)，對(duì)營(yíng)口地區(qū)村鎮(zhèn)銀行發(fā)展提出戰(zhàn)略選擇和針對(duì)性對(duì)策建議。 全文共分7章： 第一章：導(dǎo)論。主要介紹了選題背景、研究目的、研究意義、國(guó)內(nèi)外研究現(xiàn)狀、研究方法和技術(shù)路線。 第二章：概念界定和理論基礎(chǔ)。主要介紹了村鎮(zhèn)銀行概念、特征，梳理了金融深化理論、金融共生理論及金融風(fēng)險(xiǎn)管理理論。 第三章：營(yíng)口地區(qū)村鎮(zhèn)銀行的SLEPT分析。主要分析了營(yíng)口地區(qū)村鎮(zhèn)銀行發(fā)展社會(huì)、法律、經(jīng)濟(jì)、政治、技術(shù)環(huán)境，為營(yíng)口地區(qū)村鎮(zhèn)銀行發(fā)展的現(xiàn)狀及優(yōu)勢(shì)奠定基礎(chǔ)。 第四章：營(yíng)口地區(qū)村鎮(zhèn)銀行發(fā)展現(xiàn)狀及優(yōu)勢(shì)。主要介紹了營(yíng)口地區(qū)村鎮(zhèn)銀行發(fā)展現(xiàn)狀，并分析營(yíng)口地區(qū)村鎮(zhèn)銀行發(fā)展主要優(yōu)勢(shì)。 第五章：營(yíng)口地區(qū)村鎮(zhèn)銀行發(fā)展存在問題及成因分析。主要介紹了營(yíng)口地區(qū)村鎮(zhèn)銀行發(fā)展存在的問題，并進(jìn)一步分析了問題成因，為營(yíng)口地區(qū)村鎮(zhèn)銀行發(fā)展戰(zhàn)略及對(duì)策建議奠定了基礎(chǔ)。 第六章：營(yíng)口地區(qū)村鎮(zhèn)銀行發(fā)展戰(zhàn)略及對(duì)策建議。主要介紹了營(yíng)口地區(qū)村鎮(zhèn)銀行發(fā)展戰(zhàn)略，提出了營(yíng)口地區(qū)村鎮(zhèn)銀行發(fā)展的目標(biāo)、原則和思路，并進(jìn)一步提出對(duì)策建議。 第七章：結(jié)論。
