村鎮(zhèn)銀行績效評價體系研究

【摘要】:為改善農村金融地區(qū)金融服務落后的情況,銀監(jiān)會出臺政策設立村鎮(zhèn)銀行。村鎮(zhèn)銀行設立的宗旨是立足縣域,服務“三農”,自2007年至今,村鎮(zhèn)銀行的發(fā)展已經有將近七年的時間,在這個過程中暴露了很多的問題,但也為農村地區(qū)的金融發(fā)展貢獻了不容小覷的力量。在過去幾年中全國各地已經陸續(xù)建立了村鎮(zhèn)銀行,所以建立一套評價體系來引導村鎮(zhèn)銀行的發(fā)展方向和衡量村鎮(zhèn)銀行的發(fā)展情況有很強的現(xiàn)實意義。 本文在不完全競爭理論、利益相關者理論和企業(yè)公民社會責任理論的基礎之上,根據(jù)村鎮(zhèn)銀行自身特點,從盈利性、安全性、流動性以及農村金融服務情況四個方面設置評價指標,并采用基于主成分分析的BP網絡的評價方法和聚類分析,最終將待評價樣本分為三組,顯示出各村鎮(zhèn)銀行間績效的差異。由于數(shù)據(jù)的可得性,本文采用實地調研取得的內蒙古銀行為發(fā)起行的31家村鎮(zhèn)銀行為對象,對這31家村鎮(zhèn)銀行進行績效評價。評價結果顯示設立時間,,注冊規(guī)模、設立所在地的經濟環(huán)境以及內部創(chuàng)新程度等都是影響村鎮(zhèn)銀行績效的因素,最后提出提升村鎮(zhèn)銀行績效的政策建議,村鎮(zhèn)銀行要明確自身市場定位,立足服務縣域經濟、服務“三農”不動搖,制定戰(zhàn)略規(guī)劃,利用自身地緣和人緣優(yōu)勢進行風險管理并與其他銀行進行差異化創(chuàng)新競爭,同時完善內部制度進行長遠規(guī)劃。
[Abstract]:In order to improve the backwardness of financial services in rural financial areas, CBRC issued a policy to establish village banks. The purpose of the village and town bank is to base itself on the county level and serve the "three rural areas". Since 2007, the development of the village bank has lasted nearly seven years, and many problems have been exposed in this process. But also contributed to the financial development of rural areas can not be underestimated. In the past few years, village and town banks have been set up one after another throughout the country, so it is of great practical significance to establish a set of evaluation system to guide the development direction of village and town banks and to measure the development of village and town banks. On the basis of incomplete competition theory, stakeholder theory and corporate civil social responsibility theory, according to the characteristics of village banks, from profitability, security, Four aspects of liquidity and rural financial services are set up, and the evaluation method and cluster analysis of BP network based on principal component analysis are adopted. Finally, the samples to be evaluated are divided into three groups, showing the difference of bank performance among villages and towns. Because of the availability of data, this paper takes Inner Mongolia Bank as the object of 31 village banks, and evaluates the performance of these 31 village banks. The evaluation results show that the time of establishment, the size of registration, the economic environment where the establishment is located and the degree of internal innovation are all the factors that affect the performance of the village and town banks. Finally, some policy suggestions are put forward to improve the performance of the village and town banks. Village and town banks should clearly define their own market positioning, base themselves on serving the county economy, serve the "three rural areas" unshakable, formulate strategic plans, make use of their geographical and popular advantages to carry out risk management and compete with other banks differently and innovatively. At the same time, improve the internal system for long-term planning.
