【摘要】：當(dāng)前,我國正處于社會進(jìn)步和經(jīng)濟(jì)發(fā)展的關(guān)鍵時期,為了實現(xiàn)農(nóng)業(yè)現(xiàn)代化和推進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展,政府和社會正在積極探索合理的發(fā)展模式,如何有效解決“三農(nóng)”問題,通過金融支持來促進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化快速、健康發(fā)展,已經(jīng)成為政府部門、金融機(jī)構(gòu)以及社會亟待解決的主要問題之一。在這樣的大背景下,研究和探討農(nóng)業(yè)產(chǎn)業(yè)化金融支持體系顯得十分必要。本文立足于濰坊市農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展現(xiàn)狀,對其金融支持系列問題和金融支持體系構(gòu)建與完善對策進(jìn)行了研究,主要研究內(nèi)容如下:首先,闡述了本文的研究背景及意義,總結(jié)了國內(nèi)外有關(guān)農(nóng)業(yè)產(chǎn)業(yè)化金融支持的研究現(xiàn)狀,提出了本文采用的研究方法、主要研究內(nèi)容、創(chuàng)新點與不足。然后,在闡述濰坊市農(nóng)村金融市場發(fā)展的歷程基礎(chǔ)上,分析了濰坊市農(nóng)業(yè)產(chǎn)業(yè)化金融支持方面存在的問題:信貸資金供不應(yīng)求、各類組織職能分配混亂、資金流出嚴(yán)重、農(nóng)業(yè)保險缺位、涉農(nóng)企業(yè)貸款較難,融資能力有限、農(nóng)業(yè)金融擔(dān)保體系不夠完善、缺乏豐富的融資渠道等。其次,通過介紹了美國、日本、印度、德國、法國、泰國金融支持農(nóng)業(yè)發(fā)展的經(jīng)驗,來發(fā)掘?qū)ξ覀冇杏玫膯⑹�。最�?介紹了濰坊市農(nóng)業(yè)現(xiàn)代化金融支持體系的建設(shè)原則和框架,并給出了加快濰坊市農(nóng)業(yè)產(chǎn)業(yè)化金融支持的相關(guān)對策:積極推進(jìn)農(nóng)村金融創(chuàng)新,完善農(nóng)村金融服務(wù)體系;促進(jìn)農(nóng)村金融機(jī)構(gòu)發(fā)揮各自職能,共同為農(nóng)村經(jīng)濟(jì)發(fā)展服務(wù);大力發(fā)展農(nóng)業(yè)政策性保險;加快推進(jìn)濰坊市農(nóng)村金融市場體制改革,激活農(nóng)村金融市場;完善擔(dān)保機(jī)制,建立農(nóng)業(yè)產(chǎn)業(yè)化合作經(jīng)濟(jì)組織;積極拓寬融資渠道,減少農(nóng)村資金外流。希望通過本研究可以為濰坊市建立并完善農(nóng)業(yè)產(chǎn)業(yè)化金融支持體系并探索有效的、合理的對策提供理論方法指導(dǎo)和實踐參考。
[Abstract]:At present, our country is in the critical period of social progress and economic development. In order to realize agricultural modernization and promote the development of agricultural industrialization, the government and society are actively exploring a reasonable development model and how to effectively solve the "three rural" problems. To promote the rapid and healthy development of agricultural industrialization through financial support has become one of the main problems to be solved urgently by government departments, financial institutions and society. Under this background, it is necessary to study and discuss the financial support system of agricultural industrialization. Based on the current situation of agricultural industrialization in Weifang, this paper studies the problems of financial support and the construction and improvement of financial support system. The main research contents are as follows: firstly, the research background and significance of this paper are expounded. This paper summarizes the current situation of research on financial support for agricultural industrialization at home and abroad, and puts forward the research methods, main research contents, innovation points and shortcomings adopted in this paper. Then, on the basis of expounding the course of the development of Weifang rural financial market, this paper analyzes the problems existing in the financial support of Weifang's agricultural industrialization: the credit fund is in short supply, the distribution of various organizational functions is chaotic, and the capital outflow is serious. The agricultural insurance is absent, the loan of the agribusiness is difficult, the financing ability is limited, the agricultural financial guarantee system is not perfect, and the financing channel is not abundant. Secondly, by introducing the experiences of the United States, Japan, India, Germany, France and Thailand in supporting the development of agriculture, this paper tries to find some useful enlightenment for us. Finally, the paper introduces the construction principles and framework of Weifang agricultural modernization financial support system, and gives the relevant countermeasures to accelerate Weifang agricultural industrialization financial support: actively promote rural financial innovation, improve rural financial service system; Promote rural financial institutions to play their respective functions, jointly serve the rural economic development; vigorously develop agricultural policy insurance; accelerate the reform of the rural financial market system in Weifang, activate the rural financial market; We will improve the guarantee mechanism, establish cooperative economic organizations for agricultural industrialization, and actively broaden financing channels to reduce the outflow of rural funds. It is hoped that this study can provide theoretical guidance and practical reference for Weifang to establish and perfect the financial support system of agricultural industrialization and to explore effective and reasonable countermeasures.
